《国际海上人命安全公约》(SOLAS)规定装运谷物的货船必须持有《国际散装谷物安全装运规则》（简称”国际谷物规则”）要求的授权文件。除非船长能让主管当局相信，船舶装运条件符合《国际谷物规则》的要求，否则未持有授权文件的船只都不能装载谷物和进入装货港。对船舶的其它要求如下。

Transportation of Wheat
The Club has recently issued a circular to cover important topics of wheat transportation such as vessel requirements and cargo handling as well as looking at some recent incidents.
SOLAS stipulates that a cargo ship carrying grain must hold a Document of Authorization as required by the International Grain Code. A ship without a Document of Authorization must not load grain and enter into port until the master satisfies the Authorities that the ship will comply with the requirements of the International Grain Code in its proposed loaded condition.
