outline: 0px;\">\u5747\u5728\u540c\u4e00\u6d77\u57df\u6c89\u6ca1<\/li>\n<li style=\"padding-top: 0px; padding-right: 0px; padding-bottom: 0px; border: 0px; outline: 0px;\">\u5747\u9a76\u5f80\u4e2d\u56fd<\/li>\n<\/ul>\n<p>&nbsp;<span style=\"text-align: justify;\">\u4e00\u822c\u6765\u8bf4\uff0c\u6563\u8d27\u8239\u82e5\u672a\u6309\u8981\u6c42\u68c0\u6d4b\u4fbf\u88c5\u8f7d\u53ef\u80fd\u6db2\u5316\u7684\u8d27\u7269\uff08\u5982\u954d\u77ff\uff09\uff0c\u5982\u679c\u8d27\u7269\u542b\u6c34\u91cf\u8fc7\u9ad8\uff0c\u5219\u53ef\u80fd\u5728\u8fd0\u8f93\u9014\u4e2d\u5448\u73b0\u6ce5\u6d46\u72b6\u751a\u81f3\u6db2\u4f53\u72b6\uff0c\u5e76\u5f71\u54cd\u8239\u8236\u7a33\u6027\uff0c\u5bfc\u81f4\u8239\u8236\u503e\u659c\u751a\u81f3\u503e\u8986\u3002<\/span>&nbsp;<\/p>\n<p style=\"border: 0px; outline: 0px; font-size: 12px; text-align: justify;\">\u8fd1\u671f\uff0c\u968f\u7740\u5e02\u573a\u9010\u6e10\u8d70\u51fa\u7ecf\u6d4e\u8427\u6761\u7684\u9634\u5f71\uff0c\u4ece\u83f2\u5f8b\u5bbe\u3001\u5370\u5c3c\u3001\u65b0\u5580\u91cc\u591a\u5c3c\u4e9a\u7b49\u5730\u51fa\u53e3\u7684\u954d\u77ff\u6570\u91cf\u6709\u6240\u56de\u5347\uff0c\u4ece\u800c\u5bfc\u81f4\u4e86\u8fd0\u9001\u954d\u77ff\u8239\u8236\u6570\u91cf\u5c06\u4f1a\u6709\u6240\u589e\u52a0\u3002\u5173\u4e8e\u8f7d\u8fd0\u7684\u954d\u77ff\u7c89\u662f\u5426\u7b26\u5408\u822a\u8fd0\u6807\u51c6\uff0c\u5728\u68c0\u9a8c\u65f6\u7684\u53d6\u6837\u548c\u6d4b\u91cf\u90fd\u662f\u6709\u4e00\u5b9a\u96be\u5ea6\u7684\u3002\u954d\u77ff\u7c89\u5728\u88c5\u8fd0\u524d\u7684\u6279\u91cf\u50a8\u5b58\u65f6\u53ef\u80fd\u7b26\u5408\u542b\u6c34\u91cf\u7684\u6807\u51c6\uff0c\u4f46\u662f\u7531\u4e8e\u5370\u5c3c\u3001\u83f2\u5f8b\u5bbe\u7b49\u5730\u964d\u96e8\u5f88\u591a\uff0c\u56e0\u6b64\u4e0d\u80fd\u4fdd\u8bc1\u5728\u88c5\u8239\u4e4b\u540e\u954d\u77ff\u7684\u542b\u6c34\u91cf\u5728\u4e00\u4e2a\u8f83\u77ed\u7684\u5468\u671f\u5185\u4f9d\u65e7\u80fd\u4fdd\u6301\u4e0d\u53d8\u3002<span style=\"text-align: left;\">&nbsp;<\/span><\/p>\n<p style=\"border: 0px; outline: 0px; font-size: 12px; text-align: justify;\">\u6839\u636eSOLAS\u516c\u7ea6\u7b2c\u516d\u6761\u7b2c\u4e8c\u6b3e\u4ee5\u53ca\uff0c&lt;\u56fd\u9645\u6d77\u4e0a\u56fa\u4f53\u6563\u88c5\u8d27\u7269\u89c4\u5219&gt;(\u201cIMSBC\u201d)\u7b2c\u56db\u3001\u7b2c\u4e03\u3001\u7b2c\u516b\u6b3e\uff0c\u954d\u77ff\u88ab\u754c\u5b9a\u4e3a\u53ef\u88ab\u6db2\u5316\u7684A\u7ea7\u5371\u9669\u8d27\u7269\u3002\u56e0\u6b64\uff0c\u954d\u77ff\u7684\u627f\u8fd0\u4eba\u5e94\u5f53\u5728\u88c5\u8239\u524d\u4e0e\u53d1\u8d27\u4eba\u786e\u8ba4\u8be5\u8d27\u7269\u7684\u53ef\u8fd0\u542b\u6c34\u9650\u5ea6\uff08TML\uff09\u3001\u6db2\u5316\u70b9\uff08FMP\uff09\u53ca\u8f6c\u8f7d\u8d27\u7269\u7684\u5b9e\u9645\u542b\u6c34\u91cf\u3002\u627f\u8fd0\u4eba\u9700\u4fdd\u8bc1\u88c5\u8fd0\u8d27\u7269\u7684\u5b9e\u9645\u542b\u6c34\u91cf\u4f4e\u4e8e\u5176\u53ef\u8fd0\u542b\u6c34\u9650\u5ea6\u3002<span style=\"text-align: left;\">&nbsp;<\/span><\/p>\n<p style=\"border: 0px; outline: 0px; font-size: 12px; text-align: justify;\">\u7531\u4e8e\u79cd\u79cd\u4e0d\u786e\u5b9a\u56e0\u7d20\u90fd\u4f1a\u9020\u6210\u8d27\u7269\u4e0e\u8239\u8236\u7684\u5371\u9669\uff0c\u8bf7\u5404\u8239\u4e1c\/\u79df\u5bb6\u4ed4\u7ec6\u9605\u8bfb\u4ee5\u4e0b\u516c\u544a\uff0c\u5e76\u5207\u5b9e\u9075\u5b88\u4e0e\u843d\u5b9e\u3002<span style=\"text-align: left;\">&nbsp;<\/span><\/p>\n<ol style=\"border: 0px; outline: 0px; list-style: none; text-align: justify;\">\n<li style=\"padding: 0px; border: 0px; outline: 0px;\">\u5728\u53d1\u8d27\u4eba\u672a\u63d0\u4f9b\u76f8\u5e94\u8d27\u7269\u8bc1\u4e66\u4e4b\u524d\uff0c\u6216\u6240\u63d0\u4f9b\u7684\u8d27\u7269\u8bc1\u4e66\u53ef\u80fd\u4e0d\u51c6\u786e\u6216\u4e0d\u5b8c\u5584\uff0c\u8239\u8236\u4e0d\u5e94\u5f00\u59cb\u88c5\u8d27\uff1b<\/li>\n<li style=\"padding: 0px; border: 0px; outline: 0px;\">\u5e94\u59d4\u6d3e\u719f\u6089\u5f53\u5730\u60c5\u51b5\u7684\u5177\u6709\u76f8\u5e94\u8d44\u8d28\u7684\u68c0\u9a8c\u4eba\u5458\u5728\u88c5\u8239\u524d\u5bf9\u8d27\u7269\u8fdb\u884c\u68c0\u6d4b\uff0c\u8be5\u68c0\u9a8c\u4eba\u5458\u4e0d\u5e94\u540c\u65f6\u88ab\u53d1\u8d27\u4eba\u59d4\u6d3e\uff1b<\/li>\n<li style=\"padding: 0px; border: 0px; outline: 0px;\">\u6240\u88c5\u8f7d\u8d27\u7269\u5fc5\u987b\u7b26\u5408&#8221;IMSBC&#8221;\u53ca\u5f53\u5730\u6cd5\u5f8b\u6cd5\u89c4\uff1b<\/li>\n<li style=\"padding: 0px; border: 0px; outline: 0px;\">\u6240\u88c5\u8f7d\u8d27\u7269\u5fc5\u987b\u5177\u5907\u7b26\u5408\u8d44\u8d28\u7684\u68c0\u9a8c\u673a\u6784\u51fa\u5177\u7684\u76f8\u5173\u8bc1\u4e66\uff1b<\/li>\n<li style=\"padding: 0px; border: 0px; outline: 0px;\">\u8239\u957f\u53ca\u503c\u73ed\u9a7e\u9a76\u5458\u5e94\u5728\u88c5\u8d27\u671f\u95f4\u8c28\u614e\u5c0f\u5fc3\uff0c\u5982\u53d1\u73b0\u6709\u6216\u53ef\u80fd\u6709\u4efb\u4f55\u95ee\u9898\u5e94\u7acb\u5373\u505c\u6b62\u88c5\u8d27\uff1b<\/li>\n<li style=\"padding: 0px; border: 0px; outline: 0px;\">\u96e8\u5929\u987b\u505c\u6b62\u88c5\u8d27\uff1b<\/li>\n<li style=\"padding: 0px; border: 0px; outline: 0px;\">\u88c5\u8d27\u671f\u95f4\uff0c\u5e94\u5b9a\u671f\u68c0\u67e5\u8d27\u8231\u662f\u5426\u6709\u8d27\u7269\u6e17\u6c34\u7684\u8ff9\u8c61\uff0c\u6bcf\u5929\u987b\u5bf9\u6240\u6709\u6c61\u6c34\u4ed3\u8fdb\u884c\u4e8c\u6b21\u6d4b\u91cf\u548c\u8bb0\u5f55\u3002\u8239\u957f\u5e94\u6838\u5bf9\u8bb0\u5f55\u5e76\u5bf9\u4efb\u4f55\u53ef\u7591\u5185\u5bb9\u8fdb\u884c\u8c03\u67e5\uff1b<\/li>\n<li style=\"padding: 0px; border: 0px; outline: 0px;\">\u8239\u4e1c\u5e94\u63d0\u9ad8\u8239\u5458\u5bf9\u8fd0\u8f93\u8be5\u7c7b\u8d27\u7269\u6709\u53ef\u80fd\u6db2\u5316\u7684\u98ce\u9669\u7684\u8ba4\u77e5\u3002<\/li>\n<\/ol>\n<p><span style=\"text-align: justify;\">\u8239\u4e1c\/\u79df\u5bb6\u8ba1\u5212\u88c5\u8fd0\u6216\u51fa\u79df\u8239\u8236\u4ece\u5370\u5c3c\u3001\u83f2\u5f8b\u5bbe\u3001\u65b0\u5580\u91cc\u591a\u5c3c\u4e9a\u7b49\u5730\u8fd0\u9001\u954d\u77ff\u65f6\uff0c\u9700\u53ca\u65f6\u8054\u7cfb\u5176\u4e92\u4fdd\u534f\u4f1a\u7684\u7ba1\u7406\u4eba\u5458\uff0c\u4ee5\u4fbf\u5f53\u5730\u7684\u68c0\u9a8c\u4eba\u80fd\u591f\u5bf9\u954d\u77ff\u7c89\u7684\u542b\u6c34\u91cf\u8fdb\u884c\u4e00\u4e2a\u5168\u9762\u7684\u6d4b\u8bd5\u3002\u534f\u4f1a\u53ef\u80fd\u540c\u65f6\u4efb\u547d\u4e00\u4f4d\u4e13\u5bb6\uff0c\u4f5c\u4e3a\u8054\u7cfb\u548c\u76d1\u7763\u68c0\u9a8c\u7684\u4eba\u3002<\/span>&nbsp;<\/p>\n<p style=\"border: 0px; outline: 0px; font-size: 12px; text-align: justify;\">\u8239\u4e1c\/\u79df\u5bb6\u5728\u83f2\u5f8b\u5bbe\u3001\u5370\u5c3c\u3001\u65b0\u5580\u91cc\u591a\u5c3c\u4e9a\u7b49\u5730\u8fd0\u8f93\u6216\u79df\u8239\u8fd0\u8f93\u954d\u77ff\u7c89\u65f6\uff0c\u5e94\u786e\u4fdd\u4ee5\u4e0a\u987b\u9075\u5b88\u7684\u89c4\u5219\u548c\u53ef\u80fd\u53d1\u751f\u7684\u60c5\u51b5\u4ee5\u660e\u793a\u6761\u6b3e\u7684\u5f62\u5f0f\u5199\u5165\u79df\u8239\u5408\u540c\u3001\u627f\u8fd0\u5408\u540c\u4ee5\u53ca\u5176\u4ed6\u9002\u7528\u7684\u5408\u540c\u4e2d\uff0c\u5e76\u5728\u8fd0\u8f93\u524d\u54a8\u8be2\u5176\u4e92\u4fdd\u534f\u4f1a\u7684\u7406\u8d54\u4e0e\u9632\u707e\u9632\u635f\u90e8\u95e8\u3002\u5982\u679c\u6ca1\u6709\u505a\u5230\u4ee5\u4e0a\u6240\u8ff0\uff0c\u6709\u53ef\u80fd\u4f1a\u5bfc\u81f4\u65e0\u6cd5\u83b7\u5f97\u534f\u4f1a\u7684\u8d54\u507f\u3002<span style=\"text-align: left;\">&nbsp;<\/span><\/p>\n<p style=\"border: 0px; outline: 0px; font-size: 12px; text-align: justify;\">\u8be6\u7ec6\u4fe1\u606f\u8bf7\u53c2\u9605\u9644\u4ef6\u3002<\/p>\n<p style=\"border: 0px; outline: 0px; font-size: 12px; text-align: justify;\">&nbsp;<\/p>\n<p style=\"border: 0px; outline: 0px; font-size: 12px; text-align: justify;\"><span style=\"font-size: 12pt; color: #022469;\"><strong>Dangers of carrying Nickel Ore in Indonesia, New Caledonia and the Philippines<\/strong><\/span><\/p>\n<p><span style=\"text-align: justify;\">In the past few weeks, three vessels have sunk and 44 crews died in 39 days after loading nickel ore. As reported, all three sinkings, including M.V. Jian Fu Star (13 Oct, 13 fatalities); M.V. Nasco Diamond (10 Nov, 21 fatalities), and M.V. Hong Wei (3 Dec, 10 fatalities), carried<\/span>&nbsp;<\/p>\n<ul style=\"border: 0px; outline: 0px; list-style: none; color: #000000; line-height: normal; text-align: justify;\">\n<li style=\"padding-top: 0px; padding-right: 0px; padding-bottom: 0px; border: 0px; outline: 0px;\">The same cargo &#8211; Nickel Ore,<\/li>\n<li style=\"padding-top: 0px; padding-right: 0px; padding-bottom: 0px; border: 0px; outline: 0px;\">Loaded in the same country &#8211; Indonesia,<\/li>\n<li style=\"padding-top: 0px; padding-right: 0px; padding-bottom: 0px; border: 0px; outline: 0px;\">In Chinese operated and manned ships,<\/li>\n<li style=\"padding-top: 0px; padding-right: 0px; padding-bottom: 0px; border: 0px; outline: 0px;\">Under the Panamanian flag,<\/li>\n<li style=\"padding-top: 0px; padding-right: 0px; padding-bottom: 0px; border: 0px; outline: 0px;\">Sank in broadly the same location,<\/li>\n<li style=\"padding-top: 0px; padding-right: 0px; padding-bottom: 0px; border: 0px; outline: 0px;\">And all were bound for the China for use in the Chinese steel industry.