This is due to the difficulties in visually identifying the vessel especially at night when there are background lights from landwards. To address the issue of identifying crossing vessels during hours of darkness, a night signal was proposed consisting of &#8220;three all-round green lights in a vertical line&#8221; which will be displayed by vessels to indicate its intention to cross the TSS. That will allow other vessels in the appropriate lanes to take actions if required and hence enhance navigational safety. With effect from 1st July 2011 at 0000hrs UTC (0800hrs Singapore LT), vessels crossing the Traffic Separation Scheme (TSS) and precautionary areas in the Singapore Strait are recommended to display the night signals consisting of 3 all-round green lights in a vertical line. This measure was adopted by the IMO&#8217;s Maritime Safety Committee, at its eighty-eighth session (24 November to 03 December 2010) in accordance with the provisions of resolution A.858(20). Details please refer to attached circular 1.<\/p>\n<p style=\"text-align: justify;\">Circular 2: Accurate Bulk Cargo Declarations &#8211; Worldwide (from UK )<\/p>\n<p style=\"text-align: justify;\">The stability of a vessel is of paramount concern in regard to the safety of the vessel. The earliest regulatory recognition of this can be traced to before Samuel Plimsoll in the 1860&#8217;s. Times have moved on and stability regulations have come on a long way but the concern remains high. Only as recent as last year 44 seafarers lost their lives in three separate incidents where vessels carrying ore cargoes capsized and sank. In each case the vessels had loaded ore cargoes which were declared as Group &#8220;C&#8221;. In order that ALL parties can make the correct decisions in regard to how best to handle, load and ship these cargoes it is imperative that correct, accurate and relevant information is supplied by the shipper. If information is not forthcoming or there is doubt as to the validity of the information supplied the Master and\/or vessel owner should voice concerns and request further testing. Details please refer to circular 2.<\/p>\n<p style=\"text-align: justify;\"><strong><span style=\"font-size: 14pt; color: #022469;\"><br \/><\/span><\/strong><\/p>\n<p style=\"text-align: justify;\"><strong><span style=\"font-size: 14pt; color: #022469;\">\u9632\u635f\u901a\u51fd\u901f\u9012<\/span><\/strong><\/p>\n<p style=\"font-size: 12px;\">\u901a\u51fd\u4e00\uff1a\u591c\u95f4\u4fe1\u53f7\u663e\u793a &#8211; \u7a7f\u8fc7\u65b0\u52a0\u5761\u6d77\u5ce1\u5206\u9053\u901a\u822a\u5236\uff08Traffic Separation Scheme, TSS\uff09\u8b66\u6212\u533a\u7684\u8239\u8236\uff08\u65b0\u52a0\u5761\u6d77\u4e8b\u53ca\u6e2f\u52a1\u7ba1\u7406\u5c40\u901a\u51fd\uff09<\/p>\n<p style=\"font-size: 12px;\">\u4e00\u9879\u7814\u7a76\u53d1\u73b0\uff0c\u9020\u6210\u65b0\u52a0\u5761\u6d77\u5ce1\u4e8b\u6545\u7684\u4e00\u9879\u91cd\u8981\u539f\u56e0\u662f\uff0c\u5f53\u8239\u8236\u884c\u7ecf\u65b0\u52a0\u5761\u6d77\u5ce1\u65f6\u96be\u4ee5\u5224\u65ad\u8fdb\u51fa\u6e2f\u53e3\u7684\u8239\u8236\u662f\u5426\u8981\u7a7f\u8fc7TSS\u533a\u57df\uff0c\u8fd9\u79cd\u60c5\u51b5\u5728\u591c\u95f4\u5c24\u4e3a\u4e25\u91cd\uff0c\u539f\u56e0\u8ddf\u6765\u81ea\u9646\u5730\u4e0a\u7684\u706f\u5149\u6709\u5173\u3002\u4e3a\u4e86\u89e3\u51b3\u8fd9\u4e2a\u95ee\u9898\uff0c\u5efa\u8bae\u610f\u56fe\u7a7f\u8fc7TSS\u533a\u57df\u7684\u8239\u8236\u60ac\u6302\u591c\u95f4\u4fe1\u53f7\u706f(\u5168\u65b9\u4f4d\u5782\u76f4\u4e09\u7eff\u706f)\u6765\u63d0\u9192\u822a\u9053\u4e0a\u7684\u8239\u8236\u91c7\u53d6\u5408\u7406\u7684\u907f\u8ba9\u63aa\u65bd\u4ee5\u786e\u4fdd\u822a\u884c\u5b89\u5168\u3002\u8be5\u8981\u6c42\u5df2\u5728\u56fd\u9645\u6d77\u4e8b\u7ec4\u7ec7\u6d77\u4e8b\u5b89\u5168\u59d4\u5458\u4f1a\u7b2c88\u6b21\u4f1a\u8bae\u4e2d\u901a\u8fc7\uff0c\u5c06\u4e8e2011\u5e747\u67081\u65e50000\u65f6(UTC\u65f6\u95f4)\u6216\u65b0\u52a0\u5761\u5f53\u5730\u65f6\u95f40800\u65f6\u8d77\u5b9e\u65bd\u3002\u540c\u65f6\u9644\u56fd\u9645\u6d77\u4e8b\u7ec4\u7ec7\u7b2cSN. 1\/Circ 293\u53f7\u901a\u51fd \u3002\u5177\u4f53\u8bf7\u67e5\u770b\u901a\u51fd\u4e00\u3002<\/p>\n<p style=\"font-size: 12px;\">\u901a\u51fd\u4e8c\uff1a\u51c6\u786e\u7533\u62a5\u6563\u88c5\u8d27\u7269\u2014\u5168\u7403\u8303\u56f4\uff08From UK\uff09<\/p>\n<p style=\"font-size: 12px;\">\u8239\u8236\u7a33\u6027\u662f\u8239\u8236\u5b89\u5168\u4e2d\u6781\u4e3a\u91cd\u8981\u7684\u5173\u6ce8\u70b9\u3002\u6700\u65e9\u5bf9\u8239\u8236\u7a33\u6027\u7684\u89c4\u8303\u8ba4\u53ef\u8981\u8ffd\u6eaf\u523019 \u4e16\u7eaa60 \u5e74\u4ee3\u7684 Samuel Plimsoll\u3002\u7a33\u6027\u89c4\u8303\u867d\u5df2\u51fa\u53f0\u8bb8\u4e45\uff0c\u4f46\u4ecd\u9700\u9ad8\u5ea6\u5173\u6ce8\u3002\u5c31\u5728\u53bb\u5e74\uff0c\u670944 \u540d\u8239\u5458\u5206\u522b\u5728\u4e09\u8d77\u8fd0\u8f7d\u77ff\u77f3\u8239\u8236\u503e\u8986\u6c89\u6ca1\u7684\u4e8b\u6545\u4e2d\u9047\u96be\u3002\u4e8b\u6545\u4e2d\u8239\u8236\u88c5\u8f7d\u7684\u77ff\u77f3\u8d27\u7269\u90fd\u88ab\u7533\u62a5\u4e3a&#8221;C&#8221;\u7c7b\u3002\u4e3a\u4e86\u4f7f\u5404\u65b9\u5f53\u4e8b\u4eba\u5728\u9762\u5bf9\u5982\u4f55\u5904\u7406\u3001\u88c5\u8f7d\u548c\u88c5\u8fd0\u8fd9\u4e9b\u8d27\u7269\u65f6\u53ef\u4ee5\u4f5c\u51fa\u6b63\u786e\u7684\u51b3\u5b9a\uff0c\u6258\u8fd0\u4eba\u5fc5\u987b\u63d0\u4f9b\u51c6\u786e\u548c\u76f8\u5173\u7684\u4fe1\u606f\u3002\u5982\u679c\u6ca1\u6709\u83b7\u5f97\u4fe1\u606f\u6216\u5bf9\u63d0\u4f9b\u7684\u4fe1\u606f\u6709\u7591\u95ee\uff0c\u8239\u957f\u548c\/\u6216\u8239\u4e1c\u5e94\u63d0\u51fa\u8fdb\u4e00\u6b65\u6d4b\u8bd5\u7684\u8981\u6c42\u3002\u5177\u4f53\u8bf7\u67e5\u770b\u901a\u51fd\u4e8c\u3002<\/p>\n<p style=\"font-size: 12px;\"><strong><span style=\"font-size: 12pt;
