This is reflected in the Commonwealth&#8217;s Protection of the Sea (Prevention of Pollution from Ships) Act 1983 (&#8220;the Act&#8221; ) which (at Sections 9 and 10) sets out strict liability offences for oil and oily water pollution attracting maximum fines of AUD$3.4 million for individuals and AUD$17 million for corporations.<\/p>\n<p style=\"text-align: justify;\">Section 27A of the Act also gives the Australian Maritime Safety Authority (AMSA) the power to detain a foreign ship if there are &#8220;clear grounds for believing that a pollution breach has occurred&#8221; . AMSA have powers to investigate further under Section 27 and the right to demand security before releasing the vessel.<\/p>\n<p style=\"text-align: justify;\">See attached file: Bulletin 903.pdf<\/p>\n<p style=\"text-align: justify;\">&nbsp;<\/p>\n<p style=\"text-align: justify;\"><span style=\"font-size: 14pt; color: #022469;\"><strong>\u6839\u636e\u300a\u6d77\u6d0b\u4fdd\u62a4\u6cd5\u300b\u66f4\u65b0\u7248\u7b2c27\u6761\u63d0\u4f9b\u62c5\u4fdd &#8211; \u6fb3\u5927\u5229\u4e9a<\/strong><\/span><\/p>\n<p style=\"text-align: justify;\">\u6fb3\u5927\u5229\u4e9a\u653f\u7b56\u5236\u5b9a\u8005\u4eec\u5bf9\u6d77\u6d0b\u6c61\u67d3\u7684\u5bb9\u5fcd\u5ea6\u6781\u4f4e\uff08\u96f6\u5bb9\u5fcd\uff09\u3002\u8fd9\u4f53\u73b0\u5728\u8054\u90a61983\u5e74\u300a\u6d77\u6d0b\u4fdd\u62a4\uff08\u9632\u6b62\u8239\u8236\u6c61\u67d3\uff09\u6cd5\u300b\u4e2d\u3002\u8be5\u6cd5\uff08\u7b2c9 \u6761\u548c\u7b2c10 \u6761\uff09\u5bf9\u6cb9\u6c61\u548c\u6c61\u6cb9\u6c34\u6c61\u67d3\u7684\u5904\u7f5a\u91c7\u7528\u4e25\u683c\u8d23\u4efb\uff0c\u6700\u5927\u7f5a\u6b3e\u6570\u989d\u4e3a\u4e2a\u4eba340\u4e07\u6fb3\u5143\uff0c\u516c\u53f81,700\u4e07\u6fb3\u5143\u3002<\/p>\n<p style=\"text-align: justify;\">\u8be5\u6cd5\u7b2c27A\u6761\u540c\u6837\u8d4b\u4e88\u6fb3\u5927\u5229\u4e9a\u6d77\u4e8b\u5b89\u5168\u5c40(AMSA)\u6263\u7559\u5916\u8f6e\u7684\u6743\u529b\uff0c\u524d\u63d0\u662f\u6709&#8221;\u7531\u5408\u7406\u7406\u7531\u76f8\u4fe1\u8be5\u8f6e\u53d1\u751f\u4e86\u8fdd\u53cd\u6c61\u67d3\u9632\u6b62\u7684\u60c5\u51b5&#8221; \u3002\u6839\u636e\u7b2c27\u6761\u89c4\u5b9a\uff0c\u6fb3\u5927\u5229\u4e9a\u6d77\u4e8b\u5b89\u5168\u5c40\u8fd8\u6709\u6743\u529b\u5c31\u4e8b\u6545\u5c55\u5f00\u8c03\u67e5\u4ee5\u53ca\u4eab\u6709\u8981\u6c42\u4e3a\u91ca\u653e\u8239\u8236\u63d0\u4f9b\u62c5\u4fdd\u7684\u6743\u5229\u3002<\/p>\n<p style=\"text-align: justify;\">\u8be6\u7ec6\u4fe1\u606f\u8bf7\u53c2\u9605\u9644\u4ef6\u3002<\/p>","protected":false},"excerpt":{"rendered":"<p>&nbsp;&nbsp;ENG &nbsp;&nbsp;&nbsp;CHN Australian policy makers have a very low (zero) tolerance for pollution of the sea.
