\/>(ii)\u4ece\u53d9\u5229\u4e9a\u51fa\u53e3<br \/>b. &nbsp;\u7981\u6b62\u6709\u610f\u5730\u53c2\u4e0e\u8fbe\u5230\u76f4\u63a5\u6216\u8005\u95f4\u63a5\u89c4\u907f(a)(b)(c)(d)\u6761\u4e2d\u89c4\u5b9a\u7684\u76ee\u6807\u6216\u8005\u6548\u679c\u7684\u6d3b\u52a8<\/p>\n<p style=\"text-align: justify;\">\u5c3d\u7ba1\u6b27\u76df\u4ee5\u4e0a\u7981\u4ee4\u7acb\u5373\u751f\u6548\uff0c\u4f46\u662f\u5728\u7b2c\u4e09\u6761b\u6b3e\u4e0b\u6709\u9664\u5916\u60c5\u51b5\uff08\u524d\u63d0\u662f\u63d0\u524d7\u5929\u901a\u77e5\u6b27\u76df\u6210\u5458\u56fd\u7684\u4e3b\u7ba1\u90e8\u95e8\uff09\uff0c\u53ef\u57282001\u5e7411\u670815\u65e5\u524d\u5c65\u884c\u57282011\u5e749\u67082\u65e5\u4e4b\u524d\u8ba2\u7acb\u7684\u6d89\u53ca\u88ab\u7981\u6b62\u6d3b\u52a8\u7684\u5408\u540c\u8d23\u4efb\u3002\u540c\u65f6\u4e5f\u5141\u8bb8\uff0c2011\u5e7411\u670815\u65e5\u524d\u8d2d\u4e702011\u5e749\u67082\u65e5\u4ee5\u524d\u4ece\u53d9\u5229\u4e9a\u51fa\u53e3\u7684\u539f\u6cb9\u6216\u77f3\u6cb9\u4ea7\u54c1\u3002<\/p>\n<p style=\"text-align: justify;\">\u4ece2011\u5e748\u670818\u65e5\u8d77\uff0c\u7f8e\u56fd\u5df2\u7ecf\u91c7\u53d6\u4e86\u76f8\u4f3c\u63aa\u65bd\uff0c\u8be5\u63aa\u65bd\u7981\u6b62\u7f8e\u56fd\u4fdd\u9669\u4eba\u6216\u8005\u518d\u4fdd\u9669\u4eba\u5982\u4e0b\u884c\u4e3a\uff1a<\/p>\n<ul>\n<li style=\"text-align: justify;\">\u7981\u6b62\u5411\u4f5c\u4e3a\u53d9\u5229\u4e9a\u5236\u88c1\u76ee\u6807\u7684\u627f\u8fd0\u4eba\u63d0\u4f9b\u4fdd\u9669\uff0c\uff08\u4f8b\u5982\uff0c\u53d9\u5229\u4e9a\u5b9e\u4f53\uff09\uff0c\u6216\u8005\u5411\u5176\u79df\u8fdb\u79df\u51fa\u8239\u8236<\/li>\n<li style=\"text-align: justify;\">\u7981\u6b62\u5411\u5728\u53d9\u5229\u4e9a\u7684\u88ab\u4fdd\u9669\u4eba\u6216\u8005\u5728\u53d9\u5229\u4e9a\u7684\u8239\u8236\u51fa\u53e3\u4fdd\u9669\u670d\u52a1<\/li>\n<li style=\"text-align: justify;\">\u7981\u6b62\u5411\u975e\u53d9\u5229\u4e9a\u5236\u88c1\u76ee\u6807\u7684\u88ab\u4fdd\u9669\u4eba\u8fd0\u8f93\u6765\u81ea\u53d9\u5229\u4e9a\u7684\u77f3\u6cb9\u6216\u8005\u77f3\u6cb9\u4ea7\u54c1\u63d0\u4f9b\u4fdd\u9669<\/li>\n<li style=\"text-align: justify;\">\u7981\u6b62\u76f4\u63a5\u6216\u8005\u95f4\u63a5\u5730\u5411\u4ee5\u53d9\u5229\u4e9a\u5236\u88c1\u76ee\u6807\u4f5c\u4e3a\u4fdd\u5355\u4e0b\u6216\u8005\u5173\u4e8e\u5728\u53d9\u5229\u4e9a\u5f15\u8d77\u7684\u4e8b\u4ef6\u4e2d\u7684\u7d22\u8d54\u4eba\u7684\u8d54\u507f<\/li>\n<\/ul>\n<p style=\"text-align: justify;\">\u5728\u6ca1\u6709\u6d89\u53ca\u7f8e\u56fd\u4eba\u6216\u8005\u7f8e\u56fd\u8d38\u6613\u7684\u60c5\u51b5\u4e0b\uff0c\u975e\u7f8e\u56fd\u4fdd\u9669\u4eba\u53ef\u4ee5\u5728\u6280\u672f\u4e0a\u5b9e\u65bd\u4e0a\u8ff0\u56db\u9879\u884c\u4e3a\u3002\u4f8b\u5982\uff0c\u88ab\u4fdd\u9669\u4eba\u4e0d\u662f\u7f8e\u56fd\u4eba\uff0c\u4e5f\u6ca1\u6709\u7f8e\u56fd\u516c\u6c11\u6216\u8005\u5728\u7f8e\u56fd\u7684\u4eba\u4ee3\u7406\u6216\u8005\u4ee3\u8868\u975e\u7f8e\u56fd\u4fdd\u9669\u4eba\u3002\u7136\u800c \uff0c\u5982\u679c\u901a\u8fc7\u7f8e\u56fd\u94f6\u884c\u7cfb\u7edf\u6c47\u5165\u6216\u8005\u6c47\u51fa\u7684\u7d22\u8d54\u6216\u8005\u4ea4\u6613\u548c\u53d9\u5229\u4e9a\u6216\u8005\u53d9\u5229\u4e9a\u5b9e\u4f53\u6709\u5173\uff0c\u90a3\u4e48\u975e\u7f8e\u56fd\u4fdd\u9669\u4eba\u7684\u652f\u4ed8\u5c06\u4f1a\u88ab\u51bb\u7ed3\u6216\u8005\u62d2\u7edd\u3002\u53e6\u5916\uff0c\u5982\u679c\u975e\u7f8e\u56fd\u4eba\u9020\u6210\u7f8e\u56fd\u4eba\uff08\u4f8b\u5982\uff0c\u91d1\u878d\u673a\u6784\uff09\u8fdd\u53cd\u5236\u88c1\uff0c\u4e5f\u4f1a\u89e6\u72af\u7f8e\u56fd\u6cd5\u5f8b\u3002<\/p>\n<p