The following recommendations have recently been received from Turkey.<\/strong><\/p>\n

In practical terms, having recently experienced the application of the serious changes in the cases where there is an allegation of shortage\/deficiency or overage\/excessiveness in the discharged quantities against the customs declaration\/bill of lading figures, this circular herein is prepared in order to enable our principals to stay up to date.<\/p>\n

The Law Regarding Amendments to the Customs Law and Other Laws and Statutory Decrees (hereinafter referred to as \u201cLaw No. 6455\u201d) entered into force on 11.04.2013 has amended some provisions under the Turkish Customs Code (hereinafter referred to as \u201cTCC\u201d), whose scope is to lay down the customs rules that shall apply to goods and means of transport entering into and exiting from the Customs Territory of the Republic of Turkey.<\/p>\n

In addition to the above, the legislator has regulated some changes in the Customs Regulation (hereinafter referred to as \u201cRegulation No. 27369\u201d) via the By-Law Related to Making Amendments on the Same promulgated on 21.11.2013 (hereinafter referred to as \u201cBy-Law No. 28828\u201d).<\/p>\n

As detailed below, there have been some considerable changes on the factors which go into the calculation of administrative fines.<\/p>\n

\u6709\u5173\u8d27\u7269\u77ed\/\u6ea2\u6848\u4ef6\u4e2d\u884c\u653f\u7f5a\u6b3e\u8ba1\u7b97\u65b9\u6cd5\u7684\u6700\u65b0\u53d1\u5c55 – \u571f\u8033\u5176<\/strong><\/span><\/p>\n

\u6700\u8fd1\u4ece\u571f\u8033\u5176\u83b7\u6089\u5982\u4e0b\u5efa\u8bae\uff1a<\/strong><\/p>\n

\u5b9e\u8df5\u4e2d\uff0c\u9274\u4e8e\u6700\u8fd1\u6709\u5173\u5378\u8d27\u6570\u91cf\u8f83\u62a5\u5173\u5355\u6216\u63d0\u5355\u77ed\u5c11\/\u6ea2\u88c5\u7d22\u8d54\u6848\u4ef6\u4e2d\u7684\u91cd\u5927\u53d8\u5316\uff0c\u6b64\u516c\u544a\u65e8\u5728\u5411\u59d4\u6258\u4eba\u63d0\u4f9b\u6700\u65b0\u4fe1\u606f\u3002<\/p>\n

\u300a\u5173\u4e8e\u6d77\u5173\u6cd5\u548c\u5176\u5b83\u6cd5\u5f8b\u3001\u6cd5\u4ee4\u7684\u4fee\u6539\u6cd5\u300b\uff08\u4ee5\u4e0b\u79f0\u7b2c6455\u53f7\u6cd5\uff09\u4e8e2013\u5e744\u670811\u65e5\u751f\u6548\uff0c\u4fee\u8ba2\u4e86\u300a\u571f\u8033\u5176\u6d77\u5173\u89c4\u5219\u300b\uff08\u4ee5\u4e0b\u79f0 \u201cTCC\u201d\uff09\u7684\u76f8\u5173\u89c4\u5b9a\u3002TCC\u65e8\u5728\u5236\u5b9a\u9002\u7528\u4e8e\u8fdb\u5165\u548c\u79bb\u5f00\u571f\u8033\u5176\u5171\u548c\u56fd\u6d77\u5173\u7684\u8d27\u7269\u548c\u8fd0\u8f93\u5de5\u5177\u7684\u6d77\u5173\u89c4\u5219\u3002<\/p>\n

\u6b64\u5916\uff0c\u7acb\u6cd5\u8005\u4f9d\u636e2013\u5e7411\u670821\u65e5\u9881\u5e03\u7684\u300a\u5173\u4e8e\u4fee\u6b63\u6848\u7684\u6cd5\u89c4\u300b\uff08\u4ee5\u4e0b\u79f0\u7b2c28828\u53f7\u6cd5\u89c4\uff09\uff0c\u4fee\u8ba2\u4e86\u300a\u6d77\u5173\u89c4\u5219\u300b\uff08\u4ee5\u4e0b\u79f0\u7b2c27369\u53f7\u89c4\u5219\uff09\u3002<\/p>\n

\u5982\u4e0b\u6240\u8ff0\uff0c\u5f71\u54cd\u884c\u653f\u7f5a\u6b3e\u7684\u8ba1\u7b97\u65b9\u6cd5\u7684\u56e0\u7d20\u53d1\u751f\u4e86\u5f88\u5927\u7684\u53d8\u5316\u3002<\/p>\n
