The Club has recently noted a surge in Customs fines for cargo shortages and over-landing in Turkish ports.<\/p>\n

The process of a claim by Turkish Customs arising from short delivery is as follows:<\/p>\n

\n

a.When cargo is short-delivered, Customs will serve a notice on the vessel’s local agent declaring the commencement of the claim. It will be stated in the notice that the relevant cargo is short-delivered and that the Agent is granted three months from the date of the notice to explain the reason for shortage, or to present a Short Shipment Certificate. It may be possible for the Agent to obtain a three-month extension of time to respond thereafter. At the end of the second three-month extension it may also be possible for the Agent to obtain a final one-month extension.<\/p>\n<\/blockquote>\n

a.\u4e00\u65e6\u51fa\u73b0\u77ed\u91cf\u5378\u8d27\u60c5\u5f62\uff0c\u6d77\u5173\u4f1a\u5411\u8f7d\u8d27\u8239\u8236\u7684\u5f53\u5730\u4ee3\u7406\u4eba\u9001\u8fbe\u4e00\u4efd\u901a\u77e5\u4e66\uff0c\u544a\u77e5\u7f5a\u6b3e\u7a0b\u5e8f\u5f00\u59cb\u542f\u52a8\uff0c\u8bf4\u660e\u77ed\u5378\u7684\u76f8\u5173\u8d27\u7269\u5e76\u5141\u8bb8\u8be5\u8239\u4ee3\u5728\u6536\u5230\u901a\u77e5\u4e4b\u540e\u7684\u4e09\u4e2a\u6708\u5185\u89e3\u91ca\u77ed\u5378\u539f\u56e0\u6216\u63d0\u4ea4\u4e00\u4efd\u77ed\u88c5\u8bc1\u4e66\u3002\u8239\u4ee3\u53ef\u80fd\u4f1a\u83b7\u5f97\u7ee7\u7eed\u5ef6\u671f\u4e09\u4e2a\u6708\u518d\u4f5c\u51fa\u7b54\u590d\u7684\u8bb8\u53ef\u3002\u5ef6\u671f\u671f\u9650\u5c4a\u6ee1\u4e4b\u65f6\uff0c\u8239\u4ee3\u8fd8\u6709\u53ef\u80fd\u518d\u6b21\u83b7\u5f97\u6700\u540e\u5ef6\u671f\u4e00\u4e2a\u6708\u7684\u8bb8\u53ef\u3002<\/p>\n<\/blockquote>\n
