On June 27, 2012, the U.S. Environmental Protection Agency (EPA) and the U.S. Coast Guard (USCG) announced signing a memorandum of understanding agreeing to jointly enforce U.S. and international air pollution requirements for vessels operating in U.S. waters. The agreement sets out the terms of the USCG and EPA cooperation for the enforcement of new advanced emissions standards off the coast of North America as required by Annex VI of the International Convention for the Prevention of Pollution from Ships (MARPOL).<\/p>\n

Beginning on August 1, 2012, all vessels operating within 200 miles of the United States’ coastline will be required to use a fuel oil containing a maximum sulphur content of 1.00% m\/m (10,000 ppm). In the event a vessel cannot procure compliant fuel oil, it must immediately alert the United States Coast Guard Captain and its flag administration and plan to submit a Fuel-Oil Non-Availability Report to the United States government no later than 96 hours before entering the North American ECA.<\/p>\n

With respect to Canadian enforcement of the North American ECA, it seems that the Canadian government will not seek enforcement of the new fuel requirements until November 2012. However, vessels operating within 200 miles of the US coastline would still be subject to compliance beginning on August 1, 2012, even if merely passing through US waters en route to Canada.<\/p>\n

2012\u5e746\u670827\u65e5\uff0c\u7f8e\u56fd\u73af\u4fdd\u7f72\uff08EPA\uff09\u548c\u7f8e\u56fd\u6d77\u5cb8\u8b66\u536b\u961f(USCG)\u5ba3\u5e03\u7b7e\u7f72\u8c05\u89e3\u5907\u5fd8\u5f55\uff0c\u5171\u540c\u5bf9\u822a\u884c\u4e8e\u7f8e\u56fd\u6d77\u57df\u7684\u8239\u8236\u6267\u884c\u7f8e\u56fd\u53ca\u56fd\u9645\u7a7a\u6c14\u6c61\u67d3\u8981\u6c42\u3002\u660e\u786e\u5217\u51faUSCG\u548cEPA\u5c31MARPOL\u516c\u7ea6\u9644\u5f55\u516d\u4e2d\u6240\u8981\u6c42\u7684\u5317\u7f8e\u6d77\u5cb8\u5916\u65b0\u6392\u653e\u6807\u51c6\u7684\u5408\u4f5c\u6761\u6b3e\u3002<\/p>\n

\u4ece2012\u5e748\u67081\u65e5\u5f00\u59cb,\u6240\u6709\u5728\u7f8e\u56fd\u6d77\u57df200\u82f1\u91cc\u8303\u56f4\u5185\u822a\u884c\u7684\u8239\u8236\uff0c\u5fc5\u987b\u4f7f\u7528\u6700\u5927\u786b\u542b\u91cf\u4e0d\u8d85\u8fc71.00%mm(10,000ppm)\u7684\u71c3\u6cb9\u3002\u5982\u679c\u8239\u8236\u4e0d\u80fd\u83b7\u5f97\u7b26\u5408\u89c4\u5b9a\u7684\u71c3\u6cb9\uff0c\u5fc5\u987b\u7acb\u5373\u5411\u7f8e\u56fd\u6d77\u5cb8\u8b66\u536b\u961f\u8239\u957f\u4ee5\u53ca\u8239\u65d7\u56fd\u7ba1\u7406\u90e8\u95e8\u62a5\u544a\uff0c\u5e76\u5728\u8fdb\u5165\u5317\u7f8e\u6392\u653e\u63a7\u5236\u533a\u57df96\u5c0f\u65f6\u524d\uff0c\u5411\u7f8e\u56fd\u653f\u5e9c\u9012\u4ea4\u201c\u71c3\u6cb9\u4e0d\u53ef\u5f97\u62a5\u544a\u201d\u3002<\/p>\n

\u636e\u4e86\u89e3\uff0c\u52a0\u62ff\u5927\u653f\u5e9c\u53ef\u80fd\u4f1a\u63a8\u8fdf\u52302012\u5e7411\u6708\u624d\u5f00\u59cb\u8981\u6c42\u6267\u884c\u65b0\u7684\u71c3\u6cb9\u8981\u6c42\u3002\u4e0d\u8fc7\uff0c\u4ece2012\u5e748\u67081\u65e5\u5f00\u59cb\uff0c\u6240\u6709\u5728\u7f8e\u56fd\u6d77\u5cb8\u7ebf200\u82f1\u91cc\u8303\u56f4\u5185\u822a\u884c\u7684\u8239\u8236\u90fd\u9700\u8981\u6267\u884c\u65b0\u7684\u71c3\u6cb9\u8981\u6c42\uff0c\u5373\u4f7f\u8be5\u8239\u4ec5\u7ecf\u8fc7\u7f8e\u56fd\u6c34\u57df\u5230\u8fbe\u52a0\u62ff\u5927\u4e5f\u4e0d\u80fd\u4f8b\u5916\u3002<\/p>\n
