There is a strong likelihood that the sinking was the result of the ship developing a loss of stability caused by liquefaction of the cargo.<\/p>\n<p><span style=\"text-align: justify;\"><\/span><\/p>\n<p style=\"border: 0px; outline: 0px; font-size: 12px; text-align: justify;\">Circular 2: Emergency towing procedures (From LONDST)<\/p>\n<p><span style=\"text-align: justify;\"><\/span><\/p>\n<p style=\"border: 0px; outline: 0px; font-size: 12px; text-align: justify;\">Since 1996, emergency towing arrangements have been required for tankers above 20,000 DWT, but in May 2008, SOLAS Chapter II-1 Regulation 3-4 was amended to require all ships above 500 GT to have onboard an emergency towing procedure from 1 January 2012.<\/p>\n<p><span style=\"text-align: justify;\"><\/span><\/p>\n<p style=\"border: 0px; outline: 0px; font-size: 12px; text-align: justify;\">Circular 3: Manhole Covers (From LONDST)<\/p>\n<p><span style=\"text-align: justify;\"><\/span><\/p>\n<p style=\"border: 0px; outline: 0px; font-size: 12px; text-align: justify;\">Feedback from the London P&amp;I Club&#8217;s Ship Inspection Programme indicates that an increasing number of inspectors are recording &#8220;findings&#8221; relating to the condition of manhole cover gaskets.<\/p>\n<p><span style=\"text-align: justify;\"><\/span><\/p>\n<p style=\"border: 0px; outline: 0px; font-size: 12px; text-align: justify;\">Circular 4: Maintaining bilge systems (From LONDST)<\/p>\n<p><span style=\"text-align: justify;\"><\/span><\/p>\n<p style=\"border: 0px; outline: 0px; font-size: 12px; text-align: justify;\">In 2003 and 2006, the Club identified water ingress into cargo holds through bilge pumping systems as a contributory factor in a number of claims, and this continues to be an issue. However, claims of this nature are easily avoided if the crew follow standard practices with respect to the testing and maintenance of bilge systems and the Club&#8217;s Ship Inspection Programme checks for the regular overhaul and cleaning of non-return valves.<\/p>\n<p><span style=\"text-align: justify;\"><\/span><\/p>\n<p style=\"border: 0px; outline: 0px; font-size: 12px; text-align: justify;\">Circular 5: Cross-contamination (From LONDST)<\/p>\n<p><span style=\"text-align: justify;\"><\/span><\/p>\n<p style=\"border: 0px; outline: 0px; font-size: 12px; text-align: justify;\">The most common claims in the context of liquid cargoes tend to be in relation to shortages and contamination. Whilst perhaps more common, the shortage claims usually only involve relatively low percentages of the total bill of lading quantity, and are often nullified, or at least reduced, by local trade allowances at the discharge port. However, where a cargo becomes contaminated, the resultant claim is likely to be much more expensive as the damage will potentially affect a high proportion of the cargo.<\/p>\n<p><span style=\"text-align: justify;\"><\/span><\/p>\n<p style=\"border: 0px; \u5728\u4ece\u5370\u5ea6\u5c3c\u897f\u4e9a\u5f00\u5f80\u4e2d\u56fd\u7684\u9014\u4e2d\u6c89\u6ca1\u3002\u7531\u6b64\uff0c\u954d\u77ff\u7802\u8fd0\u8f93\u6db2\u5316\u95ee\u9898\u53c8\u91cd\u65b0\u6210\u4e3a\u5927\u5bb6\u5173\u6ce8\u7684\u7126\u70b9\u3002\u8239\u8236\u7684\u6c89\u6ca1\u6781\u6709\u53ef\u80fd\u662f\u7531\u4e8e\u8d27\u7269\u6db2\u5316\u800c\u5bfc\u81f4\u8239\u8236\u5931\u53bb\u7a33\u6027\u9020\u6210\u7684\u3002<\/p>\n<p style=\"border: 0px; outline: 0px; font-size: 12px; text-align: justify;\">\u901a\u51fd\u4e8c\uff1a\u5e94\u6025\u62d6\u5e26\u7a0b\u5e8f (From LONDST)<\/p>\n<p style=\"border: 0px; outline: 0px; font-size: 12px; text-align: justify;\">\u81ea1996\u5e74\u4ee5\u6765\uff0c20,000\u8f7d\u91cd\u5428\u4ee5\u4e0a\u7684\u6cb9\u8f6e\u5747\u987b\u5907\u6709\u5e94\u6025\u62d6\u5e26\u5b89\u6392\u3002\u4f46\u57282008\u5e745\u6708\uff0c\u300a\u56fd\u9645\u6d77\u4e0a\u4eba\u547d\u5b89\u5168\u516c\u7ea6\u300b\uff08SOLAS\u516c\u7ea6\uff09\u7b2cII-1\u7ae0\u76843-4\u8282\u5bf9\u6b64\u4f5c\u51fa\u4fee\u6539\uff0c\u8981\u6c42\u4ece2012\u5e741\u6708\u8d77\uff0c\u6240\u6709500\u603b\u5428\u4ee5\u4e0a\u7684\u8239\u8236\u90fd\u5e94\u81ea\u914d\u5e94\u6025\u62d6\u5e26\u7a0b\u5e8f\u3002<\/p>\n<p style=\"border: 0px;
