印尼在近期发生多起煤矿自燃的事故。装船时，浓烟从货仓中冒出，协会收到消息后随即派检验人员到现场。检查发现，货物温度极高，并伴随自燃现象。装货作业立时停止，并投入了很长事间和努力来阻止自燃。
鉴于此类情况，有些协会已经要求对印尼煤矿进行强制性装船前检验。有些协会则相对比较宽松。不幸的是，近期的事故都是发生在那些没有进行装船前检验的船舶上。为了避免此类事故的发生给客户带来时间和金钱的损失以及确保装卸作业不会对船舶、船员以及装卸工人和周围的财产带来危险， 我们强烈建议我司客户不管协会有没有要求都应该安排装船前检验。

Preloading Survey – Coal in Indonesia
We have been reported of several new incidents for coal cargo in Indonesia. Heavy smoke emitted from cargo holds during loading. The Clubs have been informed and surveyors have been sent. The cargoes have been found to be at very high temperature and the cargos at the stage of spontaneous combustion. Cargoes operation have been suspended. Huge efforts and time have been spent to stop the spontaneous combustion.
At present, some Clubs request compulsory preloading survey for coal cargo in Indonesia. Some Clubs are taking a relaxed approach. Unfortunately, the most recent incidents have happened are from those shipments without preloading survey.
We strongly suggest Owners to arrange preloading survey in any event to avoid heavy time loss which will be on the Members’ account and potential danger to the vessel as well as its crew Member and workers onboard and other property nearby.