<span style=\"color: #676767; line-height: 18px; text-align: left;\">&nbsp;<\/span><\/li>\n<\/ul>\n<p style=\"border: 0px; outline: 0px; font-size: 12px; text-align: justify;\">In general, cargoes which may liquefy, such as the nickel ore, are loaded into bulk carriers but if not properly tested and certificated, may move as a slurry or a liquid if their moisture content is too great, causing stability problems, listing and eventual capsize.<span style=\"text-align: left;\">&nbsp;<\/span><\/p>\n<p style=\"border: 0px; outline: 0px; font-size: 12px; text-align: justify;\">Demand of nickel lateritic ore from the principal exporters in Indonesia, New Caledonia and the Philippines are expected to rise due to many economies are emerging from recession, which may result in an increase in the number of nickel ore cargoes offered for shipment. There are many concerns associated with loading nickel ore as ore is typically loaded into barges and transshipped to bulk carriers at anchor, and although the cargo presented for shipment may appear to be dry, this is no guide as to whether the cargo is safe to carry. The composition and physical properties of nickel ore vary greatly within each mine and the appearance of the material may range from gravel to mud. This also creates problems for laboratories as the non-homogenous nature of nickel ore can cause difficulties when trying to ascertain the Transportable Moisture Limited (TML) and moisture content.<span style=\"text-align: left;\">&nbsp;<\/span><\/p>\n<p style=\"border: 0px; outline: 0px; font-size: 12px; text-align: justify;\">Owners\/charterers contemplating carriage of nickel ore are advised to study carefully SOLAS Ch.VI, Reg.2 and Sections 4, 7 and 8 of the IMSBC Code. In brief, the shippers of nickel ore are required to certify the TML, Flow Moisture Point (FMP) and the actual moisture content of the cargo, prior to commencement of loading. The material may only be shipped if the actual moisture content is less than the TML.<span style=\"text-align: left;\">&nbsp;<\/span><\/p>\n<p style=\"border: 0px; outline: 0px; font-size: 12px; text-align: justify;\">Due to the numerous dangers and difficulties associated with these cargoes, Members considering the carriage of nickel ore and other liquefy cargoes are advised to be mindful of the risks outlined in this Notice and ensure that the recommended steps are followed.