Whenever a pilot embarks or disembarks from a ship by ladder, they entrust their safety to the pilot transfer arrangements provided by the ship. Recognising the hazardous nature of pilot transfers, the IMO introduced measures through SOLAS Regulation V\/23 in July 2012 to improve the safety of pilot transfer arrangements provided by vessels<\/p>\n<p style=\"font-size: 12px;\">See attached file: Pilot transfers &#8211; still a risky business.pdf<\/p>\n<p style=\"border: 0px; outline: 0px; font-size: 12px; text-align: justify;\">&nbsp;<\/p>\n<p style=\"border: 0px; outline: 0px; font-size: 12px; text-align: justify;\"><span style=\"font-size: 14pt; color: #022469;\"><strong>\u5f15\u822a\u5458\u767b\u79bb\u8239 &#8211; \u4ecd\u9762\u4e34\u98ce\u9669<\/strong><\/span><\/p>\n<p style=\"font-size: 12px; text-align: justify;\"><strong>\u56fd\u9645\u5f15\u822a\u534f\u4f1a(IMPA)\u5b89\u5168\u5927\u68c0\u67e5\u6d3b\u52a8\u805a\u7126\u8239\u4e1c\u8d23\u4efb\u3002\u8239\u4e1c\u6709\u8d23\u4efb\u63d0\u4f9b\u7b26\u5408\u89c4\u5b9a\u7684\u5f15\u822a\u5458\u767b\u79bb\u8239\u88c5\u7f6e\uff0c\u5e76\u786e\u4fdd\u767b\u79bb\u8239\u7a0b\u5e8f\u7b26\u5408\u300a\u56fd\u9645\u6d77\u4e0a\u4eba\u547d\u5b89\u5168\u516c\u7ea6\u300b(SOLAS)\u7684\u89c4\u5b9a\u3002<\/strong><\/p>\n<p style=\"font-size: 12px; text-align: justify;\">\u5f15\u822a\u5458\u5b89\u5168\u767b\u79bb\u8239\u662f\u5f15\u822a\u5458\u4e0e\u670d\u52a1\u8239\u8236\u4e4b\u95f4\u5efa\u7acb\u7684\u5408\u4f5c\u5173\u7cfb\u3002\u5f53\u5f15\u822a\u5458\u4ece\u5f15\u822a\u68af\u767b\u79bb\u8239\u8236\uff0c\u4ed6\u4eec\u5c06\u81ea\u5df1\u7684\u5b89\u5168\u4ea4\u4ed8\u7ed9\u8239\u65b9\u63d0\u4f9b\u7684\u5f15\u822a\u5458\u767b\u79bb\u8239\u88c5\u7f6e\u3002\u8003\u8651\u5230\u5f15\u822a\u5458\u767b\u79bb\u8239\u7684\u5371\u9669\u7279\u6027\uff0c2012\u5e747\u6708\uff0c\u56fd\u9645\u6d77\u4e8b\u7ec4\u7ec7\u5728SOLAS\u516c\u7ea6\u7b2cV\/23\u6761\u4e2d\u4f5c\u4e86\u89c4\u5b9a\uff0c\u4ee5\u6539\u5584\u7531\u8239\u8236\u63d0\u4f9b\u7684\u5f15\u822a\u5458\u767b\u79bb\u8239\u88c5\u7f6e\u7684\u5b89\u5168\u6027\u3002<\/p>\n<p style=\"border: 0px; outline: 0px; font-size: 12px; text-align: justify;\">\u8be6\u7ec6\u4fe1\u606f\u8bf7\u53c2\u9605\u9644\u4ef6\u3002<\/p>\n<p><span style=\"text-align: justify;\"><br \/><\/span><\/p>","protected":false},"excerpt":{"rendered":"<p>&nbsp;&nbsp;ENG&nbsp; &nbsp;&nbsp;CHN&nbsp;&nbsp; IMPA\u2019s safety campaign draws attention to shipowners\u2019 responsibility to provide compliant pilot ladder arrangements and to ensure that the transfer process is undertaken in line with SOLAS.
