The potential risk of liquefaction occurs not just in India; miss-declaration of cargoes prone to liquefaction is a common and serious risk for vessels trading in the Philippines.<\/p>\n<p style=\"text-align: justify;\">In some cases, shipper tendered seriously waterlogged iron ore cargo as Category &#8220;C&#8221;.
