{"id":14490,"date":"2020-03-06T02:35:00","date_gmt":"2020-03-06T02:35:00","guid":{"rendered":"http:\/\/192.168.1.14\/index.php\/2020\/03\/06\/2020-3-6-1\/"},"modified":"2025-08-29T13:07:13","modified_gmt":"2025-08-29T05:07:13","slug":"2020-3-6-1","status":"publish","type":"post","link":"https:\/\/andrewliu.com.hk\/zh\/2020-3-6-1\/","title":{"rendered":"\u4e2d\u56fd\u6709\u5173\u9632\u6b62\u8239\u8236\u6c61\u67d3\u7684\u7ba1\u7406\u6761\u4f8b"},"content":{"rendered":"<p><span style=\"font-size: 13.3333px; text-align: justify;\">&nbsp;<img decoding=\"async\" class=\"size-full wp-image-9071\" style=\"font-size: 12.6316px;\" src=\"https:\/\/andrewliu.com.hk\/wp-content\/uploads\/2010\/06\/pdf.png\" alt=\"pdf\" width=\"16\" height=\"16\" \/>&nbsp;<a href=\"https:\/\/andrewliu.com.hk\/wp-content\/uploads\/2020\/03\/Regulations-of-the-People-Republic-of-China-on-the-Prevention-and-Control-of-Marine-Pollution-from-Ships.pdf\">ENG<\/a>&nbsp;&nbsp;&nbsp;<\/span><img decoding=\"async\" class=\"size-full wp-image-9071\" style=\"font-size: 12.6316px; text-align: justify;\" src=\"https:\/\/andrewliu.com.hk\/wp-content\/uploads\/2010\/06\/pdf.png\" alt=\"pdf\" width=\"16\" height=\"16\" \/><span style=\"font-size: 13.3333px;\">&nbsp;<\/span><a style=\"font-size: 13.3333px;\" href=\"https:\/\/andrewliu.com.hk\/wp-content\/uploads\/2020\/03\/Regulations-of-the-People-Republic-of-China-on-the-Prevention-and-Control-of-Marine-Pollution-from-Ships_CN.pdf\">\u4e2d\u6587<\/a><\/p>\n<p style=\"text-align: justify;\">\u8bf7\u4f1a\u5458\u53c2\u80032015\u5e746\u67081\u65e5\u53d1\u5e03\u7684\u4e2d\u56fd\u9632\u6b62\u8239\u8236\u6c61\u67d3\u7ba1\u7406\u6761\u4f8b\u7684\u901a\u51fd\uff0c\u89c4\u5b9a\u6709\u627f\u8fd0\u6c61\u67d3\u6027\u548c\u5371\u9669\u6027\u6563\u88c5\u8d27\u7269\u7684\uff0c\u6216\u8005\u8239\u8236\u8d85\u8fc71\u4e07\u603b\u5428\u7684\u8239\u4e1c\u6216\u8425\u8fd0\u4eba\uff0c\u5728\u8fdb\u5165\u4e2d\u56fd\u6e2f\u53e3\u6216\u4ece\u4e8b\u88c5\u8d27\u3001\u5378\u8d27\u4f5c\u4e1a\u4e4b\u524d\uff0c\u6216\u8005\u6e2f\u5916\u8fc7\u9a73\u4f5c\u4e1a\u524d\uff08\u79bb\u5cb820\u6d77\u91cc\u5185\uff09\uff0c\u987b\u4e0e\u8239\u8236\u6c61\u67d3\u6e05\u9664\u5355\u4f4d\u8ba2\u7acb\u6e05\u6c61\u5408\u7ea6\u3002<\/p>\n<p style=\"text-align: justify;\">\u4f1a\u5458\u5e94\u83b7\u6089\u4e2d\u56fd\u6d77\u4e8b\u5c40\u6700\u8fd1\u53d1\u5e03\u4e86\u5bf9\u8239\u8236\u6e05\u9664\u5355\u4f4d\u65b0\u7684\u7ba1\u7406\u63aa\u65bd\uff0c\u4e8e2020\u5e743\u67081\u65e5\u751f\u6548\u3002\u7ed3\u5408\u65b0\u63aa\u65bd\uff0c\u6d77\u4e8b\u5c40\u4e5f\u5df2\u53d1\u5e03\u4e86\u300a\u9700\u5e03\u8bbe\u56f4\u6cb9\u680f\u6216\u7b7e\u8ba2\u8239\u8236\u6c61\u67d3\u6e05\u9664\u534f\u8bae\u7684\u6563\u88c5\u6db2\u4f53\u6c61\u67d3\u5371\u9669\u6027\u8d27\u7269\u540d\u5f55\u300b\uff08\u7b80\u79f0\u300a\u540d\u5f55\u300b\uff09\u3002\u56fd\u9645\u4fdd\u8d54\u534f\u4f1a\u96c6\u56e2\uff08IG\u96c6\u56e2\uff09\u5df2\u4e0e\u4e2d\u56fd\u6d77\u4e8b\u5c40\u786e\u8ba4\u751f\u6548\u65e5\u671f\u4f9d\u7136\u662f3\u67081\u65e5\uff0c\u5e76\u672a\u53d7\u65b0\u51a0\u75c5\u6bd2\u7206\u53d1\u800c\u5ef6\u8fdf\u3002<\/p>\n<p style=\"text-align: justify;\">\u8be6\u7ec6\u4fe1\u606f\u8bf7\u53c2\u9605\u9644\u4ef6\u3002<\/p>\n<p>&nbsp;<\/p>\n<p><span style=\"font-size: 14pt; color: #003366;\"><strong>Regulations of the People\u2019s Republic of China on the Prevention and Control of Marine Pollution from Ships<\/strong><\/span><\/p>\n<p style=\"text-align: justify;\">We refer Members to previous circulars resting with ours dated 1 June 2015 on the Regulations of the People&#8217;s Republic of China (PRC) on the Prevention and Control of Marine Pollution from Ships and the requirement that Owners\/Operators of (a) any ship carrying polluting and hazardous cargoes in bulk or (b) any other ship above 10,000 GT enter into a pollution clean-up contract with a Ship Pollution Response Organisation (SPRO) before the ship enters a PRC port or engages in loading, discharge or ship-to-ship transfers outside of the port but within 20 nautical miles off shore.<\/p>\n<p style=\"text-align: justify;\">Members are informed that the PRC Maritime Safety Agency (MSA) recently published new Measures of Administration on Agreement for Ship Pollution Response Regime, which will become effective on 1 March 2020. In conjunction with the new Measures, the MSA has also published a Directory of Hazardous Bulk Liquid Cargo Apt to Cause Pollution (the &#8220;Directory&#8221;) for which oil booms need to be deployed during cargo operations or an Agreement with a SPRO needs to be concluded.
