我司谨在此提醒贵司注意下属海员间传染疟疾的风险,这并不是一个新出现的问题,但航运界仍旧因其而遭受损失。
当不幸有疟疾发生在船舶上的时候,这不仅涉及到保赔协会承保范围内的医药费、遣返和替代费用,并且还涉及到可能发生的船期损失。因此,做好预防措施防止疟疾发生十分重要,贵司可以参照UK P&I Club发布的第817号公告来获得指导。
若是疟疾已然发生会如何呢?在2011年七月份香港有一个真实的案例。卫生署港口卫生处接到了来自一艘集装箱船舶的要求医疗帮助的呼救。在调查中,此案件中的海员被怀疑传染上了疟疾,立即被送去进行医疗救治。而这艘集装箱船舶并没有被允许通过检疫,而是被命令停留在检疫锚地进行卫生状况的检查。保赔协会承保因为疟疾的爆发而直接导致且不能被避免的额外费用,即因为消毒或检疫的额外费用和燃料、保险、船员工资、供给、食物和港口费用的净损失。
但若在船舶处于港口到港口之间航行的情况下,船员可能感染了疟疾,那么又是另一种情况。船舶可能不得不偏离航线去最近的港口来为被感染的船员获得医疗救治。那么船东就可能会因为偏离航线而遭受损失。尽管在通常意义上保赔协会对此不负责任,但是保赔协会仍旧承保船东在此偏离航道期间有关于船舶日常航行基本费用的净损失,即燃料、附加保险(船东责任保险)、船员工资、供给、食物和港口的费用。
请注意不同协会的入会规则在关于承保检疫费用和偏离航线费用上可能有所不同。若贵司的船舶上不幸发生了疟疾,请立即通知我司获得帮助。

Malaria Issue
We hereby kindly remind you of the concern about malaria among seafarers, which is not a new issue but the industry still suffers from.
When malaria happens unfortunately on board, it is not only about the medical expenses and repatriation and substitution expenses which will be covered by the Clubs, but also the possible loss for detention of the voyages. Therefore, the prevention measures would be very important, which you good company could refer to the Bulletin 817 of UK P&I Club.
What would happen if the malaria actually comes around? There is a real case happened in Hong Kong, July 2011. The Port Health Office of the Department of Health received a call for medical assistance from a container vessel. On investigation, the seaman in that case was suspected to have malaria infection and was immediately sent for medical treatment. And the container vessel was not granted a free pratique and was ordered to stay at the quarantine anchorage for inspection of the hygiene condition. Such additional expenses unavoidably incurred as a direct consequence of an outbreak of Malaria disease would be covered by the Clubs, namely the additional expenses for disinfection or quarantine and net loss in respect of fuel, insurance, Seamen’s wages, stores, provisions and port charges.
But it is a different situation if the crew member is suspected to have malaria infection while the vessel is in the middle of navigation from port to port. The vessel might have to divert to the nearest port to obtain medical treatment for the infected crew member. And the shipowner may suffer losses due to the diversion. Although there is no liability in the usual sense, the Clubs give cover to shipowner’s net loss in respect of the basic running expenses of his ship during such diversion, namely the cost of fuel, additional insurance (Shipowner’s Liability to Cargo), seamen’s wages, stores, provisions and port charges.
