It may be recalled that on 6 May 2012 the Indonesian Ministry Regulation No. 7 of 2012 (the Regulation) came into force. The Regulation required mines which produced ores such as nickel, iron, copper or tin to put in place plans to develop their own processing and purification plants by 2014. If a mine failed to have these plans in place then those mines were effectively banned from exporting these unrefined ores from Indonesia and the advice to Members contracted to carry these ore cargoes from Indonesian ports was to obtain from the shipper an Export Declaration (PEB).<\/p>\n

2012\u5e745\u67086\u65e5\u5370\u5c3c\u80fd\u6e90\u4e0e\u77ff\u4ea7\u8d44\u6e90\u90e82012\u5e74\u7b2c7\u53f7\u6761\u4f8b”\u901a\u8fc7\u52a0\u5de5\u548c\u63d0\u70bc\u63d0\u9ad8\u77ff\u4ea7\u9644\u52a0\u503c” \uff08\u4ee5\u4e0b\u7b80\u79f0”\u6761\u4f8b” \uff09\u5f00\u59cb\u751f\u6548\u3002\u6761\u4f8b\u8981\u6c42\u751f\u4ea7\u954d\u3001\u94c1\u3001\u94dc\u3001\u9521\u7b49\u77ff\u77f3\u7684\u77ff\u4ea7\u516c\u53f8\uff0c\u57282014\u5e74\u524d\u5236\u5b9a\u8ba1\u5212\u53d1\u5c55\u81ea\u5df1\u7684\u52a0\u5de5\u63d0\u7eaf\u5de5\u5382\u3002\u5982\u679c\u77ff\u4ea7\u516c\u53f8\u6ca1\u6709\u5236\u5b9a\u8fd9\u4e9b\u8ba1\u5212\uff0c\u90a3\u4e48\u5370\u5c3c\u653f\u5e9c\u5c06\u7981\u6b62\u5176\u4ece\u5370\u5c3c\u51fa\u53e3\u8fd9\u4e9b\u672a\u7ecf\u63d0\u70bc\u7684\u77ff\u77f3\u3002\u4f1a\u5458\u5982\u679c\u8981\u7b7e\u8ba2\u5408\u540c\uff0c\u4ece\u5370\u5c3c\u6e2f\u53e3\u8fd0\u8f93\u8fd9\u4e9b\u77ff\u77f3\uff0c\u9700\u4ece\u6258\u8fd0\u4eba\u5904\u83b7\u5f97\u51fa\u53e3\u7533\u62a5\u5355\uff08PEB\uff09\u3002<\/p>\n
