由于朝鲜持续的核及弹道导弹相关活动“威胁国际和平与安全”，联合国安理会决定对朝鲜执行新的制裁并加大现有制裁力度。北京时间2016年3月3日，安理会一致通过一项新的制裁朝鲜决议。

联合国安理会秘书长潘基文表示，安理会的一致行动传达了一个明确的信息，这就是朝鲜必须回归，全面遵守其国际义务。他敦促朝鲜遵守这一决议，并呼吁所有会员国确保决议得到落实。

潘基文指出，安理会这一强有力的反应应当能够制止这种挑衅的循环，并导致根据国际社会一致的观点重新开始对话。

决议决定，

• 所有国家应检查，包括在机场、港口、自由贸易区，检查本国境内或通过本国过境的，自朝鲜发运或运往朝鲜的货物；
• 会员国应禁止本国国民和本国境内的人将悬挂其国旗的船只或飞机租赁或包租给朝鲜，或向朝鲜提供机组人员或船员服务；
• 朝鲜不得从其领土、或由其国民、或使用悬挂其国旗的船只或飞机直接或间接供应、销售和转让煤、铁、铁矿石、黄金、钛矿石、钒矿石、稀土矿产，所有国家均应禁止本国国民或使用悬挂其船旗的船只或飞机从朝鲜购买这些材料。禁止所有国家由其国民、从其领土、或使用悬挂其国旗的船只或飞机向朝鲜销售或供应航空燃料。

DPR Korea: Ban welcomes Security Council measure tightening and expanding

2 March 2016, the United Nations Security Council unanimously adopted a resolution that imposes new sanctions and tightens some of its existing measures against the Democratic People’s Republic of Korea (DPRK), due to the country’s ongoing nuclear and ballistic missile-related activities that “threaten international peace and security.”

“Today’s unanimous action by the Security Council has sent a clear message that the DPRK must return to full compliance with its international obligations,” said Secretary-General Ban Ki-moon in a statement issued by his spokesperson, in which the UN chief urged the East Asian country to abide by the resolution and called upon all UN Member States to ensure its implementation.

“This firm response by the Security Council should put an end to the cycle of provocation and lead to the resumption of dialogue in accordance with the unified view of the international community,” he added.

The Council decided that

• all States should inspect cargo within or transiting through their territory – including airports, sea ports and free trade zones – that was destined for or originating from the Democratic People’s Republic of Korea.
• member States should prohibit that country’s nationals and those in their own territories from leasing or chartering their flagged vessels and aircraft to it, or providing it with crew services.
• the DPRK shall not supply, sell or transfer, directly or indirectly, from its territory or by its nationals or using its flag vessels or aircraft, coal, iron, and iron ore, gold, titanium ore, vanadium ore, and rare earth minerals ,and that all States shall prohibit the procurement of such material from the DPRK by their nationals, or using their flag vessels or aircraft, and whether or not originating in the territory of the DPRK; All States shall prevent the sale or supply, by their nationals or from their territories or using their flag vessels or aircraft, of aviation fuel, whether or not originating in their territory, to the territory of the DPRK.
