IMPA’s safety campaign draws attention to shipowners’ responsibility to provide compliant pilot ladder arrangements and to ensure that the transfer process is undertaken in line with SOLAS.
Safe pilot transfers is a partnership between the pilots and the vessels being served. Whenever a pilot embarks or disembarks from a ship by ladder, they entrust their safety to the pilot transfer arrangements provided by the ship. Recognising the hazardous nature of pilot transfers, the IMO introduced measures through SOLAS Regulation V/23 in July 2012 to improve the safety of pilot transfer arrangements provided by vessels

引航员登离船 – 仍面临风险
国际引航协会(IMPA)安全大检查活动聚焦船东责任。船东有责任提供符合规定的引航员登离船装置，并确保登离船程序符合《国际海上人命安全公约》(SOLAS)的规定。
引航员安全登离船是引航员与服务船舶之间建立的合作关系。当引航员从引航梯登离船舶，他们将自己的安全交付给船方提供的引航员登离船装置。考虑到引航员登离船的危险特性，2012年7月，国际海事组织在SOLAS公约第V/23条中作了规定，以改善由船舶提供的引航员登离船装置的安全性。
