A declaration is also required if the cargo is not to be discharged in the US and is in transit for Foreign Ports.<br \/> <span style=\"font-size: 10.0pt; font-family: SimSun; color: black;\" lang=\"ZH-CN\"><br \/> \u9700\u8981\u9610\u660e\u7684\u662f\u5728\u7f8e\u56fd\u6e2f\u53e3\u88c5\u8f7d\u7684\u8d27\u7269\u4e5f\u8981\u901a\u8fc7AMS\u7533\u62a5\u3002\u5373\u4f7f\u8d27\u7269\u4e0d\u662f\u5378\u5728\u7f8e\u56fd\u548c\u8f6c\u8fd0\u5230\u5176\u4ed6\u5916\u56fd\u6e2f\u53e3\u4e5f\u5fc5\u987b\u7533\u62a5<\/span><\/p>\n<p> <span class=\"genboldText\">Carrier<\/span><br \/> <span style=\"font-size: 10.0pt; font-family: SimSun; color: black;\" lang=\"ZH-CN\"><br \/> <span class=\"genBoldText\">\u627f\u8fd0\u4eba<\/span><\/span><\/p>\n<p>There is continuing uncertainty over the CBP definition of a Carrier. A further description provided was &#8216;the entity that controls the conveyance&#8217; such as the head owner or the bareboat charterer. However, it is unclear whether a time charter may be deemed to be the Carrier and &#8211; while attempts to obtain a definitive explanation are ongoing &#8211; it may be that the CBP will ask to see a copy of individual charterparties in order to reach a decision on a case basis.<br \/> <span style=\"font-size: 10.0pt; font-family: SimSun; color: black;\" lang=\"ZH-CN\"><br \/> \u627f\u8fd0\u4eba\u7684CBP\u5b9a\u4e49\u59cb\u7ec8\u4e0d\u660e\u786e\u3002\u8fdb\u4e00\u6b65\u7684\u8bf4\u660e\u89c4\u5b9a\u4e86\u201c\u63a7\u5236\u8fd0\u8f93\u7684\u673a\u6784\u201d\u5982\u4e3b\u8239\u4e1c\u6216\u5149\u8239\u79df\u8239\u4eba\u3002\u7136\u800c\uff0c\u671f\u79df\u8239\u4eba\u662f\u5426\u88ab\u8ba4\u4e3a\u662f\u627f\u8fd0\u4eba\u5219\u4e0d\u6e05\u695a\u2014\u5982\u4eca\u6b63\u5728\u8bd5\u56fe\u83b7\u5f97\u4e00\u4e2a\u786e\u5207\u7684\u8bf4\u660e\u2014CBP\u53ef\u80fd\u5c06\u8981\u6c42\u67e5\u770b\u79df\u8239\u5408\u540c\u4e3a\u4e86\u5728\u4e2a\u6848\u4e0a\u505a\u51fa\u51b3\u5b9a\u3002<\/span><\/p>\n<p> <span class=\"genboldText\">Standard Carrier Alpha Code (SCAC) <\/span><br \/> <span style=\"font-size: 10.0pt; font-family: SimSun; color: black;\" lang=\"ZH-CN\"><br \/> <span class=\"genBoldText\">\u6807\u51c6\u627f\u8fd0\u4eba\u963f\u5c14\u6cd5\u4ee3\u7801\uff08SCAC\uff09<\/span><\/span><\/p>\n<p>Once a SCAC has been received, it should be faxed to the CBP at +1 703 921 7173, for the attention of Charles Bennett, specifying whether the SCAC holder is a Carrier or an NVOCC.<br \/> <span style=\"font-size: 10.0pt; font-family: SimSun; color: black;\" lang=\"ZH-CN\"><br \/> \u4e00\u65e6\u83b7\u5f97\u4e00\u4e2aSCAC\u540e\uff0c\u5e94\u8be5\u7ed9CBP\u53d1\u4f20\u771f\uff0c\u53f7\u7801\u4e3a+1 703 921 7173\uff0c\u5411\u67e5\u5c14\u65af.\u73ed\u5c3c\u7279\u8be6\u7ec6\u8bf4\u660eSCAC\u7684\u6301\u6709\u4eba\u662f\u627f\u8fd0\u4eba\u8fd8\u662f\u65e0\u8239\u627f\u8fd0\u4eba\u3002<\/span><\/p>\n<p> <span class=\"genboldText\">International Carrier Bond (ICB) <\/span><br \/> <span style=\"font-size: 10.0pt; font-family: SimSun; color: black;\" lang=\"ZH-CN\"><br \/> <span class=\"genBoldText\">\u56fd\u9645\u627f\u8fd0\u4eba\u4fdd\u8bc1<\/span><\/span><span class=\"genBoldText\"> (ICB) <\/span><\/p>\n<p>It is understood that market facilities have been established to facilitate the provision of the required security.
