2012年1月23日欧盟外交委员会（EUFAC或Council）决定，针对能够支持和加强伊朗政府的核扩张的贸易采取进一步的措施。尤其是，决议决定采取新措施，禁止原油、石油产品和石化产品的贸易和运输。

一些中国船东担忧他们来往于伊朗的贸易是否属于保赔险承保范围。基本上来说，所有IG协会超过八百万美元的索赔案都会通过集团再保险程序再保，而IG协会再保险人则受到欧盟法律的约束。因此，他们不能赔偿任何涉及制裁货物的索赔案。（”制裁货物” ，请参阅附件列表）

Japan P&I Club arrangement for Iran trading under European Union Sanctioned program

On 23 January 2012 The European Union Foreign Affairs Council (EUFAC, or the Council) agreed to introduce further measures impacting on trade that would or could support the furtherance of the Government of Iran’s nuclear aspirations. Specifically the Council has introduced new measures to prohibit the trade and transportation of crude oil, petroleum products and petrochemical products.

Some Chinese shipowners are concerned about whether their trading to/from Iran would be covered by their P&I insurance. Basically, all International Group (IG) Clubs are reinsured by the IG reinsurance programme for claims in excess of US$8 million. The IG Club reinsurers are subject to the European Union (EU) legislation. Accordingly, they will not be able to cover any claim involving Sanctioned Cargo (please see the attached list).

As the Japan P&I (JPI) is not EU regulated and not subject to the insurance prohibitions contained in the Regulation, the club is able to provide cover for loss arising from Iran trading. However, as explained above, the reinsurance cover for claims over US$8 million is subject to the EU Sanctioned programme, hence the claims over US$8 million could not be covered by JPI. Compared to other IG Clubs, JPI is capable to provide US$8 million cover for their member involving Iran trading. For the Japanese shipowners, the claims over US$8 Million upto US$1 Billion could be covered by the Japan government.

Regarding the cover by all other IG Clubs, they should be able to cover the claims if the cargo is determined not to be in breach of Iran Sanction rules. However, it would take much time to determine whether the voyage and cargo are legal, which is a necessary procedure. Accordingly, claims settlement may take longer time.
