\u6c27\u5316\u94c1\u76ae\u5bf9\u627f\u8fd0\u4eba\u6765\u8bf4\u4e0d\u662f\u4e00\u79cd\u5e38\u89c1\u7684\u8d27\u7269\u3002\u5f53\u6c27\u5316\u94c1\u7684\u4e0a\u5c42\u8d27\u7269\u8fd8\u76f8\u5f53\u5e72\u71e5\u65f6\uff0c\u4e0b\u5c42\u8d27\u7269\u5374\u53ef\u80fd\u79ef\u6c34\u3002\u8fd9\u662f\u4e00\u79cd\u9897\u7c92\u72b6\u7684\u5177\u6709\u663e\u8457\u7684\u6c34\u5206\u542b\u91cf\u7684\u8d27\u7269\u3002<\/p>\n

\u56fd\u9645\u6d77\u4e8b\u56fa\u4f53\u6563\u88c5\u8d27\u7269\u89c4\u5219(IMSBC)\u63d0\u9192\u6ce8\u610f\u90a3\u4e9b\u8fd0\u8f93\u65f6\u542b\u6709\u5185\u5728\u6c34\u5206\u542b\u91cf\u7684\u7c89\u72b6\u77ff\u7269\u8d27\u7269,\u65e0\u8bba\u5176\u662f\u5426\u88ab\u5217\u4e3a\u89c4\u5219\u4e2d\u7684A\u7c7b\u8d27\u7269,\u5b83\u4eec\u5177\u6709\u6f5c\u5728\u7684\u6db2\u5316\u98ce\u9669\u3002<\/p>\n

\u7136\u800c,\u6c27\u5316\u94c1\u76ae\u5e76\u672a\u5217\u5165\u56fd\u9645\u6d77\u4e8b\u56fa\u4f53\u6563\u88c5\u8d27\u7269\u89c4\u5219\u4e2d\u3002<\/p>\n

\u300a\u56fd\u9645\u6d77\u8fd0\u56fa\u4f53\u6563\u88c5\u8d27\u7269\u89c4\u5219\u300b\u7b2c1.3\u8282\u89c4\u5b9a\u672a\u5217\u660e\u7684\u8d27\u7269\uff0c\u5982\u6c27\u5316\u94c1\u76ae\u3001\u5728\u63a5\u53d7\u88c5\u8f7d\u4ee5\u524d\u9700\u8981\u6c42\u63d0\u4f9b\u7531\u88c5\u8d27\u6e2f\u7684\u56fd\u5bb6\u4e3b\u7ba1\u5f53\u5c40\u51fa\u5177\u7684\u8bc1\u660e\u8d27\u7269\u9002\u4e8e\u6d77\u4e0a\u8fd0\u8f93\u7684\u8bc1\u4e66\u3002<\/p>\n

\u56fd\u9645\u6d77\u4e8b\u7ec4\u7ec72010\u5e7410\u670812\u65e5\u7684\u901a\u8bafDSC.1\/Circ.63\u4e2d\u4e5f\u6307\u51fa\u94c1\u77ff\u7c89\u662f\u4e00\u79cd\u53ef\u80fd\u6db2\u5316\u7684\u8d27\u7269,\u56e0\u6b64\u5c5e\u4e8eA\u7ec4\u8d27\u7269,\u5728\u88c5\u8fd0\u524d\u9700\u53d1\u8d27\u4eba\u5411\u8239\u957f\u63d0\u4f9b\u6c34\u5206\u542b\u91cf\u4ee5\u53ca\u9002\u4e8e\u8fd0\u8f93\u7684\u6c34\u5206\u9650\u989d\u8bc1\u4e66\u3002<\/p>\n

\u6c27\u5316\u94c1\u76ae\u7684\u8fd9\u79cd\u6027\u8d28\u4f7f\u5f97\u88c5\u8fd0\u524d\u7684\u6c34\u5206\u68c0\u6d4b\u8d27\u7269\u53d6\u6837\u53d8\u5f97\u975e\u5e38\u91cd\u8981\uff0c\u4e0d\u80fd\u53ea\u5173\u6ce8\u8d27\u7269\u5806\u7684\u8868\u9762\u90e8\u5206\uff0c\u5e94\u8be5\u63d0\u53d6\u80fd\u5145\u5206\u4f53\u73b0\u8d27\u7269\u6027\u8d28\u7684\u6837\u54c1\u3002\u56e0\u4e3a\u5355\u9760\u4eba\u5de5\u6316\u6398\u4e0d\u53ef\u80fd\u91c7\u53d6\u5230\u8d27\u7269\u5806\u5185\u90e8\u7684\u6837\u54c1\uff0c\u56e0\u6b64\u5bf9\u8d27\u7269\u5806\u8fdb\u884c\u91c7\u6837\u9700\u8981\u5229\u7528\u6316\u6398\u673a\u3002<\/p>\n

