In recent months the Club has seen several cases where fines have been imposed by the Ghana Maritime Authority (GMA) is respect of alleged pollution from waste waters discharged. In all cases such discharges were from IMO-approved sewage treatment systems which under MARPOL Annex IV Regulation 11.1.2, are required to discharge effluent with no visible floating solids and not cause discoloration of the surrounding water. However, when the GMA surveyor has taken samples of the effluent discharge this was found to be discoloured under visual examination and the vessel has been fined accordingly. The quantum of the fines imposed have been in the region of US$40,000. The Club\u2019s local correspondents advise that whilst such fines may in theory be disputed, the likelihood of success is low and not economically feasible since there is a risk of the vessel being delayed pending the outcome of any such appeal.<\/p>\n

\u6700\u8fd1\u51e0\u4e2a\u6708\u6765\uff0c\u534f\u4f1a\u5df2\u7ecf\u770b\u5230\u52a0\u7eb3\u6d77\u4e8b\u7ba1\u7406\u5c40\uff08GMA\uff09\u5bf9\u6d89\u5acc\u6392\u653e\u5e9f\u6c34\u9020\u6210\u6c61\u67d3\u5904\u4ee5\u7f5a\u6b3e\u7684\u51e0\u8d77\u6848\u4f8b\u3002\u5c31\u6240\u6709\u8fd9\u4e9b\u6848\u4f8b\u4e2d\u7684\u6392\u653e\u7269\u800c\u8a00\uff0c\u5747\u7531\u7ecf\u56fd\u9645\u6d77\u4e8b\u7ec4\u7ec7\u6279\u51c6\u7684\u6c61\u6c34\u5904\u7406\u7cfb\u7edf\u5904\u7406\u8fc7\u3002\u6839\u636e\u300a\u9632\u6c61\u516c\u7ea6\u300b\u9644\u5219\u56db\u7b2c11.1.2\u6761\u7684\u89c4\u5b9a\uff0c\u8be5\u6c61\u6c34\u5904\u7406\u7cfb\u7edf\u5fc5\u987b\u6392\u653e\u4e0d\u542b\u53ef\u89c1\u6f02\u6d6e\u56fa\u4f53\u7684\u6c61\u6c34\uff0c\u4e5f\u4e0d\u5f97\u5f15\u8d77\u5468\u56f4\u6c34\u57df\u53d8\u8272\u3002\u7136\u800c\uff0c\u5f53GMA\u68c0\u9a8c\u5458\u62bd\u53d6\u5e9f\u6c34\u6837\u672c\u540e\uff0c\u7ecf\u76ee\u6d4b\u68c0\u67e5\u540e\u53d1\u73b0\u6c61\u6c34\u5df2\u660e\u663e\u53d8\u8272\uff0c\u8be5\u8239\u4e5f\u56e0\u6b64\u53d7\u5230\u7f5a\u6b3e\u3002\u7f5a\u6b3e\u603b\u989d\u7ea6\u4e3a4\u4e07\u7f8e\u5143\u3002\u534f\u4f1a\u9a7b\u5f53\u5730\u901a\u4ee3\u5efa\u8bae\uff0c\u867d\u7136\u8fd9\u79cd\u7f5a\u6b3e\u5728\u7406\u8bba\u4e0a\u53ef\u80fd\u5b58\u5728\u4e89\u8bae\uff0c\u4f46\u4e0a\u8bc9\u6210\u529f\u7684\u53ef\u80fd\u6027\u5f88\u4f4e\u4e14\u7ecf\u6d4e\u4e0a\u662f\u4e0d\u53ef\u884c\u7684\uff0c\u56e0\u4e3a\u5728\u4efb\u4f55\u6b64\u7c7b\u4e0a\u8bc9\u7ed3\u679c\u51fa\u6765\u4e4b\u524d\uff0c\u8239\u8236\u5b58\u5728\u88ab\u5ef6\u8bef\u7684\u98ce\u9669\u3002<\/p>\n
