We hereby summarize the latest attitude of the IG Clubs and our practical experiences with some of the IG Clubs for nickel ore loading in Philippines.<\/p>\n<h3 style=\"border: 0px; outline: 0px; font-size: 14px; line-height: 14px; text-align: justify;\">Whether a compulsory TML test is required to be carried out in Singapore or London when loading nickel ore in Philippines.<\/h3>\n<p style=\"border: 0px; outline: 0px; font-size: 12px; text-align: justify;\">Nearly all the IG Clubs hold a similar position that, there are no compulsory requirements for sampling and lab testing but the requirements of the IMSBC Code must be complied with, samples and test may be needed if the shippers are unable to produce proper certificates well in advance of the vessel loading for the cargo. Meanwhile, the Group Clubs have opined that &#8220;little reliance can be placed on the results of testing conducted by the mine laboratories and samples should be subject of independent testing by surveyors and experts appointed on behalf of the vessel&#8221;.&nbsp;<br \/>Therefore, whether or not the sampling and testing on behalf of the vessel is needed should be considered on case by case basis, and highly subjective to the Club, its correspondent and surveyor&#8217;s satisfaction to the cargo certificates provided by shipper and the cargo condition.<\/p>\n<h3 style=\"border: 0px; outline: 0px; font-size: 14px; line-height: 14px; text-align: justify;\">Whether there is any local approved laboratory to test TML\/FMP in Philippines up to date.<\/h3>\n<p style=\"border: 0px; outline: 0px; font-size: 12px; text-align: justify;\">Although it has been suggested that local laboratory for TML\/FMP testing would be set up in Philippines, all comments from IG clubs, we have received so far, hold that there is no local lab which is capable to conduct such test up to date of this writing. Meanwhile, some Clubs indicate that they will be very cautious even if the said laboratory is established.<\/p>\n<h3 style=\"border: 0px; outline: 0px; font-size: 14px; line-height: 14px; text-align: justify;\">Our experience of nickel ore preloading survey arrangement in Philippines with some IG clubs.<\/h3>\n<p style=\"border: 0px; outline: 0px; font-size: 12px; text-align: justify;\">Generally, they are EITHER&nbsp;<br \/>Seldom have to request cargo sample to be sent to either Singapore or London for testing if the result of &#8220;can test&#8221; conducted by the surveyor\/local correspondents is satisfied and their comments are positive.&nbsp;<br \/>OR&nbsp;<br \/>Cargo sample are to be sent to either Singapore or UK for TML\/FMP testing, otherwise the cover may be prejudice.<\/p>\n<h3 style=\"border: 0px; outline: 0px; font-size: 14px; line-height: 14px; text-align: justify;\">Cost of Survey<\/h3>\n<p style=\"border: 0px; outline: 0px; font-size: 12px; text-align: justify;\">As to the cost of survey, all IG Clubs take the view that the primary purpose of the survey in respect of cargoes such as nickel ore fines is to confirm safe carriage which is the prime duty of any Members. For this reason, Clubs do not cover the survey costs and neither are they considered a measure to avert or minimize loss. If members act in accordance with the Code and local regulations when not in conflict with the Code, and satisfy themselves as to safe carriage, there should be no undue exposure under the P&amp;I cover.