国际保赔协会集团近期获得一份报告称，乌克兰尤日内 (Yuzhny, Ukraine) 港口交付的铁精矿/铁矿粉货物被拒绝装船，因为这些货物显示的含水量超过《国际海运固体散货规则》（以下简称”IMSBC 规则” ）中对适运水分限量的规定，会员应对此事加以关注。
一些案例中，通过乌克兰境外的独立检测，发现货物适运水分限量远远低于货物申报上注明的含水量，即含水量高于重新检测出的适运水分限量，导致已装运的货物又在港口内卸载并退回给发货人。

Carriage of Iron Concentrate and Iron Ore Fines Cargoes – Ukraine
Members’ attention is drawn to recent reports received by the International Group of P&I Clubs that cargoes of iron ore concentrate/fines presented for loading at the port of Yuzhny, Ukraine, have been rejected because they exhibited moisture content in excess of the Transportable Moisture Limit (TML), as defined in the IMSBC Code.
In some cases, following independent testing undertaken outside of Ukraine, it appears that the TML was found to be significantly lower than stated on the respective cargo declarations to the extent that the moisture content was above the retested TML and, as a result, the loaded cargoes were discharged back to shippers in port.
