Until the recent Ebola outbreak in West Africa, the legal questions concerning quarantine and charterparties were the stuff of theoretical and textbook debate. It is, however, now very appropriate to review charter arrangements in the light of not just the existing outbreak but also to prepare for the likely risk of similar situations in the future.<\/p>\n

The situation<\/strong>
Until the recent Ebola outbreak started to grab the attention of the world\u2019s media it had been a long time since a disease had caused this much of an issue for shipping and trade. This may in part be due to the nature of communication and media in the 21st century, a 24 hour world with instant news reporting, which is why issues such as the plague outbreak in India in the 1990s were perhaps much lesser known events and which caused far less disruption to shipping activities.<\/p>\n

\u8fd1\u671f\u57c3\u535a\u62c9\u75c5\u6bd2\u5728\u897f\u975e\u5730\u533a\u66b4\u53d1\u4e4b\u524d\uff0c\u6709\u5173\u68c0\u75ab\u548c\u79df\u8239\u5408\u540c\u7684\u6cd5\u5f8b\u95ee\u9898\u5927\u90fd\u9650\u4e8e\u7406\u8bba\u548c\u8bfe\u672c\u4e0a\u7684\u4e89\u8bba\u3002\u7136\u800c\uff0c\u9274\u4e8e\u5f53\u4e0b\u66b4\u53d1\u7684\u75ab\u60c5\uff0c\u4e3a\u4eca\u540e\u7c7b\u4f3c\u60c5\u51b5\u7684\u53d1\u751f\u505a\u597d\u51c6\u5907\uff0c\u73b0\u5728\u662f\u65f6\u5019\u5ba1\u67e5\u79df\u8239\u5408\u540c\u7684\u76f8\u5173\u5185\u5bb9\u4e86\u3002<\/p>\n

\u6211\u4eec\u5df2\u7ecf\u5728\u5f88\u957f\u4e00\u6bb5\u65f6\u95f4\u90fd\u6ca1\u6709\u9047\u5230\uff0c\u67d0\u4e00\u79cd\u75be\u75c5\u53ef\u4ee5\u5bf9\u8d38\u6613\u548c\u822a\u8fd0\u4ea7\u751f\u8fd9\u4e48\u5927\u7684\u5f71\u54cd\uff0c\u76f4\u5230\u8fd1\u671f\u57c3\u535a\u62c9\u75c5\u6bd2\u7684\u66b4\u53d1\u6210\u4e3a\u5168\u7403\u5a92\u4f53\u7684\u805a\u7126\u70b9\u3002\u90e8\u5206\u539f\u56e0\u53ef\u80fd\u662f\u7531\u4e8e\u4e8c\u5341\u4e00\u4e16\u7eaa\u901a\u4fe1\u548c\u5a92\u4f53\u7684\u7279\u6027\uff0c\u5373\uff0c\u5168\u7403\u5373\u65f6\u5eff\u56db\u5c0f\u65f6\u7684\u65b0\u95fb\u64ad\u62a5\u3002\u8fd9\u4e00\u70b9\u4e5f\u53ef\u4ee5\u89e3\u91ca\uff0c\u4e3a\u4ec0\u4e48\u4e0a\u4e16\u7eaa90\u5e74\u4ee3\u7684\u5370\u5ea6\u761f\u75ab\u66b4\u53d1\u5728\u5168\u7403\u7684\u5f71\u54cd\u529b\u8981\u5c0f\u5f88\u591a\uff0c\u5bf9\u822a\u8fd0\u7684\u7834\u574f\u6027\u4e5f\u76f8\u5bf9\u5c0f\u5f88\u591a\u3002<\/p>\n
