Lost and dragging anchors are the root causes of many groundings and collisions occurring while waiting at anchorages, and ship operators, Masters and crew need to be aware of the risks involved and thoroughly assess the limitations of a vessels\u2019 anchoring equipment.<\/p>\n<p style=\"font-size: 16px; text-align: justify;\">The key to ensuring that a vessel is safely anchored, and remains safely anchored, is the leadership and judgement shown by the Master. A significant factor in most anchoring incidents remains the failure of Masters to appreciate at an early stage that a dangerous situation is developing and to take early and decisive action.<\/p>\n<p style=\"font-size: 16px; text-align: justify;\">See attached file: Anchor Awareness.pdf<\/p>\n<p style=\"font-size: 12px; text-align: justify;\">&nbsp;<\/p>\n<p><span style=\"font-size: 14pt; color: #003366;\"><strong>\u951a\u6cca\u64cd\u4f5c\u4e2d\u6709\u5173\u610f\u8bc6\u7684\u63d0\u5347<\/strong><\/span><\/p>\n<p style=\"text-align: justify;\">\u5728\u5f53\u524d\u65b0\u51a0\u75c5\u6bd2\u5168\u7403\u5927\u6d41\u884c\u548c\u5168\u7403\u7ecf\u6d4e\u4e0b\u884c\u7684\u8d38\u6613\u73af\u5883\u4e0b\uff0c\u5168\u4e16\u754c\u6e2f\u53e3\u7684\u8239\u8236\u951a\u6cca\u7b49\u5f85\u65f6\u95f4\u53ef\u80fd\u4f1a\u8d8a\u6765\u8d8a\u957f\u3002\u800c\u4e22\u951a\u3001\u8d70\u951a\u4e8b\u6545\u662f\u8bb8\u591a\u8239\u8236\u5728\u951a\u5730\u5f85\u547d\u65f6\u53d1\u751f\u6401\u6d45\u548c\u78b0\u649e\u6848\u4ef6\u7684\u6839\u672c\u539f\u56e0\uff0c\u8239\u8236\u7ecf\u8425\u4eba\u3001\u8239\u957f\u3001\u8239\u5458\u9700\u8981\u5bf9\u76f8\u5173\u98ce\u9669\u63d0\u9ad8\u610f\u8bc6\u5e76\u5bf9\u8239\u8236\u629b\u951a\u8bbe\u5907\u7684\u5c40\u9650\u6027\u8fdb\u884c\u5168\u9762\u8bc4\u4f30\u3002<\/p>\n<p style=\"text-align: justify;\">\u4fdd\u8bc1\u8239\u8236\u5b89\u5168\u629b\u951a\u5e76\u6301\u7eed\u5b89\u5168\u951a\u6cca\u7684\u5173\u952e\u8981\u7d20\u662f\u8239\u957f\u7684\u9886\u5bfc\u6c34\u5e73\u548c\u5224\u65ad\u80fd\u529b\u3002\u800c\u5728\u5927\u90e8\u5206\u951a\u6cca\u4e8b\u6545\u4e2d\uff0c\u8239\u957f\u672a\u80fd\u63d0\u65e9\u8bc4\u4f30\u6b63\u5728\u5f62\u6210\u7684\u5371\u9669\u5c40\u9762\u5e76\u53ca\u65f6\u91c7\u53d6\u51b3\u5b9a\u6027\u63aa\u65bd\u662f\u4e00\u9879\u91cd\u8981\u7684\u56e0\u7d20\u3002<\/p>\n<p style=\"text-align: justify;\">\u8be6\u7ec6\u4fe1\u606f\u8bf7\u53c2\u9605\u9644\u4ef6\u3002<\/p>","protected":false},"excerpt":{"rendered":"<p>&nbsp;&nbsp;ENG&nbsp;&nbsp;&nbsp;&nbsp;CHN In the current trading environment with the ongoing COVID-19 pandemic and worldwide economic downturn, the period spent waiting at anchorage outside ports around the world may increase for some ships.
