The no-sail zone demand comes after the Western military alliance agreed on Tuesday night to organise a naval patrol of the country as part of wider efforts to enforce an arms embargo on the government of Muammar Gaddafi, which is engaged in civil war with a pro-democracy faction. BIMCO maritime security specialist Jakob Paaske Larsen said that the rapidly changing military picture made it impossible for Nato to be more precise, although it should still be possibly for tankers to load in adjoining Egypt, for instance. &#8220;Nato cannot state a specific number of nautical miles one should stay away because the situation is so fluid, but it is probably the best they can do,&#8221; he added.<\/p>\n<p style=\"text-align: justify;\">BIMCO is producing guidelines of its own on the Libya crisis, which could be ready as early as today.<\/p>\n<p style=\"text-align: justify;\">A spokesman for Intertanko, which represents the sector most likely to trade with Libya, said that he was unaware of any consultations at this stage.<\/p>\n<p style=\"text-align: justify;\">BIMCO said that informal talks with Nato had taken place earlier in the week, and that formal consultation was expected in due course.<\/p>\n<p style=\"text-align: justify;\">Initially the Nato mission will be made up of two of the flotillas that routinely patrol the Mediterranean, including two frigates, six minesweepers and a supply ship. Further warships are likely to join the effort in the next few days.<\/p>\n<p style=\"text-align: justify;\">&#8220;The operation will be similar to a naval mission carried out by Nato ships in the Adriatic Sea during the 1992-1995 war in Bosnia that also enforced an arms embargo,&#8221; a statement said.<\/p>\n<p style=\"text-align: justify;\">Nato ships and aircraft in the central Mediterranean will monitor, report and, if necessary, interdict vessels suspected of carrying illegal arms or mercenaries, it went on.<\/p>\n<p style=\"text-align: justify;\">Lloyd&#8217;s List reported yesterday that a small number of tankers appear to be planning vessel calls in Libya.<\/p>\n<p style=\"text-align: justify;\">A local shipping source who is in contact with the opposition said in an exchange of emails that the opposition was aware of this issue, and would attempt to stop export of a scheduled consignment of fuel oil on a Greek-owned product tanker. The posters use cartoons to highlight good practice and emphasise the potential consequences of not doing so. The safety message is communicated in eleven principal maritime languages. It has been found during Port State Control Inspections that some offending vessels do not have charts onboard or are using scanned\/photocopied charts. When this occurs, it usually results in the vessel being detained. Details please refer to attached Circular 4.<\/p>\n<p style=\"text-align: justify;\">Circular 5: Steel Pre-Shipment Inspections (from Shipowners)<\/p>\n<p style=\"text-align: justify;\">As we know, all Clubs have similar requirements of pre-loading survey to steel cargo, to best protect members&#8217; interests and defend claims. Enclosed is the latest circular from SOP for your reference.<br \/>We have recently received a number of enquiries from Members regarding the Club&#8217;s position on the requirement for steel pre-shipment surveys to be undertaken. Vessel owners have an obligation to cargo owners to deliver cargo carried on their ships in the same condition as when it was loaded. However, finished steel products are susceptible to physical damage and rusting which can occur prior to shipment. Even relatively minor damage to steel products can lead to extensive claims being pursued against a vessel owner. In order to defend claims, and for the Club to be able to best protect Members&#8217; interests, the importance of accurately claused bills of lading is therefore self-evident. 12px;\">\u4e2d\u8239\u4fdd\u53d1\u5e03\u4e86\u5173\u4e8e\u8054\u5408\u56fd\u3001\u6b27\u76df\u3001\u7f8e\u56fd\u5bf9\u5229\u6bd4\u4e9a\u5236\u88c1\u7684\u76f8\u5173\u7acb\u6cd5\uff0c\u5e76\u8868\u660e\u4e86\u534f\u4f1a\u627f\u4fdd\u95ee\u9898\u7684\u6001\u5ea6\u3002\u8be6\u89c1\u9644\u4ef6\u4e2d\u8239\u4fdd\u901a\u51fd\u3002\u5176\u5b83\u534f\u4f1a\u4e5f\u53d1\u8fc7\u7c7b\u4f3c\u7684\u901a\u51fd\uff0cAPI\u548cWOE\u7684\u901a\u51fd\u53ef\u5728\u6211\u4eec3\u67088\u65e5\u7684\u90ae\u4ef6\u4e2d\u67e5\u627e\u3002\u5982\u9700\u53e6\u51fd\u53d1\u9001\u8bf7\u544a\u77e5\u3002<\/p>\n<p style=\"font-size: 12px;\">\u901a\u51fd\u4e09\uff1a\u5b89\u5168\u7cfb\u5217\u6d77\u62a5 \u2013 (from WOE)<\/p>\n<p style=\"font-size:
