Details please refer to attached circular 1.<\/p>\n<p style=\"text-align: justify;\">Circular 2: Ship to Ship transfer of Personnel &#8211; worldwide (MCA Guidance Note) (from UK)<\/p>\n<p style=\"text-align: justify;\">Ship to ship transfers of personnel are day to day occurrences in the shipping industry and have been for centuries. Therefore it is alarming that in this day and age of safety culture, regulation and inspection that catastrophic injuries and even fatalities still occur. Following a recent highly publicised case of a severely injured woman passenger being medically evacuated to a coast guard rescue vessel only to be dropped into arctic waters the UK Maritime authority, the Marine and Coastguard Agency (MCA) have recently issued a Marine Guidance Notice (MGN 432(M+F)) on the Safety during Transfers of Persons to and from Ships. This guidance note is issued to supplement regulation already in force in the United Kingdom but is good guidance to the maritime sector in general highlighting some of the important areas and provision that should be addressed prior to a vessel undertaking this type of operation. The Club would like to take this opportunity to highlight the severity of these cases and promote good working practices in this area Details please refer to circular 2.<\/p>\n<p style=\"text-align: justify;\"><strong style=\"color: #022469;\"><span style=\"font-size: 14pt;\"><br \/><\/span><\/strong><\/p>\n<p style=\"text-align: justify;\"><strong style=\"color: #022469;\"><span style=\"font-size: 14pt;\">\u9632\u635f\u901a\u51fd\u901f\u9012<\/span><\/strong><\/p>\n<p style=\"text-align: justify;\"><span style=\"text-align: left;\">\u901a\u51fd\u4e00\uff1a\u4e2d\u534e\u4eba\u6c11\u5171\u548c\u56fd\u8239\u8236\u6c61\u67d3\u6d77\u6d0b\u73af\u5883\u9632\u6cbb\u89c4\u5b9a\uff08From GARD\uff09<\/span><\/p>\n<p style=\"font-size: 12px;\">\u4e2d\u534e\u4eba\u6c11\u5171\u548c\u56fd\u8239\u8236\u6c61\u67d3\u6d77\u6d0b\u73af\u5883\u9632\u6cbb\u89c4\u5b9a\u7b2c\u4e94\u7ae0\u89c4\u5b9a\uff1a\u8f7d\u8fd0\u6563\u88c5\u6db2\u4f53\u6c61\u67d3\u5371\u5bb3\u6027\u8d27\u7269\u7684\u8239\u8236\u548c1\u4e07\u603b\u5428\u4ee5\u4e0a\u7684\u8f7d\u8fd0\u975e\u6563\u88c5\u6db2\u4f53\u6c61\u67d3\u5371\u5bb3\u6027\u8d27\u7269\u7684\u8239\u8236\uff0c\u5176\u7ecf\u8425\u4eba\u5e94\u5f53\u5728\u8239\u8236\u8fdb\u6e2f\u524d\u6216\u8005\u6e2f\u5916\u88c5\u5378\u3001\u8fc7\u9a73\u4f5c\u4e1a\u524d\uff0c\u6309\u7167\u8981\u6c42\u4e0e\u76f8\u5e94\u7684\u8239\u8236\u6c61\u67d3\u6e05\u9664\u5355\u4f4d\u7b7e\u8ba2\u8239\u8236\u6c61\u67d3\u6e05\u9664\u534f\u8bae\u3002\u8be5\u8981\u6c42\u4e8e2012\u5e741\u67081\u65e5\u8d77\u5b9e\u65bd\u3002\u540c\u65f6\u9644\u4e0a\u8239\u8236\u6c61\u67d3\u6e05\u9664\u534f\u8bae\u4f9b\u53c2\u8003\u3002\u5177\u4f53\u8bf7\u67e5\u770b\u901a\u51fd\u4e00\u3002<\/p>\n<p style=\"font-size: 12px;\">\u901a\u51fd\u4e8c\uff1a\u8239\u5230\u8239\u7684\u4eba\u5458\u8f6c\u79fb\uff0d\u5168\u4e16\u754c\uff08From UK\uff09<\/p>\n<p style=\"font-size: 12px;\">\u8239\u5230\u8239\u7684\u4eba\u5458\u8f6c\u6362\u5728\u5f53\u4eca\u7684\u822a\u8fd0\u4e1a\u662f\u7ecf\u5e38\u53d1\u751f\u7684\u4e8b\u60c5\uff0c\u4e5f\u5df2\u7ecf\u5b58\u5728\u4e86\u597d\u51e0\u767e\u5e74\u3002\u6240\u4ee5\uff0c\u5728\u5f53\u4eca\u6ce8\u91cd\u5b89\u5168\u6587\u5316\u3001\u89c4\u7ae0\u548c\u68c0\u9a8c\u7684\u5e74\u4ee3\uff0c\u707e\u96be\u6027\u7684\u4eba\u8eab\u4f24\u5bb3\u751a\u81f3\u6b7b\u4ea1\u4e8b\u6545\u4ecd\u7136\u53d1\u751f\uff0c\u662f\u5f88\u4ee4\u4eba\u62c5\u5fe7\u7684\u3002\u7ee7\u8fd1\u6765\u4e00\u8d77\u88ab\u5e7f\u6cdb\u62a5\u5bfc\u7684\u4e8b\u6545\uff0c\u4e00\u540d\u5973\u6027\u4e58\u5ba2\u56e0\u8dcc\u5165\u51b0\u51b7\u7684\u6c34\u4e2d\u4e25\u91cd\u53d7\u4f24\uff0c\u88ab\u8f6c\u9001\u5230\u6d77\u5cb8\u8b66\u536b\u6cbb\u7597\u8239\u4e0a\u6551\u6cbb\uff0c\u82f1\u56fd\u6d77\u8fd0\u5f53\u5c40\u3001\u6d77\u4e0a\u548c\u6d77\u5cb8\u8b66\u536b\u90e8\u6700\u8fd1\u7b7e\u53d1\u4e86\u5173\u4e8e\u8239\u8236\u4eba\u5458\u8f6c\u79fb\u5b89\u5168\u7684\u822a\u8fd0\u6307\u5f15\u901a\u77e5\uff08MGN 432 (M+F)\uff09\u3002\u6307\u5f15\u901a\u77e5\u662f\u5bf9\u5df2\u7ecf\u5728\u82f1\u56fd\u751f\u6548\u5b9e\u65bd\u7684\u6709\u5173\u89c4\u5b9a\u7684\u8865\u5145\uff0c\u6307\u5f15\u822a\u8fd0\u90e8\u95e8\u7279\u522b\u7559\u610f\u67d0\u4e9b\u533a\u57df\u4ee5\u53ca\u5728\u8239\u8236\u8fdb\u884c\u8fd9\u7c7b\u578b\u4e1a\u52a1\u524d\u5e94\u4e86\u89e3\u7684\u89c4\u5b9a\u3002\u534f\u4f1a\u5e0c\u671b\u7c4d\u6b64\u673a\u4f1a\u518d\u6b21\u5f3a\u8c03\u8fd9\u4e9b\u4e8b\u6545\u7684\u4e25\u91cd\u6027\uff0c\u4fc3\u8fdb\u5b9e\u8df5\u5de5\u4f5c\u66f4\u597d\u5730\u8fdb\u884c\u3002\u5177\u4f53\u8bf7\u67e5\u770b\u901a\u51fd\u4e8c\u3002<\/p>","protected":false},"excerpt":{"rendered":"<p>Circular 1&nbsp;&nbsp;CHN&nbsp;&nbsp;&nbsp;&nbsp;ENG&nbsp;
