Gard regularly sees engine breakdowns and operational problems caused by poor fuel quality or poor fuel treatment on board. Gard has also seen engine problems caused by mixing of incompatible fuels and filters clogged by sludge. The purpose of this circular is to remind ship owners and operators of important issues regarding fuel handling and treatment on board and to highlight the importance of structured training of crew members to prevent operational problems and engine damage.<\/p>\n<p style=\"border: 0px; outline: 0px; font-size: 12px; text-align: justify;\">It is very important that the crew be familiar with the properties of the fuel supplied and the limitations of the particular ship&#8217;s fuel treatment plant. Because of changes in rules and regulations influencing both the quality of available fuel and the operating procedures on board, Gard summarized below advice on fuel handling and treatment on board\uff0cand it is considered especially important to emphasise this advice to new crew members and junior engineers.<\/p>\n<p style=\"border: 0px; outline: 0px; font-size: 12px; text-align: justify;\">Fuel oil storage and tanks<br \/>Even if fuel is within specification, problems can arise at the very first stage of storage. Build-up of sediment inside the tanks can cause contamination of new fuel and mixing of different batches of fuel can lead to unstable fuel. Important precautions are:<\/p>\n<ul style=\"border: 0px; outline: 0px; list-style: none; text-align: justify;\">\n<li style=\"padding-top: 0px; padding-right: 0px; padding-bottom: 0px; border: 0px; outline: 0px;\">Regularly clean storage and settling\/service tanks.<\/li>\n<li style=\"padding-top: 0px; padding-right: 0px; padding-bottom: 0px; border: 0px; outline: 0px;\">Regularly drain settling\/service tanks to remove water and sludge, preferably on a daily basis.<\/li>\n<li style=\"padding-top: 0px; padding-right: 0px; padding-bottom: 0px; border: 0px; outline: 0px;\">Place new bunkers into empty tanks whenever possible.<\/li>\n<li style=\"padding-top: 0px; padding-right: 0px; padding-bottom: 0px; border: 0px; outline: 0px;\">If mixing cannot be avoided, carry out tests to ensure that the two types of fuel are compatible.<\/li>\n<li style=\"padding-top: 0px; padding-right: 0px; padding-bottom: 0px; border: 0px; outline: 0px;\">Where time is a critical factor but there are doubts about the compatibility and sediment potential of a mixed fuel, carry out the simple on-board test (test kits for this purpose should be available on board) as a minimum, and avoid using the mixed fuel during critical operations or when navigating in restricted areas.<\/li>\n<li style=\"padding-top: 0px; padding-right: 0px; padding-bottom: 0px; border: 0px; outline: 0px;\">Consider if bunkering upon entering a port is an option (draft, cargo, timing, etc., permitting) instead of when leaving a port.<\/li>\n<\/ul>\n<p style=\"border: 0px; outline: 0px; font-size: 12px; text-align: justify;\">Fuel oil separation<br \/>Even if the HFO received complies with the requirements of ISO 8217, operational problems can arise if the treatment plant and in particular the HFO separators are not properly operated and maintained. Important precautions are:<\/p>\n<ul style=\"border: 0px; outline: 0px; list-style: none; text-align: justify;\">\n<li style=\"padding-top: 0px; padding-right: 0px; padding-bottom: 0px; border: 0px; outline: 0px;\">Keep the HFO inlet temperature at 98\u00b0C.<\/li>\n<li style=\"padding-top: 0px; padding-right: 0px; padding-bottom: 0px; border: 0px; outline: 0px;\">Use the correct flow ratio and gravity disc.<\/li>\n<li style=\"padding-top: 0px; padding-right: 0px; padding-bottom: 0px; border: 0px; outline: 0px;\">Maintain the separators according to manufacturer&#8217;s instructions and, as far as practically possible, use manufacturer&#8217;s approved parts only.<\/li>\n<li style=\"padding-top: 0px; padding-right: 0px; padding-bottom: 0px; border: 0px; outline: 0px;\">Verify the efficiency of the separators and the cleanliness of the service tank by sampling the fuel in the system before and after the separators and as close to the engines as possible.