欧盟排放交易体系（下称“EU ETS”）是一项“（排放）总量控制与交易”机制，允许企业通过持有配额来排放温室气体。自2024年1月起，该体系的运用已扩展至航运业，涵盖所有进入欧盟港[ FAQ – Maritime transport in EU Emissions Trading System (ETS)，]口的大型货轮和/或客轮（总吨位5,000吨及以上）的二氧化碳排放，无论其悬挂何国船旗。

The general emission allowance allocation principle under BIMCO ETS Clause incorporated in Time Charterparties
The European Union Emissions Trading System (“EU ETS”) is a “cap and trade” scheme that permits the emission of greenhouse gases in exchange for allowances and it has been extended to shipping industry, namely cover CO2 emissions from all large ship carrying cargo and/or passengers (of 5,000 gross tonnage and above) entering EU ports, regardless of the flag they fly since January 2024.
