Cargo shortage<\/strong>
Cargo shortage claim is commonly found at the largest exporting port of fertilizer of Yantai, China. Normally, the B\/L quantity is ascertained by the draft surveys that arranged by shipper. If shipper\u2019s surveyors tend to over-protect shipper\u2019s interests by taking the advantages of their local resources, the B\/L quantity may not reflect the actual loaded quantity.<\/p>\n

Shipper and owners\u2019 surveyor may have disputes over seawater density, the readings of draft survey and the soundings of ballast water during draft survey. In case an agreement cannot be reached upon completion of loading regarding the loaded cargo quantity, then vessel may be shifted to anchorage by port authority and awaited for the result of negotiation among parties concerned, the vessel\u2019s schedule may be affected and time loss may therefore be incurred.<\/p>\n

\u8d27\u7269\u77ed\u91cf\u662f\u76ee\u524d\u5728\u4e2d\u56fd\u6700\u5927\u7684\u5316\u80a5\u51fa\u53e3\u6e2f\u2014\u2014\u70df\u53f0\u6e2f\u88c5\u8f7d\u5316\u80a5\u8d27\u7269\u6700\u7ecf\u5e38\u9047\u5230\u7684\u95ee\u9898\u3002\u6563\u88c5\u5316\u80a5\u7684\u63d0\u5355\u6570\u91cf\u901a\u5e38\u4ee5\u6258\u8fd0\u4eba\u5b89\u6392\u7684\u6c34\u5c3a\u68c0\u9a8c\u6570\u91cf\u4e3a\u51c6\u3002\u5982\u679c\u6258\u8fd0\u4eba\u7684\u68c0\u9a8c\u4eba\u5229\u7528\u672c\u5730\u4f18\u52bf\uff0c\u5728\u6c34\u5c3a\u8ba1\u91cf\u65f6\u8fc7\u5ea6\u7ef4\u62a4\u53d1\u8d27\u65b9\u5229\u76ca\uff0c\u5219\u53ef\u80fd\u4ea7\u751f\u63d0\u5355\u6570\u91cf\u4e0e\u5b9e\u9645\u88c5\u8239\u6570\u91cf\u4e0d\u76f8\u7b26\u7684\u60c5\u51b5\u3002<\/p>\n

\u5728\u6c34\u5c3a\u8ba1\u91cf\u65f6\uff0c\u6258\u8fd0\u4eba\u59d4\u6258\u7684\u68c0\u9a8c\u5458\u548c\u627f\u8fd0\u4eba\u59d4\u6258\u7684\u68c0\u9a8c\u5458\u5bb9\u6613\u5c31\u6d77\u6c34\u5bc6\u5ea6\u3001\u6c34\u5c3a\u8bfb\u6570\u53ca\u538b\u8f7d\u6c34\u6570\u636e\u7b49\u7684\u91c7\u7528\u4ea7\u751f\u4e89\u8bae\u3002\u88c5\u8239\u5b8c\u6210\u540e\uff0c\u5982\u679c\u6258\u8fd0\u4eba\u4e0e\u8239\u65b9\u5c31\u88c5\u8239\u6570\u91cf\u65e0\u6cd5\u8fbe\u6210\u4e00\u81f4\uff0c\u5219\u8239\u8236\u5c06\u53ef\u80fd\u88ab\u6e2f\u52a1\u5c40\u79fb\u81f3\u951a\u5730\u7b49\u5f85\u540e\u7eed\u76f8\u5173\u65b9\u534f\u5546\u89e3\u51b3\uff0c\u4ece\u800c\u9020\u6210\u8239\u671f\u5ef6\u8bef\u4ee5\u53ca\u8239\u671f\u635f\u5931\u7b49\u3002<\/p>\n