\u6258\u8fd0\u4eba\u5e94\u8be5\u6ce8\u610f\u5230\u4ece\u8d27\u7269\u5806\u7684\u5e95\u90e8\u8fdb\u884c\u6392\u6c34\u53ef\u4ee5\u5728\u5408\u7406\u7684\u65f6\u95f4\u5185\u663e\u7740\u964d\u4f4e\u8d27\u7269\u603b\u4f53\u7684\u6c34\u5206\u542b\u91cf\u3002\u56e0\u6b64\uff0c\u6c34\u5206\u542b\u91cf\u7684\u964d\u4f4e\u6709\u53ef\u80fd\u662f\u51b3\u5b9a\u8d27\u7269\u662f\u5426\u80fd\u88ab\u63a5\u53d7\u88c5\u8fd0\u7684\u56e0\u7d20\u3002\u540c\u6837\u91cd\u8981\u7684\u662f\uff0c\u8981\u4fdd\u8bc1\u8d27\u7269\u5806\u906e\u853d\u5b8c\u597d\uff0c\u907f\u514d\u8d27\u7269\u88ab\u96e8\u6c34\u6dcb\u6e7f\u3002<\/p>\n

\u5e95\u5c42\u6f6e\u6e7f\u7684\u8d27\u7269\u5982\u6c27\u5316\u94c1\u76ae,\u5f88\u5bb9\u6613\u5728\u5e95\u8d27\u6db2\u5316\u540e\u51fa\u73b0\u8d27\u7269\u7684\u79fb\u52a8\u3002\u4e0a\u5c42\u9ad8\u5bc6\u5ea6\u7684\u8d27\u5c42\u5f00\u59cb\u56f4\u7ed5\u6f6e\u6e7f\u7684\u5e95\u5c42\u8d27\u7269\u81ea\u7531\u79fb\u52a8\u3002\u5e76\u4e14,\u7531\u4e8e\u8fd9\u7c7b\u8d27\u7269\u7684\u9ad8\u5bc6\u5ea6,\u89c4\u5219\u4e2d\u89c4\u5b9a\u7684\u5904\u7406\u8981\u6c42\u4e3a\u5728\u822a\u7a0b\u4e2d\u5e94\u4fdd\u6301\u5e73\u6574,\u91cd\u91cf\u5747\u5300\u5206\u5e03\u4e8e\u8231\u5e95\u3002<\/p>\n

Mill Scale Mill Scale Fines<\/span><\/strong><\/p>\n

Mill Scale is the by product of the steel making process. It is formed during the steel making process as a means of providing a protective coating on hot rolled steel and it is a commodity much likened to iron ore fines which is liable to liquefaction. The physical nature of Mill Scale is similar to primary mined iron fines and it is traded effectively in the same manner as primary mined iron ore fines.<\/p>\n

Mill Scale is not a common commodity to carriers. The upper sections of Mill Scale can appear quite dry whilst water accumulates at the bottom of the stockpile, effectively it is a cargo with fine particle sizes but with a significant inherent moisture content.<\/p>\n

The International Maritime Solid Bulk Cargoes (“IMSBC”) Code warns the potential liquefaction hazard of all fine-grained mineral cargoes shipped with inherent moisture content, regardless of whether or not the cargo is specifically identified as a Group A cargo in the Code.<\/p>\n

However, Mill Scale is not listed in the IMSBC Code.<\/p>\n

Section 1.3 of the IMSBC Code specifies that unlisted cargoes, such as Mill Scale, should only be accepted for loading provided it is accompanied by a certificate issued by the national competent authority, stating the commodities suitability for seagoing carriage, of the country of the port of loading.<\/p>\n

IMO Circular DSC.1\/Circ.63 of 12 October 2010 also states that iron ore fines are a cargo that may liquefy and therefore a Group A cargo which require shippers to provide the Master with a certificate of the moisture content and the transportable moisture limit (TML) prior to loading.<\/p>\n

The wet base nature of Mill Scale that moisture sampling prior to loading is very important, not only is the surface area of any stockpiles but also a fully representative sample taken. As manually digging into the piles is impossible, hence mechanical excavators will be necessary for sample stockpiles.<\/p>\n

Shipper should note that it is possible to achieve a signification reduction in the overall moisture contest in a reasonable timescale by draining any water away from the base of the stockpile. Therefore, to accept the cargo for loading or not is very depends on the reduction of the moisture content.<\/p>\n

It is also important to ensure adequate covers are placed over the stockpiles to prevent rain reaching the cargo.<\/p>\n

Wet base cargo like Mill Scale are prone to cargo shift as the bottom liquefies and the top of the high-density stow becomes free to slide around over the wet based. Also, due to the high density of this cargo, the trimming requirements as detailed in the Code are that it should be trimmed flat for the voyage to distribute the weight evenly across the tank top.<\/p>","protected":false},"excerpt":{"rendered":"