style=\"text-align: justify;\">\u56e0\u6b64\uff0c\u7531\u4e8e\u4fdd\u9669\u4eba\u7684\u98ce\u9669\uff0c\u975e\u7f8e\u56fd\u4fdd\u9669\u4eba\uff08\u5305\u62ecP&amp;I\u534f\u4f1a\uff09\u53ef\u80fd\u4f1a\u5bf9\u5173\u4e8e\u53d1\u751f\u5728\u53d9\u5229\u4e9a\u6216\u8005\u6d89\u53ca\u53d9\u5229\u4e9a\u5b9e\u4f53\u3001\u8d38\u6613\u6216\u8005\u4ea7\u54c1\u4e0d\u8d1f\u6709\u4fdd\u9669\u8d23\u4efb\u3002<\/p>\n<p style=\"text-align: justify;\">\u8be6\u7ec6\u4fe1\u606f\u8bf7\u53c2\u9605\u9644\u4ef6\u3002<\/p>\n<p style=\"text-align: justify;\"><span style=\"font-size: 12pt; color: #022469;\"><strong>Syria \u2013 Expansion of Sanctions by EU and US<\/strong><\/span><\/p>\n<p style=\"text-align: justify;\">EU and US have enhanced sanctions against Syria recently. Pursuant to EU Regulation 878\/2011 with effect from 3 Sep 2011, there may be no P&amp;I cover for liabilities arising from the transportation or carriage of crude oil or petroleum products originating from Syria in breach of following provision.<\/p>\n<p style=\"text-align: justify;\">Article 3a &#8211; the following activities are now prohibited:<\/p>\n<p style=\"text-align: justify;\">a. &nbsp;Importation of crude oil or petroleum products into the European Union if they: <br \/>(i) Originate in Syria; or <br \/>(ii) Have been exported from Syria;<br \/>b. &nbsp;Purchase of crude oil or petroleum products which are located in or which originated in Syria;<br \/>c. &nbsp;Transportation of crude oil or petroleum products if they originate in Syria, or are being exported from Syria to any other country;<br \/>d. &nbsp;provision, directly or indirectly, of financing or financial assistance, including financial derivatives, as well as insurance and re-insurance, related to the prohibitions set out in points (a), (b) and (c); and<br \/>e. Participation, knowingly and intentionally, in activities whose object or effect is, directly or indirectly, to circumvent the prohibitions in points (a), (b), (c) or (d).<\/p>\n<p style=\"text-align: justify;\">Although the EU ban on the above activities has immediate effect, there is dispensation under Article 3 b (subject to 7 days advance notice given to a competent authority of an EU Member State) for the execution, by no later than 15 November 2011, of contractual obligations involving prohibited activities, where such obligations had been entered into before 2 September 2011. It is also permitted, up to 15 November 2011, to purchase crude oil or petroleum products which had been exported from Syria prior to 2 September 2011.<\/p>\n<p style=\"text-align: justify;\">US have adopted similar measures with effect from 18 Aug 2011, which prohibit US insurers or reinsurers from:<\/p>\n<ul>\n<li style=\"text-align: justify;\">providing coverage to a carrier that is a Syrian sanctions target (e.g., a Syrian entity), or for a vessel that is chartered out to or chartered in from a Syrian sanctions target;<\/li>\n<li style=\"text-align: justify;\">exporting insurance services to an assured while the assured or a covered vessel is in Syria;<\/li>\n<li style=\"text-align: justify;\">providing insurance cover to an assured (that is not a Syrian sanctions target) transporting petroleum or petroleum products from Syria;<\/li>\n<li style=\"text-align: justify;\">Making payments under applicable insurance cover if made (directly or indirectly) to a Syrian sanctions target that is a claimant under an insurance policy, or with respect to an incident arising in Syria.