<span style=\"text-align: left;\">&nbsp;<\/span><\/p>\n<ol style=\"border: 0px; outline: 0px; list-style: none; color: #000000; line-height: normal; text-align: justify;\">\n<li style=\"padding: 0px; border: 0px; outline: 0px;\">Vessels should not load if proper documentation is not provided by shipper in advance and vessels should not commence loading if the documentation is incorrect or incomplete;<\/li>\n<li style=\"padding: 0px; border: 0px; outline: 0px;\">Competent surveyors with requisite local knowledge should be used to assist in confirming the condition of the cargo being loaded. The surveyor must be independent and not instructed by shipper at the same time;<\/li>\n<li style=\"padding: 0px; border: 0px; outline: 0px;\">The loading of cargo should comply with requirements of IMSBC Code and any applicable local regulations and guidelines;<\/li>\n<li style=\"padding: 0px; border: 0px; outline: 0px;\">Certificates from recognized reputable Testing Facility must be produced;<\/li>\n<li style=\"padding: 0px; border: 0px; outline: 0px;\">Master and Duty Officer should be vigilant during loading operations. Loading should be stopped, if there is any possible problem;<\/li>\n<li style=\"padding: 0px; border: 0px; outline: 0px;\">Loading during periods of rain should not be allowed;<\/li>\n<li style=\"padding: 0px; border: 0px; outline: 0px;\">The holds should be regularly inspected during loading for evidence of free water settling out, and all cargo hold bilge wells to be sounded and recorded at least twice daily. The Master should check these records and investigate any abnormal readings; and<\/li>\n<li style=\"padding: 0px; border: 0px; outline: 0px;\">Owners to heighten their crews&#8217; awareness to the risks of cargoes that have the potential to liquefy. Owners\/charterers who plan to fix or charter a vessel to load nickel ore from ports in Indonesia, New Caledonia or the Philippines should contact their P&amp;I Club at the earliest opportunity so that a local surveyor can be appointed to establish the location of the cargo prior to arrival and provide assistance to the Master during loading by monitoring the moisture content of the cargo and carrying out &#8220;can&#8221; tests. An expert is also recommended to be appointed, not necessarily to attend in person but to liaise with and supervise the local surveyor throughout.<span style=\"color: #676767; line-height: 18px; text-align: left;\">&nbsp;<\/span><\/li>\n<\/ol>\n<p style=\"border: 0px; outline: 0px; font-size: 12px; text-align: justify;\">Owners\/charterers who plan to fix or charter a vessel to load nickel ore from ports in Indonesia, New Caledonia or the Philippines should ensure that express terms are included within the charter party, contract of affreightment or other contract (as applicable) so as to safeguard their position, and should contact their P&amp;I Club&#8217;s Claims and Loss Prevention departments for further advice before entering into such a fixture or charter.
