What are the key changes and consequences for shipowners? We have spoken to local experts.<\/p>\n<p style=\"font-size: 12px; text-align: justify;\">Following a lengthy legislative process, the Magna Carta of Filipino Seafarers was finally signed into law in the Philippines on 23 September 2024.<\/p>\n<p style=\"font-size: 12px; text-align: justify;\">The Magna Carta aims to align domestic legislation with international conventions such as the Maritime Labour Convention (MLC) and the International Convention on Standards of Training, Certification and Watchkeeping for Seafarers (STCW), to ensure that Filipino seafarers have protections and opportunities in line with global standards.<\/p>\n<p style=\"font-size: 12px; text-align: justify;\">Please see attached file for details.<\/p>\n<p style=\"font-size: 12px; text-align: justify;\">&nbsp;<\/p>\n<p style=\"font-size: 12px; text-align: justify;\"><strong style=\"color: #003366; font-size: 18.6667px;\">\u65b0\u7684\u6d77\u5458\u6cd5\u5c06\u4ea7\u751f\u5e7f\u6cdb\u7684\u5f71\u54cd<\/strong><\/p>\n<p style=\"font-size: 12px; text-align: justify;\"><strong style=\"color: #003366; font-size: 18.6667px;\"><br \/><\/strong><\/p>\n<p style=\"text-align: justify;\"><span style=\"text-align: left;\">\u83f2\u5f8b\u5bbe\u653f\u5e9c\u6700\u8fd1\u901a\u8fc7\u4e86\u300a\u83f2\u5f8b\u5bbe\u6d77\u5458\u5927\u5baa\u7ae0\u300b\uff0c\u65e8\u5728\u6539\u5584\u83f2\u5f8b\u5bbe\u8239\u5458\u7684\u798f\u5229\u548c\u6743\u5229\u3002Gard\u534f\u4f1a\u4e0e\u5f53\u5730\u4e13\u5bb6\u5bf9\u4e8e\u8be5\u6cd5\u6848\u7684\u5173\u952e\u53d8\u5316\u53ca\u5bf9\u8239\u4e1c\u7684\u5f71\u54cd\u8fdb\u884c\u4e86\u4ea4\u6d41\u3002<\/span><\/p>\n<p style=\"text-align: justify;\">\u7ecf\u8fc7\u6f2b\u957f\u7684\u7acb\u6cd5\u7a0b\u5e8f\uff0c\u300a\u83f2\u5f8b\u5bbe\u6d77\u5458\u5927\u5baa\u7ae0\u300b\u6700\u7ec8\u4e8e 2024 \u5e74 9 \u6708 23 \u65e5\u6b63\u5f0f\u7b7e\u7f72\u901a\u8fc7\u3002<\/p>\n<p style=\"text-align: justify;\">\u300a\u5927\u5baa\u7ae0\u300b\u65e8\u5728\u4f7f\u56fd\u5185\u7acb\u6cd5\u4e0e\u300a\u6d77\u4e8b\u52b3\u5de5\u516c\u7ea6\u300b\uff08MLC\uff09 \u548c\u300a\u8239\u5458\u57f9\u8bad\u3001\u53d1\u8bc1\u548c\u503c\u73ed\u6807\u51c6\u56fd\u9645\u516c\u7ea6\u300b\uff08STCW\uff09 \u7b49\u56fd\u9645\u516c\u7ea6\u4fdd\u6301\u4e00\u81f4\uff0c\u4ee5\u786e\u4fdd\u83f2\u5f8b\u5bbe\u8239\u5458\u83b7\u5f97\u7b26\u5408\u5168\u7403\u6807\u51c6\u7684\u4fdd\u62a4\u548c\u673a\u4f1a\u3002<\/p>\n<p style=\"text-align: justify;\">\u8be6\u7ec6\u4fe1\u606f\u8bf7\u53c2\u9605\u9644\u4ef6\u3002<\/p>","protected":false},"excerpt":{"rendered":"<p>&nbsp;&nbsp;ENG&nbsp;&nbsp;&nbsp;&nbsp;CHN The Philippine government recently passed the Magna Carta for seafarers, aiming to improve the welfare and rights of Filipino seafarers.
