本通函旨在告知会员有关《国际海运固体散货规则》(以下简称“IMSBC规则”)的最新进展并提醒会员注意该规则的要求。新规则自2014年1月1日起自愿实施，于2015年1月1日起正式生效。

由于IMSBC规则属于《国际海上人命安全公约》的强制组成部分，参与散货贸易的任一方，如船东、船舶经营人、租家及托运人，都必须遵守IMSBC规则下的具体规定。

Mandatory implementation of the amendments to the IMSBC Code 

This circular aims to provide an update and reminder to the Assureds of the requirements of the International Maritime Solid Bulk Cargoes Code (IMSBC). These new regulations were voluntary for a transition period from 1 January 2014, but will come into effect from 1 January 2015.

Since the IMSBC Code is an integral and mandatory part of the International Convention for the Safety of Life at Sea (SOLAS), all parties such as Owners, operators, charterers and shippers who involved in the bulk cargo trade must comply with the detailed provisions of the IMSBC Code.
