国际引航协会(IMPA)安全大检查活动聚焦船东责任。船东有责任提供符合规定的引航员登离船装置,并确保登离船程序符合《国际海上人命安全公约》(SOLAS)的规定。

引航员安全登离船是引航员与服务船舶之间建立的合作关系。当引航员从引航梯登离船舶,他们将自己的安全交付给船方提供的引航员登离船装置。考虑到引航员登离船的危险特性,2012年7月,国际海事组织在SOLAS公约第V/23条中作了规定,以改善由船舶提供的引航员登离船装置的安全性。

Pilot transfers – still a risky business

IMPA’s safety campaign draws attention to shipowners’ responsibility to provide compliant pilot ladder arrangements and to ensure that the transfer process is undertaken in line with SOLAS.

Safe pilot transfers is a partnership between the pilots and the vessels being served. Whenever a pilot embarks or disembarks from a ship by ladder, they entrust their safety to the pilot transfer arrangements provided by the ship. Recognising the hazardous nature of pilot transfers, the IMO introduced measures through SOLAS Regulation V/23 in July 2012 to improve the safety of pilot transfer arrangements provided by vessels
