As of 1 January 2010, ships berthed in a European Union (EU) port must use marine fuel with a sulphur content not exceeding 0.1% by mass (Article 4b(1)). The Directive also states that sufficient time must be allowed for the crew to complete any fuel changeover operation as soon as possible after arrival at berth and as late as possible before departure. Ships that, according to published timetables, are due to be at berth for less than two hours are exempted from the requirement (Article 4b(2)). The Directive was amended again in 2012 (2012\/33\/EC), bringing EC legislation in line with MARPOL Annex VI on the requirement for the use of low sulphur fuels, and the current EU requirements can be summarised as follows.<\/p>\n<p style=\"text-align: justify;\">See attached file: Fines for burning non-compliant fuel in EU ports.pdf<\/p>\n<p><strong><span style=\"font-size: 14pt; color: #022469;\"><br \/><\/span><\/strong><\/p>\n<p><strong><span style=\"font-size: 14pt; color: #022469;\">\u8239\u8236\u5728\u6b27\u76df\u6e2f\u53e3, \u4f7f\u7528\u4e0d\u7b26\u5408\u89c4\u5b9a\u7684\u71c3\u6cb9\u5bfc\u81f4\u7f5a\u6b3e<\/span><\/strong><\/p>\n<p style=\"font-size: 12px; text-align: justify;\">2005\u5e74\u6b27\u76df\u7b2c2005\/33\/EC\u53f7\u6cd5\u4ee4\u5bf9\u7b2c1999\/32\/EC\u53f7\u6cd5\u4ee4\u505a\u4e86\u4fee\u8ba2\uff0c\u6cd5\u4ee4\u6d89\u53ca\u8239\u7528\u71c3\u6cb9\u786b\u542b\u91cf\u7684\u5185\u5bb9\u3002\u6cd5\u4ee4\u7b2c4b(1)\u6761\u89c4\u5b9a\uff0c\u81ea2010\u5e741\u67081\u65e5\u8d77\uff0c\u5728\u6b27\u76df\u6e2f\u53e3\u9760\u6cca\u7684\u8239\u8236\u4f7f\u7528\u7684\u71c3\u6cb9\uff0c\u5176\u603b\u7684\u786b\u542b\u91cf\u4e0d\u5f97\u8d85\u8fc70.1%\u3002\u540c\u65f6\uff0c\u6cd5\u4ee4\u7b2c4b(2)\u6761\u89c4\u5b9a\uff0c\u8239\u8236\u62b5\u8fbe\u6cca\u4f4d\u540e\u5fc5\u987b\u5c3d\u65e9\u66f4\u6362\u4f4e\u786b\u71c3\u6cb9\u3002\u79bb\u5f00\u6cca\u4f4d\u524d\uff0c\u8981\u5c3d\u91cf\u665a\u6362\u56de\u4e4b\u524d\u6240\u7528\u71c3\u6cb9\uff0c\u5fc5\u987b\u7ed9\u8239\u5458\u7559\u6709\u5145\u88d5\u7684\u65f6\u95f4\u4ee5\u5b8c\u6210\u8be5\u71c3\u6cb9\u8f6c\u6362\u64cd\u4f5c\u3002\u6839\u636e\u516c\u5e03\u7684\u65f6\u95f4\u8868\uff0c\u5bf9\u4e8e\u5728\u6e2f\u53e3\u505c\u7559\u5c11\u4e8e2\u5c0f\u65f6\u7684\u8239\u8236\uff0c\u53ef\u4ee5\u514d\u9664\u8fd9\u4e00\u8981\u6c42\u30022012\u5e74\u8be5\u6cd5\u4ee4\u88ab\u518d\u6b21\u4fee\u8ba2(2012\/33\/EC)\uff0c\u4f7f\u5f97\u6b27\u76df\u7684\u7acb\u6cd5\u7b26\u5408MARPOL\u516c\u7ea6\u9644\u5219VI\u6709\u5173\u4f7f\u7528\u4f4e\u786b\u71c3\u6cb9\u7684\u8981\u6c42\uff0c\u76ee\u524d\u6b27\u76df\u8981\u6c42\u53ef\u6982\u62ec\u5982\u4e0b\u3002<\/p>\n<p style=\"font-size: 12px; text-align: justify;\">\u8be6\u7ec6\u4fe1\u606f\u8bf7\u53c2\u9605\u9644\u4ef6\u3002<\/p>","protected":false},"excerpt":{"rendered":"<p>&nbsp;&nbsp;ENG&nbsp;CHN EU Directive (1999\/32\/EC), covering the sulphur content of marine fuels, was amended in 2005 (2005\/33\/EC).
