欧盟外交和安全政策高级代表莫盖里尼与伊朗外交部长扎里夫周二(2015年7月14日)在维也纳正式宣布,伊朗和伊核六国就伊核问题达成协议。扎里夫称该协议是“历史性的”,开启了伊朗与世界关系“充满希望的新篇章”,是双赢的解决方案。
中美俄英法德六国与伊朗经历了超过20个月的谈判,终于就伊朗核问题达成长期协议。协议旨在限制伊朗的核活动,作为交换,国际社会将解除针对伊朗实施多年的制裁措施。
伊朗外长扎里夫及欧盟外交事务专员莫盖里尼在维也纳的记者会上都表示,达成协议是历史性时刻,有助重建互信。
美国总统奥巴马发表声明称,与伊朗达成协议,并非基于信任,而是基于核验,协议将封死伊朗获取核武的所有途径。
伊朗当局承诺移除2/3的离心机,减少98%的库存浓缩铀。如果协议落实,伊朗目前所受制裁会分阶段解除。
国际原子能机构总干事天野之弥透露了伊朗核协议的一些细节。他说,伊朗政府和国际原子能机构就伊朗核项目过去和目前待解决的问题签署了一份计划书。天野之弥预计,国际原子能机构会在年底以前就伊朗核计划是否可能有军事意图做出评估。
Iran nuclear talks: ‘Historic’ agreement struck
This Tuesday (July 14,2015), High Representative of the Union for Foreign Affairs and Security Policy, Federica Mogherini and Iran’s foreign minister Mohammad Zarif announced that world powers have reached a deal with Iran on limiting Iranian nuclear activity in return for the lifting of international economic sanctions. Zarif called the agreement “historic”, saying it opened a “new chapter of hope” for mutual benefit and win-win results.
After 20 months of negotiations, Iran has agreed a long-term nuclear deal with the P5+1 group of world powers – the US, UK, France, China and Russia plus Germany – to limit its sensitive nuclear activities in return for the lifting of crippling sanctions.
Iran’s foreign minister Mohammad Zarif and High Representative of the Union for Foreign Affairs and Security Policy, Federica Mogherini told us at press conference in Vienna, the deal is a ‘historic moment,’ and benefit for re-build mutual trust.
US President Barack Obama said , “This deal is not built on trust – it is built on verification,” and with the deal, “every pathway to a nuclear weapon is cut off” for Iran.
Iran authorities promise to remove two-thirds of installed centrifuges and get rid of 98% of its enriched uranium, sanctions on Iran will be lifted only in phases as the nuclear deal is implemented.
IAEA Director General Yukiya Amano disclosed some details of the agreement. He said, “I have just signed the Road-map between the Islamic Republic of Iran and the IAEA for the clarification of past and present outstanding issues regarding Iran’s nuclear programme.” He also said he expected the assessment of issues relating to possible military dimensions to Iran’s nuclear programme will be made by the end of 2015.
