This Circular acts as a reminder of the need to follow industry guidelines and best practice in all bunkering operations and of the main issues to consider in bunker quality claims. In particular, the Club makes the following comments and recommendations:<\/p>\n<p style=\"font-size: 11.818181991577148px; text-align: justify;\"><strong>Background<\/strong><br \/>Owners and charterers continue to face difficult market conditions and savings in bunker prices can have a significant impact on the profitability of their ventures. At the same time we have seen instances of suppliers blending poor quality oil products together, resulting in lower overall quality bunkers, to try and meet the demand for cheaper bunkers. Coupled with the stricter provisions that are to be seen in charter party terms, requiring fuels to comply with strict ISO specifications and being fit for safe consumption, it was perhaps inevitable that the frequency of claims \u2013 both by purchasers against bunker suppliers and by owners against charterers responsible for stemming suitable bunkers \u2013 would increase as the search to minimise costs continues.<\/p>\n<p style=\"font-size: 11.818181991577148px; text-align: justify;\">See attached file: Bunker Quality Claims.pdf<\/p>\n<p style=\"border: 0px; outline: 0px; font-size: 12px; text-align: justify;\">&nbsp;<\/p>\n<p style=\"border: 0px; outline: 0px; font-size: 12px; text-align: justify;\"><span style=\"font-size: 14pt; color: #022469;\"><strong>\u71c3\u6cb9\u8d28\u91cf\u7d22\u8d54<\/strong><\/span><\/p>\n<p style=\"font-size: 11.818181991577148px;\">\u8fd1\u671f\uff0c\u534f\u4f1a\u63a5\u5230\u8d8a\u6765\u8d8a\u591a\u6709\u5173\u52a3\u8d28\u71c3\u6cb9\u4f9b\u5e94\u548c\u6d88\u8017\u7684\u7d22\u8d54\u901a\u77e5\u3002\u5e0c\u671b\u901a\u8fc7\u672c\u6587\u63d0\u9192\u4f1a\u5458\u6ce8\u610f\uff0c\u6240\u6709\u71c3\u6cb9\u4f5c\u4e1a\u9075\u5faa\u884c\u4e1a\u6307\u5bfc\u548c\u6700\u4f73\u5b9e\u8df5\u7684\u5fc5\u8981\u6027\uff0c\u4ee5\u53ca\u71c3\u6cb9\u8d28\u91cf\u7d22\u8d54\u4e2d\u9700\u8981\u8003\u8651\u7684\u4e3b\u8981\u95ee\u9898\u3002\u534f\u4f1a\u8bc4\u8bba\u548c\u5efa\u8bae\u5982\u4e0b\uff1a<\/p>\n<p style=\"font-size: 11.818181991577148px;\"><strong>\u80cc\u666f<\/strong><br \/>\u8239\u4e1c\u548c\u79df\u5bb6\u6301\u7eed\u9762\u4e34\u8427\u6761\u7684\u5e02\u573a\u6761\u4ef6\uff0c\u964d\u4f4e\u71c3\u6cb9\u8d39\u7528\u5bf9\u4f01\u4e1a\u76c8\u5229\u6709\u663e\u8457\u7684\u5f71\u54cd\u3002\u540c\u65f6\uff0c\u534f\u4f1a\u4e5f\u53d1\u73b0\u71c3\u6cb9\u4f9b\u5e94\u5546\u6df7\u5165\u52a3\u8d28\u6210\u54c1\u6cb9\uff0c\u964d\u4f4e\u71c3\u6cb9\u6574\u4f53\u8d28\u91cf\uff0c\u4ece\u800c\u6ee1\u8db3\u5e02\u573a\u5bf9\u4f4e\u4ef7\u71c3\u6cb9\u7684\u9700\u6c42\u3002\u53e6\u5916\uff0c\u79df\u7ea6\u5173\u4e8e\u71c3\u6cb9\u8d28\u91cf\u7684\u6761\u6b3e\u8f83\u4e3a\u4e25\u683c\uff0c\u8981\u6c42\u71c3\u6cb9\u7b26\u5408\u4e25\u683c\u7684ISO\u89c4\u8303\u4e14\u9002\u4e8e\u5b89\u5168\u6d88\u8017\u3002\u5f53\u4eba\u4eec\u4e0d\u65ad\u8ffd\u6c42\u6210\u672c\u6700\u5c0f\u5316\u65f6\uff0c\u4e0d\u53ef\u907f\u514d\u5730\u4f1a\u63d0\u9ad8\u7d22\u8d54\u7387\uff0c\u5305\u62ec\u4e70\u65b9\u5411\u71c3\u6cb9\u4f9b\u5e94\u5546\u7d22\u8d54\u4ee5\u53ca\u8239\u4e1c\u5411\u79df\u5bb6\u63d0\u51fa\u52a0\u8f7d\u9002\u5f53\u71c3\u6cb9\u8d23\u4efb\u7684\u7d22\u8d54\u3002<\/p>\n<p style=\"font-size: 11.818181991577148px;\">\u8be6\u7ec6\u4fe1\u606f\u8bf7\u53c2\u9605\u9644\u4ef6\u3002<\/p>\n<p><span style=\"text-align: justify;\"><br \/><\/span><\/p>","protected":false},"excerpt":{"rendered":"<p>&nbsp;&nbsp;ENG&nbsp; &nbsp;&nbsp;CHN&nbsp;&nbsp; The Club has recently experienced an increase in claim notifications relating to the supply and consumption of poor quality fuel.
