一天清晨,一艘成品油轮驶离欧洲某港口。油轮在装完货物钻井液之后,向北驶往北大西洋的一个港口。根据本船标准6/6值班制度,船长和大副在驾驶室值班。值班安排符合工作和休息时间规定。

在驶往卸货港途中,由于用于导航和航线计划的主电子海图显示与信息系统(ECDIS)出现问题,油轮绕航并停泊在一个小港口。电子海图显示与信息系统(ECDIS)由两个独立的部分组成。一个是主电子海图显示与信息系统(ECDIS),另一个是辅电子海图显示与信息系统(ECDIS),如果主电子海图显示与信息系统(ECDIS)发生故障,则需用辅电子海图显示与信息系统(ECDIS)来替代。由于主电子海图显示与信息系统(ECDIS)工作缓慢且不能更新,因此,油轮停靠在这个小港口找修理公司检查。

Case Study: Bridge Management

Early one morning, a product tanker departed a port in Europe. After having loaded a cargo of drilling mud, the ship headed north towards a port in the Northern Atlantic. The Master and Chief Officer performed the bridge watch in accordance with a 6/6 shift, which was standard form of watchkeeping on this ship. The scheme was in accordance with the provisions on hours of work and rest.

On her voyage towards the port of discharge, the ship made a deviation and stopped in a small port due to problems with the ship’s primary ECDIS, which was used for navigation and route planning. The ECDIS consisted of two independent units. One of which was a primary ECDIS, the other one was a secondary ECDIS to which a switch should be made in case of malfunction of the primary ECDIS. The primary ECDIS was operating slowly and could not be updated and was, therefore, inspected by a repair company in this specific small port.
