The shipper\u2019s cargo declaration containing the cargo properties and the associated hazards should be examined in detail. It should be borne in mind that the information contained in the declaration may be inaccurate. Inaccurate IMSBC Code declarations have been seen in areas such as Indonesia, where large quantities of coal are shipped. More surprisingly, Gard was involved in a recent case where a coal cargo loaded at Richards Bay, South Africa was inaccurately declared as \u201cnot self-heating coal\u201d nor \u201cliable to emit methane\u201d. Subsequent investigations involving cargo experts, established that the cargo did in fact possess both properties. It is therefore recommended that all coal cargoes are treated as potentially hazardous and liable to self-heat until it can be satisfactorily established that they are not. Gard recommends that, for all types of coal, the vessel implements a gas monitoring and temperature checking regime during loading.<\/p>\n<p style=\"font-size: 11.818181991577148px; text-align: justify;\">See attached file: Loading of Coal Cargoes.pdf<\/p>\n<p style=\"border: 0px; outline: 0px; font-size: 12px; text-align: justify;\">&nbsp;<\/p>\n<p style=\"border: 0px; outline: 0px; font-size: 12px; text-align: justify;\"><span style=\"font-size: 14pt; color: #022469;\"><strong>\u7164\u70ad\u8d27\u7269\u88c5\u8f7d<\/strong><\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"text-align: justify;\">\u534f\u4f1a\u6700\u8fd1\u5904\u7406\u4e86\u6570\u8d77\u7164\u70ad\u8d27\u7269\u81ea\u70ed\u7684\u6848\u4ef6\uff0c\u63d0\u9192\u4f1a\u5458\u5728\u88c5\u8f7d\u4efb\u4f55\u7164\u70ad\u8d27\u7269\u65f6\u8981\u6ce8\u610f\u7164\u70ad\u81ea\u70ed\u7684\u98ce\u9669\u3002\u8bf7\u4ed4\u7ec6\u5ba1\u67e5\u6258\u8fd0\u4eba\u8d27\u7269\u7533\u62a5\u5355\u4e0a\u63cf\u8ff0\u7684\u8d27\u7269\u5c5e\u6027\u53ca\u76f8\u5173\u5371\u5bb3\u3002\u5e76\u6ce8\u610f\uff0c\u7533\u62a5\u5355\u4e0a\u7684\u4fe1\u606f\u53ef\u80fd\u662f\u4e0d\u51c6\u786e\u7684\u3002\u534f\u4f1a\u5df2\u53d1\u73b0\u5927\u91cf\u5728\u5370\u5ea6\u5c3c\u897f\u4e9a\u88c5\u8fd0\u7684\u7164\u70ad\u7684\u7533\u62a5\u4e0d\u7b26\u5408\u300a\u56fd\u9645\u6d77\u8fd0\u56fa\u4f53\u6563\u8d27\u89c4\u5219\u300b\uff08IMSBC \u89c4\u5219\uff09\u3002\u66f4\u4ee4\u4eba\u60ca\u8bb6\u7684\u662f\uff0c\u8fd1\u671f\u5728\u5357\u975e\u7406\u67e5\u5179\u6e7e\u53d1\u751f\u7684\u4e00\u8d77\u6848\u4ef6\u4e2d\uff0c\u534f\u4f1a\u5728\u5904\u7406\u8fc7\u7a0b\u4e2d\u53d1\u73b0\uff0c\u8d27\u7269\u88ab\u9519\u8bef\u5730\u7533\u62a5\u4e3a\u201c\u4e0d\u6613\u81ea\u70ed\u201d\u5e76\u4e14\u201c\u4e0d\u6613\u6563\u53d1\u7532\u70f7\u201d\u3002\u4f46\u6839\u636e\u8d27\u7269\u4e13\u5bb6\u968f\u540e\u7684\u8c03\u67e5\u53d1\u73b0\uff0c\u8d27\u7269\u5b9e\u9645\u4e0a\u517c\u5177\u4e0a\u8ff0\u4e24\u4e2a\u7279\u6027\u3002\u534f\u4f1a\u5efa\u8bae\u4f1a\u5458\u5728\u88c5\u8f7d\u4efb\u4f55\u7164\u70ad\u8d27\u7269\u65f6\uff0c\u5e94\u5c06\u5176\u4e00\u5f8b\u89c6\u4e3a\u5177\u6709\u6f5c\u5728\u5371\u9669\u4e14\u6613\u81ea\u70ed\u7684\u8d27\u7269\uff0c\u9664\u975e\u80fd\u591f\u5b8c\u5168\u6392\u9664\u98ce\u9669\u3002\u4e0d\u8bba\u88c5\u8f7d\u4f55\u79cd\u7c7b\u578b\u7684\u7164\u70ad\uff0c\u5728\u88c5\u8f7d\u671f\u95f4\u90fd\u5fc5\u987b\u6267\u884c\u6c14\u4f53\u63a2\u6d4b\u548c\u6e29\u5ea6\u68c0\u67e5\u5236\u5ea6\u3002<\/span><\/p>\n<p style=\"border: 0px; outline: 0px; font-size: 12px; text-align: justify;\">\u8be6\u7ec6\u4fe1\u606f\u8bf7\u53c2\u9605\u9644\u4ef6\u3002<\/p>\n<p><span style=\"text-align: justify;\"><br \/><\/span><\/p>","protected":false},"excerpt":{"rendered":"<p>&nbsp;&nbsp;ENG&nbsp; &nbsp;&nbsp;CHN&nbsp;&nbsp; Gard has recently been involved in several incidents of self-heating of coal cargoes and would like to emphasize the importance of treating coal cargoes as liable to self-heat until it has been satisfactorily established that they are not.
