A new regulation starting with effect from 1 January 2004 the Panama Canal Authority ( PCA ) will require that all vessels have the Panama Canal Shipboard Oil Pollution Emergency Plan for Canal Waters ( PCSOPEP ) plan on board. This plan is required to be submitted to the Panama Canal Authority ( PCA ) for review 96 hours before arrival.
