我司最近收到几起与舱盖板状况有关的货损案件。当装运诸如粮食、肥料、钢材以及纸制品等水敏感性货物时，舱盖板的水密性是值得注意和重视的一个问题。即使只有很少量的海水渗漏进货舱，也可能对这些货物造成巨大的损害。因此，在装货港甚至在海上航行途中，都建议船方确保舱盖板是处于水密良好的状态。如果船方明知舱盖板水密性并不合格却仍旧让船舶运货开航，若之后有因为海水进入货舱而造成的货损，保赔协会则会将船方的这种行为纳入赔付的考虑因素中去。附件中是由北英保赔协会发布的防损通函，其中介绍了几种测试舱盖板水密性的主要方法，以及确认舱盖板情况的对照清单供贵司参考。

Attention to hatch cover weathertightness
We have recently been reported several cargo claims arising from defected hatch covers. While loading water-sensitive cargoes, e.g. gain, fertilizer, steel and paper cargoes, it is of great importance to pay attention to the weathertightness of the hatch covers. Even small amounts of seawater leaked into the cargo holds may cause extensive damage to these kinds of cargoes. It is thus recommended to ensure the hatch covers are in a serviceable condition at the loading port or even at sea. If the vessel sails from load port in apparent knowledge that the hatch cover(s) is not weathertight, the P&I Club will take into consideration in the event of any cargo claim(s) due to subsequent sea water ingress into cargo holds. We hereby enclose relevant Loss Prevention Briefing introducing principal methods of testing hatch cover weathertightness issued by North of England P&I club, together with a checklist to ensure hatch covers’ condition for your company’s reference.