<\/li>\n<\/ul>\n<p style=\"text-align: justify;\">Non-US insurers may technically be able to carry out any of the four activities set out above, provided that no United States persons or trade with the United States are involved. However, payments by or to a non-US insurer through the US banking system could be blocked or rejected if the claim or transaction relates to Syria or a Syrian entity. Further, a non-US person can commit a violation of US law if they cause a US person (e.g. a financial institution) to violate the sanctions.<\/p>\n<p style=\"text-align: justify;\">Accordingly, P&amp;I coverage for liabilities occurring in Syria or involving Syrian entities, trade or products, may not be available from non-US insurers because of the risks posed for the insurer.<\/p>\n<p (i)\u539f\u4ea7\u4e8e\u53d9\u5229\u4e9a\uff1b\u6216\u8005 (ii)\u4ece\u53d9\u5229\u4e9a\u51fa\u53e3b. &nbsp;\u7981\u6b62\u8d2d\u4e70\u4f4d\u4e8e\u53d9\u5229\u4e9a\u6216\u8005\u539f\u4ea7\u4e8e\u53d9\u5229\u4e9a\u7684\u539f\u6cb9\u6216\u8005\u77f3\u6cb9\u4ea7\u54c1c. &nbsp;\u7981\u6b62\u8fd0\u8f93\u539f\u4ea7\u4e8e\u53d9\u5229\u4e9a\u6216\u8005\u4ece\u53d9\u5229\u4e9a\u51fa\u53e3\u5230\u4efb\u4f55\u56fd\u5bb6\u7684\u539f\u6cb9\u6216\u8005\u77f3\u6cb9\u4ea7\u54c1d. &nbsp;\u7981\u6b62\u76f4\u63a5\u6216\u8005\u95f4\u63a5\u63d0\u4f9b\u4e0e(a)(b)(c)\u6761\u4e2d\u6709\u5173\u7684\u878d\u8d44\uff0c\u878d\u8d44\u534f\u52a9\uff0c\u5305\u62ec\u91d1\u878d\u884d\u751f\u4ea7\u54c1\uff0c\u4fdd\u9669\u548c\u518d\u4fdd\u9669e. &nbsp;\u7981\u6b62\u6709\u610f\u5730\u53c2\u4e0e\u8fbe\u5230\u76f4\u63a5\u6216\u8005\u95f4\u63a5\u89c4\u907f(a)(b)(c)(d)\u6761\u4e2d\u89c4\u5b9a\u7684\u76ee\u6807\u6216\u8005\u6548\u679c\u7684\u6d3b\u52a8 \u5c3d\u7ba1\u6b27\u76df\u4ee5\u4e0a\u7981\u4ee4\u7acb\u5373\u751f\u6548\uff0c\u4f46\u662f\u5728\u7b2c\u4e09\u6761b\u6b3e\u4e0b\u6709\u9664\u5916\u60c5\u51b5\uff08\u524d\u63d0\u662f\u63d0\u524d7\u5929\u901a\u77e5\u6b27\u76df\u6210\u5458\u56fd\u7684\u4e3b\u7ba1\u90e8\u95e8\uff09\uff0c\u53ef\u57282001\u5e7411\u670815\u65e5\u524d\u5c65\u884c\u57282011\u5e749\u67082\u65e5\u4e4b\u524d\u8ba2\u7acb\u7684\u6d89\u53ca\u88ab\u7981\u6b62\u6d3b\u52a8\u7684\u5408\u540c\u8d23\u4efb\u3002\u540c\u65f6\u4e5f\u5141\u8bb8\uff0c2011\u5e7411\u670815\u65e5\u524d\u8d2d\u4e702011\u5e749\u67082\u65e5\u4ee5\u524d\u4ece\u53d9\u5229\u4e9a\u51fa\u53e3\u7684\u539f\u6cb9\u6216\u77f3\u6cb9\u4ea7\u54c1\u3002 \u5728\u6ca1\u6709\u6d89\u53ca\u7f8e\u56fd\u4eba\u6216\u8005\u7f8e\u56fd\u8d38\u6613\u7684\u60c5\u51b5\u4e0b\uff0c\u975e\u7f8e\u56fd\u4fdd\u9669\u4eba\u53ef\u4ee5\u5728\u6280\u672f\u4e0a\u5b9e\u65bd\u4e0a\u8ff0\u56db\u9879\u884c\u4e3a\u3002\u4f8b\u5982\uff0c\u88ab\u4fdd\u9669\u4eba\u4e0d\u662f\u7f8e\u56fd\u4eba\uff0c\u4e5f\u6ca1\u6709\u7f8e\u56fd\u516c\u6c11\u6216\u8005\u5728\u7f8e\u56fd\u7684\u4eba\u4ee3\u7406\u6216\u8005\u4ee3\u8868\u975e\u7f8e\u56fd\u4fdd\u9669\u4eba\u3002\u7136\u800c
