The export of nickel ore from the Philippines has in the last 10 years been on a major scale. The majority of the ore is mined in the south of the Philippines around an area called Surigao, then being shipped to China the main consumer who appears to have an insatiable appitate for it. Indeed China\u2019s interests in the Philippine nickel ore deposits extends to Chinese investors actively being part owners of the facilities. The shear scale of the operation (millions of tonnes per year) has now attracted the attention of the Philippines government which realised that due to some \u201cexotic\u201d operations in regards to export tax and over subscription on mining permits that a huge revenue to the country has been lost.<\/p>\n

In order to address this a House Bill appears to be being \u201cfast tracked\u201d the Bill is entitled;<\/p>\n

\u8fc7\u53bb10\u5e74\uff0c\u83f2\u5f8b\u5bbe\u954d\u77ff\u51fa\u53e3\u6301\u7eed\u6269\u5927\u3002\u5927\u90e8\u5206\u954d\u77ff\u4ece\u83f2\u5f8b\u5bbe\u5357\u90e8\u82cf\u91cc\u9ad8\u9644\u8fd1\u5730\u533a\u5f00\u91c7\uff0c\u4e4b\u540e\u8fd0\u5f80\u4e3b\u8981\u7684\u6d88\u8d39\u56fd\u2014\u2014\u4e2d\u56fd\uff0c\u4f3c\u4e4e\u4e2d\u56fd\u5bf9\u954d\u77ff\u7684\u9700\u6c42\u6c38\u8fdc\u5f97\u4e0d\u5230\u6ee1\u8db3\u3002\u4e8b\u5b9e\u4e0a\uff0c\u4e2d\u56fd\u5bf9\u83f2\u5f8b\u5bbe\u954d\u77ff\u50a8\u91cf\u7684\u5173\u6ce8\u6301\u7eed\u53d1\u5c55\uff0c\u76ee\u524d\u4e2d\u56fd\u6295\u8d44\u8005\u6b63\u79ef\u6781\u6210\u4e3a\u77ff\u4ea7\u6240\u6709\u4eba\u3002\u6bcf\u5e74\u51e0\u767e\u4e07\u5428\u4ea7\u91cf\u7684\u5927\u89c4\u6a21\u64cd\u4f5c\uff0c\u4e5f\u5f15\u8d77\u4e86\u83f2\u5f8b\u5bbe\u653f\u5e9c\u7684\u5173\u6ce8\u3002\u83f2\u5f8b\u5bbe\u653f\u5e9c\u610f\u8bc6\u5230\uff0c\u5728\u51fa\u53e3\u7a0e\u548c\u8fc7\u5ea6\u7b7e\u7f72\u5f00\u91c7\u8bb8\u53ef\u65b9\u9762\u7684\u4e00\u4e9b\u201c\u5916\u6765\u201d\u7ecf\u8425\u56e0\u7d20\uff0c\u7ed9\u83f2\u5f8b\u5bbe\u56fd\u5bb6\u6536\u5165\u9020\u6210\u4e86\u5de8\u5927\u7684\u635f\u5931\u3002<\/p>\n
