This requires vessels to make complete and correct declaration of the cargo manifest and of all the products onboard without exception. Customs authorities are paying particular attention to ship&#8217;s declarations of paints, stores (included opened drums), bunkers and all consumables used for the engine like lubricants, chemicals etc, compared to the actual quantities on board.<\/p>\n<p style=\"text-align: justify;\">We have noted an increasing amount of customs fines of various types being inflicted by the Senegalese Customs who appear to be applying the existing Customs Code with increased vigour and imposing strict penalties. The Customs may have received instructions from higher government authorities to pay closer attention to the details contained in each ship&#8217;s declarations on manifests, ship stores and bunkers. Customs are almost &#8220;tracking&#8221; vessels to impose disproportionate fines and satisfy the hierarchy. The customs team in charge of the formalities will take a complete inventory and then check if the list of products remitted to them by the Master is in accordance with their own findings. Almost all arriving vessels sustain large customs fines (on numerous occasions hundreds of thousands and sometimes over a million dollars) for wrong or mis-declaration of ship&#8217;s stores or engine room consumables.<\/p>\n<p style=\"text-align: justify;\">See attached file: Senegal Customs Fines Advice 030512.pdf<\/p>","protected":false},"excerpt":{"rendered":"<p>&nbsp;&nbsp;CHN &nbsp;&nbsp;&nbsp;ENG \u8fbe\u5580\u5c14\uff08\u585e\u5185\u52a0\u5c14\u9996\u90fd\uff09\u6d77\u5173\u5f53\u5c40\u76ee\u524d\u6b63\u5168\u529b\u4fc3\u4f7f\u8239\u8236\u9075\u5b881987\u5e7412\u670828\u65e5\u585e\u5185\u52a0\u5c14\u6d77\u5173\u6cd5\u6848\u7b2c\u4e09\u5377(Title 3 of the Senegalese Customs Code dated 28 December 1987)\u7684\u89c4\u5b9a\u3002\u8981\u6c42\u6240\u6709\u8239\u8236\u65e0\u4e00\u4f8b\u5916\u5730\u5b8c\u5168\u548c\u6b63\u786e\u7684\u7533\u62a5\u8231\u5355\u53ca\u8239\u4e0a\u6240\u6709\u4ea7\u54c1\u3002\u6d77\u5173\u5f53\u5c40\u7279\u522b\u91cd\u89c6\u5bf9\u6cb9\u6f06\u3001\u50a8\u5b58\u8231\uff08\u5305\u62ec\u5f00\u53e3\u6876\uff09\uff0c\u71c3\u6599\u53ca\u6240\u6709\u4f9b\u5f15\u64ce\u4f7f\u7528\u7684\u6d88\u8017\u54c1\uff0c\u5982\u6da6\u6ed1\u6cb9\u3001\u5316\u5b66\u54c1\u7b49\u7684\u7533\u62a5\uff0c\u5e76\u4e0e\u8239\u4e0a\u5b9e\u9645\u6570\u91cf\u4f5c\u5bf9\u6bd4\u3002 \u6211\u4eec\u6ce8\u610f\u5230\uff0c\u4e0d\u540c\u5f62\u5f0f\u7684\u6d77\u5173\u7f5a\u6b3e\u6570\u91cf\u589e\u52a0\uff0c\u585e\u5185\u52a0\u5c14\u6d77\u5173\u4f3c\u4e4e\u60f3\u901a\u8fc7\u66f4\u52a0\u4e25\u683c\u7684\u7f5a\u6b3e\u6765\u6267\u884c\u73b0\u884c\u6d77\u5173\u6cd5\u3002\u6d77\u5173\u53ef\u80fd\u5df2\u4ece\u66f4\u9ad8\u4e00\u7ea7\u7684\u653f\u5e9c\u5f53\u5c40\u90a3\u91cc\u83b7\u5f97\u6307\u793a\uff0c\u5bc6\u5207\u5173\u6ce8\u6bcf\u8258\u8239\u8236\u8231\u5355\u3001\u50a8\u85cf\u8231\u4e2d\u8d27\u7269\u53ca\u71c3\u6cb9\u7533\u62a5\u7684\u8be6\u7ec6\u60c5\u51b5\u3002\u6d77\u5173\u5f88\u53ef\u80fd &#8220;\u8ddf\u8e2a&#8221; \u8239\u8236\uff0c\u65bd\u52a0\u4e0d\u76f8\u79f0\u7684\u7f5a\u6b3e\u4ee5\u6ee1\u8db3\u4e0a\u7ea7\u7684\u8981\u6c42\u3002\u8d1f\u8d23\u529e\u7406\u76f8\u5173\u624b\u7eed\u7684\u6d77\u5173\u90e8\u95e8\uff0c\u62ff\u7740\u5b8c\u6574\u7684\u5b58\u8d27\u6e05\u5355\uff0c\u6838\u5bf9\u8239\u957f\u63d0\u4ea4\u7684\u8d27\u7269\u5217\u8868\u662f\u5426\u4e0e\u4ed6\u4eec\u6240\u89c1\u4e00\u81f4\u3002\u51e0\u4e4e\u6240\u6709\u7684\u5230\u8fbe\u8239\u8236\u90fd\u56e0\u4e3a\u9519\u8bef\u6216\u8005\u758f\u5ffd\u7533\u62a5\u8239\u8236\u50a8\u85cf\u8231\u6216\u8f6e\u673a\u8231\u6d88\u8017\u54c1\u800c\u88ab\u7f5a\u6b3e\u3002\uff08\u591a\u6570\u60c5\u51b5\u4e0b\u7f5a\u6b3e\u51e0\u5341\u4e07\u7f8e\u5143\uff0c\u6709\u65f6\u8d85\u8fc7\u4e00\u767e\u4e07\u7f8e\u5143\uff09 \u8be6\u7ec6\u4fe1\u606f\u8bf7\u53c2\u9605\u9644\u4ef6\u3002 &nbsp; Senegal Customs Fines We would like to warn you that Customs authorities in Dakar have recently been concentrating on ship&#8217;s compliance with Title 3 of the Senegalese Customs Code dated 28 December 1987.
