{"id":10624,"date":"2012-03-28T06:14:34","date_gmt":"2012-03-28T06:14:34","guid":{"rendered":"http:\/\/192.168.1.14\/index.php\/2012\/03\/28\/3-23\/"},"modified":"2025-08-29T13:10:40","modified_gmt":"2025-08-29T05:10:40","slug":"3-23","status":"publish","type":"post","link":"https:\/\/andrewliu.com.hk\/zh\/3-23\/","title":{"rendered":"\u6b27\u76df\u5c31\u6682\u65f6\u89e3\u9664\u4f0a\u6717\u539f\u6cb9\u8fd0\u8f93\u4fdd\u9669\u7981\u4ee4\u8fbe\u6210\u534f\u8bae &#8211; 3\u670823\u65e5"},"content":{"rendered":"<p>&nbsp;<img decoding=\"async\" class=\"size-full wp-image-9071\" src=\"https:\/\/andrewliu.com.hk\/wp-content\/uploads\/2010\/06\/pdf.png\" alt=\"pdf\" width=\"16\" height=\"16\" \/>&nbsp;<a href=\"https:\/\/andrewliu.com.hk\/wp-content\/uploads\/2012\/03\/B204_EU-Official-Journal-24-Mar-2012.pdf\">ENG<\/a><\/p>\n<p style=\"text-align: justify;\">\u636e\u6700\u65b0\u6d88\u606f\uff1a\u6b27\u76df\u5f88\u53ef\u80fd\u4f1a\u540c\u610f\uff0c\u57287\u67081\u65e5\u4ee5\u524d\u6682\u65f6\u89e3\u9664\u6b27\u6d32\u4fdd\u9669\u516c\u53f8\u4e3a\u4f0a\u6717\u539f\u6cb9\u8fd0\u8f93\u670d\u52a1\u63d0\u4f9b\u4fdd\u9669\u7684\u7981\u4ee4\u3002\u8feb\u4e8e\u97e9\u56fd\uff0c\u5370\u5ea6\uff0c\u4e2d\u56fd\u548c\u65e5\u672c\u7b49\u56fd\u5bb6\u7684\u65bd\u538b\uff0c\u6b27\u76df\u9488\u5bf9\u4f0a\u6717\u7981\u4ee4\u7684\u6001\u5ea6\u5728\u672c\u5468\u7684\u8ba8\u8bba\u4e2d\u6709\u6240\u7f13\u548c\uff0c\u5e76\u5c06\u4e8e\u4eca\u5929\u8fbe\u6210\u534f\u8bae\u3002<\/p>\n<p style=\"text-align: justify;\">\u6839\u636e\u534f\u8bae\uff0c\u57287\u67081\u65e5\u4ee5\u524d\uff0c\u975e\u6b27\u76df\u56fd\u5bb6\u7684\u4e70\u65b9\u53ef\u4ee5\u7ee7\u7eed\u4ece\u4f0a\u6717\u8d2d\u4e70\u5e76\u8fd0\u8f93\u77f3\u6cb9\uff0c\u5b89\u6392\u8d27\u7269\u548c\u8fd0\u8f93\u4fdd\u9669\u3002\u9664\u975e\u53e6\u6709\u51b3\u8bae\uff0c7\u67081\u65e5\u7ec8\u6b62\u8be5\u6682\u65f6\u89e3\u9664\u7981\u4ee4\u7684\u534f\u8bae\u3002<\/p>\n<p style=\"text-align: justify;\">\u6b27\u76df\u5c31\u6682\u65f6\u89e3\u9664\u4f0a\u6717\u539f\u6cb9\u8fd0\u8f93\u4fdd\u9669\u7981\u4ee4\u8fbe\u6210\u534f\u8bae- 3\u670826\u65e5\u66f4\u65b0<\/p>\n<p style=\"text-align: justify;\">\u6b27\u76df\u4e8e\u4e0a\u5468\u4e94\u51b3\u5b9a\uff0c\u57287\u67081\u65e5\u4ee5\u524d\u89e3\u9664\u4e3a\u4f0a\u6717\u4e0e\u975e\u6b27\u76df\u56fd\u5bb6\u95f4\u539f\u6cb9\u8fd0\u8f93\u63d0\u4f9b\u4fdd\u9669\u7684\u7981\u4ee4\u3002<\/p>\n<p style=\"text-align: justify;\">\u4eca\u5e74\u4e94\u6708\u6b27\u76df\u5c06\u518d\u6b21\u4e3e\u884c\u4f1a\u8bae\uff0c\u4ee5\u51b3\u5b9a\u57287\u67081\u65e5\u4e4b\u540e\u662f\u5426\u5ef6\u957f\u89e3\u9664\u7981\u4ee4\u7684\u671f\u9650\u3002<\/p>\n<p style=\"text-align: justify;\">\u6839\u636e3\u670823\u65e5\u53d1\u5e03\u7684\u6b27\u76df7854\/12\u53f7\u516c\u544a\uff0c\u6b27\u76df\u5373\u65e5\u5c06\u516c\u5e03\u5b98\u65b9\u6587\u4ef6\u3002\u5bf9\u6b64\uff0c\u6211\u53f8\u4f1a\u7d27\u5bc6\u8ddf\u8e2a\uff0c\u53ca\u65f6\u901a\u544a\u3002<\/p>\n<p style=\"text-align: justify;\"><a href=\"http:\/\/www.consilium.europa.eu\/uedocs\/cms_data\/docs\/pressdata\/EN\/foraff\/129213.pdf\">http:\/\/www.consilium.europa.eu\/uedocs\/cms_data\/docs\/pressdata\/EN\/foraff\/129213.pdf<\/a><\/p>\n<p style=\"text-align: justify;\">\u6b27\u76df\u5c31\u6682\u65f6\u89e3\u9664\u4f0a\u6717\u539f\u6cb9\u8fd0\u8f93\u4fdd\u9669\u7981\u4ee4\u8fbe\u6210\u534f\u8bae- 3\u670827\u65e5\u66f4\u65b0<\/p>\n<p style=\"text-align: justify;\">\u7ee7\u6211\u53f826\u65e5\u7684\u901a\u51fd\uff0c\u9644\u4ef6\u4e3a\u6b27\u76df2012\u5e743\u670823\u65e5\u901a\u8fc7\u7684267\/2012\u53f7\u51b3\u8bae\u3002<\/p>\n<p style=\"text-align: justify;\">\u6839\u636e\u51b3\u8bae\u7b2c12\u6761\u7b2c\u4e8c\u6b3e\uff0c\u6b27\u76df\u57282012\u5e747\u67081\u65e5\u4ee5\u524d\u6682\u65f6\u89e3\u9664\u4e3a\u4f0a\u6717\u4e0e\u975e\u6b27\u76df\u56fd\u5bb6\u95f4\u539f\u6cb9\u8fd0\u8f93\u63d0\u4f9b\u4fdd\u9669\u7684\u7981\u4ee4\u3002<\/p>\n<p style=\"text-align: