Refusal of access (banning) has been used 65 times since 2015, and the 33 cases in 2017 is an all-time record. While \u201cmultiple detentions\u201d has been the main cause of ships being banned, \u201cfailing to call at an indicated repair yard\u201d has also been reported as a common cause. In 2017, several ships were banned a second time after multiple detentions, resulting in a minimum banning period of 12 months.<\/p>\n<p>See attached file: Paris MOU bans on the rise.pdf<\/p>\n<p style=\"border: 0px; outline: 0px; font-size: 12px; text-align: justify;\">&nbsp;<\/p>\n<p style=\"border: 0px; outline: 0px; font-size: 12px; text-align: justify;\"><span style=\"font-size: 14pt; color: #022469;\"><strong>\u5df4\u9ece\u5907\u5fd8\u5f55\u5730\u533a\u8239\u8236\u906d\u5230\u62d2\u7edd\u8fdb\u6e2f\u7684\u6b21\u6570\u4e0a\u5347<\/strong><\/span><\/p>\n<p style=\"text-align: justify;\">\u5df4\u9ece\u5907\u5fd8\u5f55\u5730\u533a\u7684\u6e2f\u53e3\u56fd\u76d1\u7763\u5f53\u5c40\uff0c\u8f83\u5f80\u5e74\u62d2\u7edd\u4e86\u66f4\u591a\u7684\u8239\u8236\u8fdb\u6e2f\uff1a\u4e0e2016\u5e74\u768421\u8258\u6b21\u548c2015\u5e74\u768411\u8258\u6b21\u76f8\u6bd4\uff0c2017\u5e74\u8fbe\u523033\u8258\u6b21\u3002<\/p>\n<p><strong>\u62d2\u7edd\u8239\u8236\u8fdb\u6e2f<\/strong><br \/>\u300a\u5df4\u9ece\u5907\u5fd8\u5f55\u300b\u5728\u6700\u65b0\u5e74\u62a5\u4e2d\uff0c\u5c06\u8fc7\u53bb3\u5e74\u6765\u8239\u8236\u906d\u5230\u62d2\u7edd\u8fdb\u6e2f\u6b21\u6570\u4e4b\u591a\u63cf\u8ff0\u4e3a\u201c\u60ca\u4eba\u201d\u3002\u81ea2015\u5e74\u4ee5\u6765\uff0c\u5171\u670965\u8258\u6b21\u8239\u8236\u88ab\u62d2\u7edd(\u7981\u6b62)\u8fdb\u6e2f\uff0c2017\u5e74\u670933\u8258\u6b21\u8239\u8236\u88ab\u62d2\u7edd(\u7981\u6b62)\u8fdb\u6e2f\uff0c\u66f4\u662f\u521b\u4e86\u5386\u53f2\u65b0\u9ad8\u3002\u867d\u7136\u201c\u591a\u6b21\u6ede\u7559\u201d\u662f\u8239\u8236\u88ab\u62d2\u7edd\u8fdb\u6e2f\u7684\u4e3b\u8981\u539f\u56e0\uff0c\u4f46\u201c\u672a\u6309\u89c4\u5b9a\u8fdb\u5165\u6307\u5b9a\u8239\u5382\u4fee\u7406\u201d\u4e5f\u662f\u4e00\u4e2a\u5e38\u89c1\u7684\u539f\u56e0\u30022017\u5e74\uff0c\u591a\u8258\u8239\u8236\u5728\u591a\u6b21\u88ab\u6263\u6ede\u7559\u540e\u518d\u6b21\u88ab\u62d2\u7edd\u8fdb\u6e2f\uff0c\u5bfc\u81f4\u6700\u77ed12\u4e2a\u6708\u7684\u7981\u6b62\u8fdb\u6e2f\u3002<\/p>\n<p>\u8be6\u7ec6\u4fe1\u606f\u8bf7\u53c2\u9605\u9644\u4ef6\u3002<\/p>","protected":false},"excerpt":{"rendered":"<p>&nbsp;&nbsp;ENG&nbsp; &nbsp;&nbsp;CHN&nbsp;&nbsp; Port State Control authorities in the Paris MOU region refused access to more ships in 2017 than the previous years: 33 bans compared to 21 in 2016 and 11 in 2015.
