This is somewhat unusual as the nature of most OSVs tend to operate in and out of the same port, rather than traditional \u2018bluewater\u2019 vessels where the work is more transient. However, it may be that OSVs are regarded as \u201ceasier targets\u201d than bluewater vessels due to their typically low freeboard.<\/p>\n<p style=\"font-size: 11.818181991577148px; text-align: justify;\">The South African immigration authorities have issued a notice advising that if an illegal person is found on board a vessel, they will be classed as a stowaway rather than a trespasser if there is no definitive evidence to the contrary. The onus therefore rests on owners to prove with tangible evidence that the person boarded the vessel in South Africa. From experience, the immigration authorities do not consider statements from stowaways as credible and are equally unlikely to accept the crew\u2019s word.<\/p>\n<p style=\"font-size: 11.818181991577148px; text-align: justify;\">See attached file: South Africa: Dealing with Stowaways.pdf<\/p>\n<p style=\"border: 0px; outline: 0px; font-size: 12px; text-align: justify;\">&nbsp;<\/p>\n<p style=\"border: 0px; outline: 0px; font-size: 12px; text-align: justify;\"><span style=\"font-size: 14pt; color: #022469;\"><strong>\u5357\u975e\uff1a\u5e94\u5bf9\u5077\u6e21<\/strong><\/span><\/p>\n<p style=\"font-size: 11.818181991577148px; text-align: justify;\">\u534f\u4f1a\u6ce8\u610f\u5230\u5357\u975e\u5077\u6e21\u4e8b\u4ef6\u4ecd\u4fdd\u6301\u4e0a\u5347\u8d8b\u52bf\uff0c\u5c24\u5176\u662f\u6d77\u4f9b\u8239\u3002\u4e0d\u540c\u4e8e\u4f20\u7edf\u8fdc\u6d0b\u8239\u8236\uff0c\u5927\u90e8\u5206\u6d77\u4f9b\u8239\u662f\u5728\u540c\u4e00\u4e2a\u6e2f\u53e3\u4f5c\u4e1a\uff0c\u56e0\u6b64\u6d77\u4f9b\u8239\u4e0a\u51fa\u73b0\u5077\u6e21\u4e8b\u4ef6\u662f\u6bd4\u8f83\u7f55\u89c1\u7684\u3002\u4e0d\u8fc7\uff0c\u7531\u4e8e\u6d77\u4f9b\u8239\u5e72\u8237\u4f4e\u7684\u7279\u70b9\uff0c\u76f8\u6bd4\u8fdc\u6d0b\u8239\u53ef\u80fd\u662f\u201c\u66f4\u5bb9\u6613\u7684\u76ee\u6807\u201d\u3002<\/p>\n<p style=\"font-size: 11.818181991577148px; text-align: justify;\">\u5357\u975e\u79fb\u6c11\u5f53\u5c40\u5df2\u53d1\u5e03\u901a\u77e5\uff0c\u5982\u679c\u5728\u8239\u4e0a\u53d1\u73b0\u975e\u6cd5\u6ede\u7559\u4eba\u5458\uff0c\u5728\u65e0\u786e\u51ff\u76f8\u53cd\u8bc1\u636e\u7684\u60c5\u51b5\u4e0b\uff0c\u5176\u5c06\u88ab\u89c6\u4e3a\u5077\u6e21\u8005\u800c\u975e\u4fb5\u5165\u8005\u3002\u56e0\u6b64\uff0c\u8239\u4e1c\u6709\u4e49\u52a1\u63d0\u4f9b\u5b9e\u7269\u8bc1\u636e\uff0c\u8bc1\u660e\u8be5\u4eba\u5458\u5728\u5357\u975e\u767b\u8239\u3002\u4ece\u8fc7\u5f80\u7ecf\u9a8c\u6765\u770b\uff0c\u79fb\u6c11\u5f53\u5c40\u65e2\u4e0d\u76f8\u4fe1\u5077\u6e21\u4eba\u5458\u7684\u8bc1\u8bcd\uff0c\u4e5f\u4e0d\u63a5\u53d7\u8239\u5458\u7684\u4f9b\u8bcd\u3002<\/p>\n<p style=\"border: 0px; outline: 0px; font-size: 12px; text-align: justify;\">\u8be6\u7ec6\u4fe1\u606f\u8bf7\u53c2\u9605\u9644\u4ef6\u3002<\/p>\n<p><span style=\"text-align: justify;\"><br \/><\/span><\/p>","protected":false},"excerpt":{"rendered":"<p>&nbsp;&nbsp;ENG&nbsp; &nbsp;&nbsp;CHN&nbsp;&nbsp; We have continued to see an increase in stowaway cases, especially on offshore support vessels (OSVs).
