背景
自2015年8月初开始，三描礼士省当局对通过三描礼士水域的船只强制征收过境费，即“海岸和环境监测系统”使用费，旨在监督外来船只驶入该拥挤水域，以及防止在菲律宾水域倾倒废物。

Charges for vessels sailing through Zambales waters – Philippines
The International Chamber of Shipping (ICS) has recently issues a circular with an update on the charges, imposed on ships, passing the coast of Zambales province in Philippines. It is expected that the Province of Zambales will withdraw its previous resolution and cancel any and all outstanding invoices issued, relating to the implementation of its VTS service.
Background
The Zambales authorities started imposing transit charges of “Provincial Coastwatch Environmental Monitoring System User Fee” on vessels sailing through Zambales waters from the beginning of August, 2015, which appears to be aimed at monitoring the entry of foreign vessels in these congested areas and to prevent dumping of waste in Philippine waters.