justify;\">\u8be6\u7ec6\u4fe1\u606f\u8bf7\u53c2\u9605\u9644\u4ef6\u3002<\/p>\n<p style=\"text-align: justify;\">&nbsp;<\/p>\n<p style=\"text-align: justify;\"><span style=\"font-size: 12pt; color: #022469;\"><strong>EU Proposal about Iran Sanctions &#8211; 23 Mar<\/strong><\/span><\/p>\n<p style=\"text-align: justify;\">EU will very likely agree to continue to provide insurance cover for shipments of oil from Iran before the full embargo starts on 1st July. There have been discussions this week and EU has appeared to be more flexible due to heavy pressure from countries such as Korea, India, China and Japan, however the decision by EU states to legalise this proposal is to be taken today.<\/p>\n<p style=\"text-align: justify;\">This proposal will allow buyers in non EU countries to purchase and carry oil shipments until the 1st July as insurances on cargo and ships would be permissible. This exemption is allowed until 1st July and unless there is another decision there will be no The EU decided last Friday to agree to the exemption for insurances on shipments of Iran oil to non EU countries to be permitted until the 1st July.<\/p>\n<p style=\"text-align: justify;\">There is proposed to be another meeting in May to decide whether to extend this exemption after the 1st July.<\/p>\n<p style=\"text-align: justify;\">As advised by EU press release 7854\/12, a consolidated version of the relevant regulation will be published in the Official Journal. It shall be prohibited:<\/p>\n<p style=\"text-align: justify;\">a.to import crude oil or petroleum products into the Union if they: <br \/>(i) originate in Iran; oren 24.3.2012 Official Journal of the European Union L 88\/7 <br \/>(ii) have been exported from Iran;<br \/>b.to purchase crude oil or petroleum products which are located in or which originated in Iran;<br \/>c.to transport crude oil or petroleum products if they originate in Iran, or are being exported from Iran to any other country; and<br \/>d.to provide, directly or indirectly, financing or financial assistance, including financial derivatives, as well as insurance and re-insurance related to the import, purchase or transport of crude oil and petroleum products of Iranian origin or that have been imported from Iran.<\/p>\n<p style=\"text-align: justify;\">2. Crude oil and petroleum products means the products listed in Annex IV.<\/p>\n<p style=\"text-align: justify;\">Article 12 <br \/>1. The prohibitions in Article 11 shall not apply to:<\/p>\n<p style=\"text-align: justify;\">a.the execution until 1 July 2012, of trade contracts concluded before 23 January 2012, or of ancillary contracts necessary for the execution of such contracts;<br \/>b.the execution of contracts concluded before 23 January 2012, or of ancillary contracts, necessary for the execution of such contracts, where such a contract specifically provides that the supply of Iranian crude oil and petroleum products or the proceeds derived from their supply are for the reimbursement of outstanding amounts to persons, entities or bodies under the jurisdiction of Member States,<br \/>c.the import, purchase and transport of crude oil or petroleum products which had been exported from Iran prior to 23 January 2012, or where the export was made pursuant to point (a) on or prior to 1 July 2012; or where the export was made pursuant to point (b); provided that the person, entity or body seeking to perform the contract concerned has notified, at least 20 working days in advance, the activity or transaction to the competent authority of the Member State in which it is established.<\/p>\n<p style=\"text-align: justify;\">2. The prohibition in Article 11(1)(d) shall not apply to the provision, until 1 July 2012, directly or indirectly, of third party liability insurance and environmental liability insurance and reinsurance.<\/p>\n<p style=\"text-align: justify;\">Article 13 <br \/>1.