&nbsp;<br \/>However, the survey costs may be covered in full or part if the survey is actively used in defence of a P&amp;I claim.<\/p>\n<h3 style=\"border: 0px; outline: 0px; font-size: 14px; line-height: 14px; text-align: justify;\">Comments<\/h3>\n<p style=\"border: 0px; outline: 0px; font-size: 12px; text-align: justify;\">Above all, we recommend our clients to proceed with great caution. To echo, the IMSBC must be strictly complied with and the holding Club has to be consulted. If an incident happened, Clubs would scrutinize every step taken by the Members with the benefit of hindsight. outline: 0px; font-size: 12px; text-align: justify;\">\u8fd1\u65e5\uff0c\u8239\u4e1c\u4e92\u4fdd\u534f\u4f1a\u5bf9\u4e8e\u4ece\u83f2\u5f8b\u5bbe\u6e2f\u53e3\u88c5\u8f7d\u954d\u77ff\u7684\u8981\u6c42\u53d7\u5230\u8239\u4e1c\u7684\u5e7f\u6cdb\u5173\u6ce8\uff0c\u5c24\u5176\u662f\u4fdd\u8d54\u534f\u4f1a\u662f\u5426\u4f1a\u5f3a\u5236\u8981\u6c42\u6307\u6d3e\u65b0\u52a0\u5761\u6216\u82f1\u56fd\u7684\u4e13\u5bb6\u5bf9\u8d27\u7269\u8fdb\u884cTML\/FMP\u6d4b\u8bd5\uff0c\u4ece\u800c\u5bfc\u81f4\u88c5\u8d27\u5ef6\u8bef\u3002\u6709\u9274\u4e8e\u6b64\uff0c\u6211\u4eec\u603b\u7ed3\u56fd\u9645\u4fdd\u8d54\u534f\u4f1a\u96c6\u56e2\u5c5e\u4e0b\u7684\u4e00\u4e9b\u534f\u4f1a\u5bf9\u4e8e\u5728\u83f2\u5f8b\u5bbe\u88c5\u8f7d\u7684\u954d\u77ff\u7684\u6700\u65b0\u6001\u5ea6\u548c\u5b9e\u8df5\u7ecf\u9a8c\u3002<\/p>\n<h3 style=\"border: 0px; outline: 0px; font-size: 14px; line-height: 14px; text-align: justify;\">\u5728\u83f2\u5f8b\u5bbe\u88c5\u8f7d\u954d\u77ff\u65f6\u662f\u5426\u5f3a\u5236\u8981\u6c42TML\u7684\u6d4b\u8bd5\u4e00\u5b9a\u7531\u65b0\u52a0\u5761\u6216\u4f26\u6566\u7684\u4e13\u5bb6\u8fdb\u884c\uff1f<\/h3>\n<p style=\"border: 0px; outline: 0px; font-size: 12px; text-align: justify;\">\u51e0\u4e4e\u6240\u6709\u7684\u96c6\u56e2\u534f\u4f1a\u90fd\u6301\u6709\u7c7b\u4f3c\u7684\u7acb\u573a\uff0c\u4ed6\u4eec\u5e76\u6ca1\u6709\u5f3a\u5236\u6027\u8981\u6c42\u8d27\u7269\u88c5\u8239\u524d\u91c7\u6837\u548c\u8fdb\u884c\u5b9e\u9a8c\u5ba4\u68c0\u9a8c\uff0c\u4f46\u4e00\u518d\u5f3a\u8c03\u8239\u4e1c\u5fc5\u9808\u6309\u7167\u300a\u56fd\u9645\u6d77\u8fd0\u56fa\u4f53\u6563\u8d27\u89c4\u5219\u300b\uff08\u4e0b\u7b80\u79f0\u89c4\u5219\uff09\u7684\u8981\u6c42\u3002\u5982\u679c\u6258\u8fd0\u4eba\u5728\u88c5\u8239\u524d\u65e0\u6cd5\u63d0\u4f9b\u5408\u683c\u7684\u8d27\u7269\u8bc1\u4e66\uff0c\u534f\u4f1a\u5219\u4f1a\u8981\u6c42\u8239\u4e1c\u505a\u91c7\u6837\u548c\u6d4b\u8bd5\u3002\u540c\u65f6\uff0c\u534f\u4f1a\u63d0\u9192\u8239\u4e1c\u4e0d\u5e94\u4f9d\u8d56\u53d1\u8d27\u4eba\u63d0\u4f9b\u7684\u77ff\u573a\u5b9e\u9a8c\u5ba4\u5bf9\u6837\u54c1\u8fdb\u884c\u5316\u9a8c\u7684\u7ed3\u679c\uff0c\u5e94\u5f53\u7531\u8239\u4e1c\u59d4\u4efb\u7684\u9a8c\u8239\u5e08\u548c\u4e13\u5bb6\u7684\u72ec\u7acb\u6d4b\u8bd5\u3002&nbsp;<br \/>\u56e0\u6b64\uff0c\u8239\u4e1c\u662f\u5426\u6709\u5fc5\u8981\u59d4\u4efb\u4e13\u5bb6\u8fdb\u884c\u91c7\u6837\u548c\u6d4b\u8bd5\u5e94\u56e0\u4e2a\u6848\u4e0d\u540c\u800c\u5f02\uff0c\u4e3b\u8981\u53d6\u51b3\u4e8e\u534f\u4f1a\/\u534f\u4f1a\u901a\u4ee3\/\u8d27\u68c0\u4eba\u5458\u5bf9\u8d27\u7269\u7684\u72b6\u51b5\u548c\u53d1\u8d27\u4eba\u63d0\u4f9b\u7684\u8bc1\u4e66\u7684\u6ee1\u610f\u5ea6\u3002<\/p>\n<h3 