Providing necessary assistance to these people is no different to search and rescue operations following fire or shipwreck.<\/strong><\/p>\n<p style=\"font-size: 11.818181991577148px; text-align: justify;\">By the immemorial custom of the sea, mariners have always been obliged to assist anyone in distress. This obligation is now set out in the 1974 International Convention for the Safety of Life at Sea (SOLAS), which places the legal obligation upon the Master:<\/p>\n<p style=\"font-size: 11.818181991577148px; text-align: justify;\">\u201cThe Master of a ship at sea which is in a position to be able to provide assistance, on receiving information from any source that persons are in distress at sea, is bound to proceed with all speed to their assistance, if possible informing them or the search and rescue service that the ship is doing so\u201d.<\/p>\n<p style=\"font-size: 11.818181991577148px;\">See attached file: Assisting Persons in Distress &#8211; Obligations and Indemnities.pdf<\/p>\n<p style=\"border: 0px; outline: 0px; font-size: 12px; text-align: justify;\">&nbsp;<\/p>\n<p style=\"border: 0px; outline: 0px; font-size: 12px; text-align: justify;\"><span style=\"font-size: 14pt; color: #022469;\"><strong>\u6d77\u4e0a\u4eba\u5458\u6551\u52a9\u2013\u8d23\u4efb\u4e0e\u8d54\u507f<\/strong><\/span><\/p>\n<p style=\"font-size: 11.818181991577148px; text-align: justify;\"><strong>2014\u548c2015\u5e74\u5168\u7403\u51fa\u73b0\u6d77\u4e0a\u79fb\u6c11\u6f6e\uff0c\u4e3b\u8981\u96c6\u4e2d\u5728\u4e1c\u5357\u4e9a\u4ee5\u53ca\u5730\u4e2d\u6d77\u6d77\u57df\u3002\u5411\u8fd9\u4e9b\u4eba\u5458\u63d0\u4f9b\u7684\u6551\u52a9\u4e0e\u706b\u707e\u6216\u6c89\u8239\u4e8b\u6545\u540e\u8fdb\u884c\u7684\u641c\u6551\u4f5c\u4e1a\u6ca1\u6709\u533a\u522b\u3002<\/strong><\/p>\n<p>\u6839\u636e\u4e00\u8d2f\u4ee5\u6765\u7684\u6d77\u4e0a\u4f20\u7edf\uff0c\u6d77\u5458\u6709\u4e49\u52a1\u6551\u52a9\u4efb\u4f55\u6d77\u4e0a\u9047\u96be\u4eba\u5458\u3002\u300a1974\u5e74\u56fd\u9645\u6d77\u4e0a\u4eba\u547d\u5b89\u5168\u516c\u7ea6\u300b(SOLAS\u516c\u7ea6)\u660e\u786e\u89c4\u5b9a\uff0c\u8239\u957f\u5bf9\u6b64\u8d1f\u6709\u6cd5\u5f8b\u8d23\u4efb\u3002<\/p>\n<p style=\"font-size: 11.818181991577148px; text-align: justify;\">\u201c\u6709\u80fd\u529b\u63d0\u4f9b\u63f4\u52a9\u8239\u8236\u7684\u8239\u957f\u5728\u63a5\u5230\u6765\u81ea\u4efb\u4f55\u65b9\u9762\u7684\u5173\u4e8e\u6d77\u4e0a\u4eba\u5458\u9047\u9669\u7684\u4fe1\u606f\u65f6\uff0c\u5e94\u5168\u901f\u524d\u5f80\u63d0\u4f9b\u63f4\u52a9\uff0c\u5982\u6709\u53ef\u80fd\u5e94\u901a\u77e5\u9047\u9669\u4eba\u5458\u6216\u641c\u6551\u673a\u6784\uff0c\u672c\u8239\u6b63\u524d\u5f80\u6551\u63f4\u3002\u201d<\/p>\n<p style=\"border: 0px; outline: 0px; font-size: 12px; text-align: justify;\">\u8be6\u7ec6\u4fe1\u606f\u8bf7\u53c2\u9605\u9644\u4ef6\u3002<\/p>\n<p><span style=\"text-align: justify;\"><br \/><\/span><\/p>","protected":false},"excerpt":{"rendered":"<p>&nbsp;&nbsp;ENG&nbsp; &nbsp;&nbsp;CHN&nbsp;&nbsp; 2014 and 2015 have seen great movements of migrants by sea, primarily in Southeast Asia and across the Mediterranean.
