Background<\/strong>
Shipowners have learned to live with the Maritime Labour Convention (MLC) 2006 which entered into force on 23 August 2013. It has now been ratified by over sixty states representing 80% of the world gross tonnage and is by any measure a major piece of legislation affecting the entire industry.<\/p>\n

The MLC is important in setting basic minimum standards which the great majority of shipowners are able to meet without introducing far reaching changes to their employment practices.<\/p>\n

New developments – Financial security requirements<\/strong>
However, further changes are on the way. On 13 June 2014, the International Labour Organisation adopted amendments which will extend the scope of financial security requirements. These new requirements will need to be implemented by individual states and, according to ILO, are likely to enter into force by early 2017.<\/p>\n

\u6d77\u4e8b\u52b3\u5de5\u516c\u7ea6\u5bf9\u8bbe\u7acb\u57fa\u672c\u6700\u4f4e\u6807\u51c6\u8d77\u4e86\u91cd\u8981\u4f5c\u7528\uff0c\u540c\u65f6\u7edd\u5927\u591a\u6570\u8239\u4e1c\u5728\u65e0\u9700\u6df1\u8fdc\u6539\u53d8\u4ed6\u4eec\u7684\u7528\u5de5\u884c\u4e3a\u4e0b\u5c31\u7b26\u5408\u4e86\u6700\u4f4e\u57fa\u672c\u6807\u51c6\u3002<\/p>\n

\u7136\u800c\uff0c\u8fdb\u4e00\u6b65\u7684\u6539\u53d8\u5373\u5c06\u5b9e\u884c\u3002\u56fd\u9645\u52b3\u5de5\u7ec4\u7ec7\u57282014\u5e746\u670813\u65e5\u901a\u8fc7\u7684\u4fee\u8ba2\uff0c\u5c06\u6269\u5927\u5173\u4e8e\u8d22\u52a1\u62c5\u4fdd\u8981\u6c42\u7684\u8303\u56f4\u3002\u8fd9\u4e9b\u65b0\u7684\u8981\u6c42\u5fc5\u987b\u5728\u6bcf\u4e2a\u516c\u7ea6\u56fd\u8d2f\u5f7b\uff0c\u56fd\u9645\u52b3\u5de5\u7ec4\u7ec7\u8ba4\u4e3a\u8fd9\u4e9b\u65b0\u8981\u6c42\u7684\u8d2f\u5f7b\u5c06\u4e8e2017\u5e74\u8d77\u751f\u6548\u3002<\/p>\n