style=\"border: 0px; outline: 0px; font-size: 14px; line-height: 14px; text-align: justify;\">\u76ee\u524d\u83f2\u5f8b\u5bbe\u5f53\u5730\u662f\u5426\u6709\u534f\u4f1a\u8ba4\u53ef\u7684\u5b9e\u9a8c\u5ba4\u6765\u6d4b\u5b9aTML\/FMP\uff1f<\/h3>\n<p style=\"border: 0px; outline: 0px; font-size: 12px; text-align: justify;\">\u867d\u7136\u6709\u5173\u4eba\u58eb\u8868\u793a\u83f2\u5f8b\u5bbe\u6b63\u5728\u5efa\u7acb\u5f53\u5730\u7684TML\/FMP\u7684\u6d4b\u8bd5\u5b9e\u9a8c\u5ba4\uff0c\u4f46\u662f\u6839\u636e\u6211\u4eec\u4ece\u5404\u534f\u4f1a\u6536\u96c6\u7684\u610f\u89c1\uff0c\u8ba4\u4e3a\u5f53\u5730\u8fd8\u6ca1\u6709\u88ab\u534f\u4f1a\u8ba4\u53ef\u7684\u5b9e\u9a8c\u5ba4\u3002\u4e0e\u6b64\u540c\u65f6\uff0c\u4e00\u4e9b\u534f\u4f1a\u8868\u793a\uff0c\u5373\u4f7f\u5f53\u5730\u5df2\u7ecf\u5efa\u7acb\u4e86\u8be5\u5b9e\u9a8c\u5ba4\uff0c\u4ed6\u4eec\u4ecd\u4f1a\u91c7\u53d6\u975e\u5e38\u8c28\u614e\u7684\u6001\u5ea6\u3002<\/p>\n<h3 style=\"border: 0px; outline: 0px; font-size: 14px; line-height: 14px; text-align: justify;\">\u6211\u4eec\u7684\u7ecf\u9a8c\uff1a\u8239\u4e1c\u4e92\u4fdd\u534f\u4f1a\u5bf9\u4e8e\u83f2\u5f8b\u5bbe\u954d\u77ff\u88c5\u8f7d\u524d\u68c0\u9a8c\u7684\u5b89\u6392\u91c7\u53d6\u4e86\u4e24\u79cd\u505a\u6cd5:<\/h3>\n<ol style=\"border: 0px; outline: 0px; list-style: none; text-align: justify;\">\n<li style=\"padding: 0px; border: 0px; outline: 0px;\">\u5982\u679c\u5f53\u5730\u8d27\u7269\u68c0\u9a8c\u4eba\u5458\u5bf9 &#8220;\u7f50\u88c5\u6d4b\u8bd5&#8221; \u7684\u7ed3\u679c\u6301\u80af\u5b9a\u6001\u5ea6\u7684\u8bdd\uff0c\u534f\u4f1a\u5f88\u5c11\u8981\u6c42\u9001\u6837\u54c1\u5230\u65b0\u52a0\u5761\u6216\u4f26\u6566\u8fdb\u884c\u6d4b\u8bd5,\u6216<\/li>\n<li style=\"padding: 0px; border: 0px; outline: 0px;\">\u4e00\u5f8b\u8981\u6c42\u5bf9\u8d27\u7269\u91c7\u6837\u5e76\u53d1\u9001\u5230\u65b0\u52a0\u5761\u6216\u82f1\u56fd\u505aTML\/FMP\u7684\u6d4b\u8bd5\uff0c\u5426\u5219\u53ef\u80fd\u5f71\u54cd\u4fdd\u9669\u3002<\/li>\n<\/ol>\n<h3 style=\"border: 0px; outline: 0px; font-size: 14px; line-height: 14px; text-align: justify;\">\u68c0\u9a8c\u8d39\u7528<\/h3>\n<p style=\"border: 0px; outline: 0px; font-size: 12px; text-align: justify;\">\u81f3\u4e8e\u68c0\u9a8c\u8d39\u7528\uff0c\u6240\u6709\u7684\u4e92\u4fdd\u534f\u534f\u4f1a\u4e00\u81f4\u8ba4\u4e3a\uff0c\u954d\u77ff\u7b49\u8d27\u7269\u7684\u88c5\u8239\u524d\u68c0\u9a8c\u7684\u4e3b\u8981\u76ee\u7684\uff0c\u662f\u786e\u4fdd\u8fd0\u8f93\u5b89\u5168\uff0c\u662f\u6240\u6709\u6210\u5458\u7684\u5e94\u6709\u7684\u804c\u8d23\uff0c\u8fd9\u4e5f\u4e0d\u5c5e\u4e8e\u907f\u514d\u6216\u51cf\u5c11\u635f\u5931\u7684\u63aa\u65bd\uff0c\u6545\u8d39\u7528\u5e94\u7531\u8239\u4e1c\u81ea\u884c\u627f\u62c5\u3002\u5982\u679c\u6210\u5458\u4e25\u683c\u9075\u884c\u56fd\u9645\u89c4\u5219\u548c\u5730\u65b9\u6027\u6cd5\u89c4\u7684\u89c4\u5b9a\uff0c\u786e\u4fdd\u5b89\u5168\u8fd0\u8f93\u7684\u8981\u6c42\uff0c\u5c31\u4e0d\u4f1a\u5f71\u54cd\u4fdd\u5355\u8d23\u4efb\u3002&nbsp;<br \/>\u7136\u800c\uff0c\u5982\u679c\u5728\u4e8b\u6545\u53d1\u751f\u540e\uff0c\u68c0\u9a8c\u7ed3\u679c\u88ab\u7528\u4e8e\u79ef\u6781\u9632\u5fa1\u534f\u4f1a\u627f\u4fdd\u7684\u76f8\u5173\u8d23\u4efb\uff0c\u534f\u4f1a\u53ef\u80fd\u627f\u62c5\u5168\u90e8\u6216\u90e8\u5206\u68c0\u9a8c\u8d39\u7528\u3002<\/p>\n<h3 style=\"border: 0px;
