Minsand concentrates

1. Cover issue

  • In the IMSBC Code, Minsand concentrates Class 7 UN2912, it mentioned the cargo under UN 2912 “contains naturally occurring radionuclides and natural or depleted uranium and thorium concentrates”.
  • In view the radioactive nature of cargo, we clarify with London Club whether the nature of cargo will prejudice TCL cover under “Nuclear Risk Exclusion clause” – “the radioactive, toxic, explosive or other hazardous or contaminating properties of any radioactive matter, other than liabilities, costs and expenses arising out of carriage of “excepted matter” (as defined in the Nuclear Installations Act 1965 of the United Kingdom or any regulations made thereunder) as cargo in a Ship.”
  • Club consider “naturally occurring ores such as these with low levels of radiation should not fall within its terms and are therefore not excluded cargoes

2. Cargo nature

  • The cargo UN2912 is a Class 7 cargo, whilst is Group B cargo under IMSBC Code. The implication is that the cargo are dangerous cargo which can be shipped in bulk rather than in package form
  • It may request specific flag state approval for carriage
  • It may have Group A property and subject to control of TML and moisture content in accordance to IMSBC Code – please see the enclosed Resolution MSC.354(92) 4.3 on p.3-4. The Resolution came into force on 1 January 2015 and is mandatory for all ships that load solid bulk cargoes.