<\/li>\n<\/ul>\n<p style=\"border: 0px; outline: 0px; font-size: 12px; text-align: justify;\">Fuel changeover<br \/>Ships that trade between areas with different sulphur limitations should have detailed changeover procedures. Changeover procedures should be practised before entering restricted waters, especially in ships that do not perform fuel changeovers on a regular basis.<\/p>\n<p style=\"border: 0px; outline: 0px; font-size: 12px; text-align: justify;\">Conclusion<br \/>For the safety of the crew, ship and cargo, and to minimise costs and periods off-hire caused by engine breakdowns, it is important that ship owners and operators focus on the quality of fuel handling and treatment on board. All engine crew must receive proper and regular training and it is particularly important to ensure that junior engineers become familiar with the ship&#8217;s fuel treatment equipment and how to perform regular maintenance.<\/p>\n<p style=\"border: 0px; outline: 0px; font-size: 12px; text-align: justify;\">Changes in rules and regulations may lead to changes in procedures so training and facilitation of experience exchange are essential for the crew to be able to detect the cause of a fuel-related problem when it occurs, and adjust the fuel handling and treatment procedures to minimise potential loss.<\/p>\n<p style=\"border: 0px; outline: 0px; font-size: 12px; text-align: justify;\">\u7531\u4e8e\u71c3\u6cb9\u5bfc\u81f4\u53d1\u52a8\u673a\u6545\u969c\u7684\u95ee\u9898\u7531\u6765\u5df2\u4e45\u3002Gard\u534f\u4f1a\u7ecf\u5e38\u9047\u5230\u56e0\u8239\u4e0a\u52a3\u8d28\u71c3\u6cb9\u6216\u5bf9\u71c3\u6cb9\u7684\u4e0d\u5f53\u5904\u7406\u800c\u5f15\u8d77\u7684\u53d1\u52a8\u673a\u6545\u969c\u548c\u8fd0\u4f5c\u95ee\u9898\uff0c\u4ee5\u53ca\u56e0\u6df7\u5408\u4e0d\u76f8\u5bb9\u7684\u71c3\u6cb9\uff0c\u6cb9\u6ce5\u5835\u585e\u8fc7\u6ee4\u5668\u800c\u5f15\u8d77\u7684\u53d1\u52a8\u673a\u95ee\u9898\u3002\u672c\u901a\u51fd\u7684\u76ee\u7684\u662f\u4e3a\u4e86\u63d0\u9192\u8239\u4e1c\u548c\u8239\u8236\u8425\u8fd0\u4eba\u5173\u6ce8\u8239\u4e0a\u71c3\u6cb9\u5904\u7406\u8fd9\u4e00\u91cd\u8981\u4e8b\u9879\uff0c\u5e76\u5f3a\u8c03\u5bf9\u8239\u5458\u8fdb\u884c\u7ed3\u6784\u5316\u57f9\u8bad\u7684\u91cd\u8981\u6027\uff0c\u4ee5\u907f\u514d\u5404\u79cd\u64cd\u4f5c\u95ee\u9898\u548c\u53d1\u52a8\u673a\u635f\u574f\u3002<\/p>\n<p style=\"border: 0px; outline: 0px; font-size: 12px; text-align: justify;\">\u8239\u5458\u719f\u6089\u6240\u4f9b\u7ed9\u7684\u71c3\u6cb9\u7279\u6027\u53ca\u8be5\u7279\u5b9a\u8239\u8236\u71c3\u6cb9\u5904\u7406\u88c5\u7f6e\u6240\u5b58\u5728\u7684\u95ee\u9898\u975e\u5e38\u91cd\u8981\u3002\u7531\u4e8e\u6cd5\u5f8b\u6cd5\u89c4\u7684\u53d8\u5316\u4f1a\u5bf9\u8239\u4e0a\u53ef\u5f97\u71c3\u6cb9\u7684\u8d28\u91cf\u548c\u64cd\u4f5c\u7a0b\u5e8f\u4ea7\u751f\u5f71\u54cd\uff0cGard\u534f\u4f1a\u9488\u5bf9\u8239\u4e0a\u71c3\u6cb9\u7684\u5904\u7406\u95ee\u9898\uff0c\u6982\u62ec\u5f97\u51fa\u4ee5\u4e0b\u4e00\u4e9b\u5efa\u8bae\u4f9b\u4f1a\u5458\u53c2\u8003\u3002\u534f\u4f1a\u8ba4\u4e3a\u5411\u65b0\u8239\u5458\u548c\u89c1\u4e60\u7ba1\u8f6e\u5f3a\u8c03\u8fd9\u4e9b\u5efa\u8bae\u5c24\u4e3a\u91cd\u8981\u3002<\/p>\n<p style=\"border: 0px; padding-right: 0px; padding-bottom: 0px; border: 0px; outline: 0px;\">\u82e5\u65f6\u95f4\u7d27\u8feb\uff0c\u4f46\u5bf9\u6df7\u5408\u71c3\u6cb9\u7684\u76f8\u5bb9\u6027\u53ca\u6c89\u6dc0\u7684\u53ef\u80fd\u6027\u6709\u7591\u95ee\u65f6\uff0c\u81f3\u5c11\u9700\u5bf9\u8239\u4e0a\u71c3\u6cb9\u8fdb\u884c\u53d6\u6837\u6d4b\u8bd5\uff08\u8239\u4e0a\u9700\u5907\u6709\u53ef\u4f9b\u4f7f\u7528\u7684\u8bd5\u5242\u76d2\uff09\uff0c\u5e76\u5728\u4e34\u754c\u64cd\u4f5c\u6216\u822a\u884c\u4e8e\u9650\u5236\u533a\u57df\u671f\u95f4\uff0c\u907f\u514d\u4f7f\u7528\u6df7\u5408\u71c3\u6cb9<\/li>\n<li style=\"padding-top: 0px; outline: 0px; font-size: 12px; text-align: justify;\">\u71c3\u6cb9\u5206\u6cb9\u673a<br \/>\u5373\u4f7f\u91cd\u6cb9\u7b26\u5408ISO 8217\u89c4\u8303\u7684\u8981\u6c42\uff0c\u4f46\u82e5\u4e0d\u9002\u5f53\u64cd\u4f5c\u548c\u7ef4\u62a4\u5904\u7406\u88c5\u7f6e\uff0c\u5c24\u5176\u662f\u91cd\u6cb9\u5206\u6cb9\u673a\uff0c\u4f1a\u4ea7\u751f\u64cd\u4f5c\u4e0a\u7684\u5404\u79cd\u95ee\u9898\u3002\u53ef\u4ee5\u91c7\u53d6\u7684\u91cd\u8981\u9884\u9632\u63aa\u65bd\u5305\u62ec\uff1a<\/p>\n<ul style=\"border: 0px;
