鉴于最近几起发生在运往休斯顿航道的装载盐酸集装箱设备的泄漏事故,美国海岸警卫队休斯顿/加尔维斯顿分部发布了关于该类事故的通告。该通告涉及位于南亚地区的盐酸集装箱托运人。

发生在美国公路及铁路运输中的盐酸泄漏事故通常是由于集装箱内货物不恰当的装载和系固造成。同时,海岸警卫队还特别强调危险品货物运输标志过小以及装运文件上的紧急联系方式的不完全也是导致事故的因素。

盐酸属于第八类腐蚀性化学危险品,呈清澈无色略有淡黄色的液体,会造成人体严重烧伤,一旦吸入或食用,可致命。盐酸同样也会腐蚀金属。未经妥善包装的盐酸货物对船上的设备及人员会有致人身伤亡的潜在危险。好在目前发生的几起盐酸泄漏事故都表明未造成人身伤亡。

在此,建议在处理该类集装箱时须采取适当的预防措施,例如,在装载前检查集装箱;确保有足够的垫木及支架;保证装运文件以及紧急联系信息的正确、完整;以及危险品货物运输标志大小合宜并正确粘贴。由于罐式集装箱老化缺乏维护,极易泄漏,为防止该类罐式集装箱的衬里损坏及阀门失灵成为泄漏事故的直接原因,应在进行公路和铁路运输前,检查该类罐式集装箱的外部状况。

Loss Prevention Bulletin: USA Hydrochloric acid cargo leaks

Considering current several incidents involving leaking containers with Hydrochloric Acid being shipped to facilities along the Houston Ship Channel, the Houston/Galveston branch of the US Coast Guard has issued the alert to lead to the publication of this report the shippers of these containers located in South Asia.

These leaking Hydrochloric acid incidents which generally incurred on US highways and railways were caused by primarily improper packaging procedures and insufficient blocking and bracing measures. Meanwhile, the Coast Guard also highlights that the placards on these containers were too small and the emergency response contact information required on the shipping paperwork was inadequate.

Hydrochloric acid is a class 8 corrosive that is clear, colorless to pale yellow liquid that causes severe burn and can be fatal if inhaled or swallowed. It is also corrosive to metal. The consequences without packaging Hydrochloric Acid cargo properly will have threatening hazards to both facility and vessel personnel to potential injury and life. Fortunately, the current associated incidents indicated there are no injured or deaths.

It is strongly advised the precautions should be taken when handling these containers such as inspecting containers prior to loading; ensuring adequate blocking and bracing for commodities; ensuring shipping paperwork and emergency contact information is correct and complete and placards of proper size are in place. As the tank containers loads aged tanks who lack proper maintenance are prone to leak, the exterior condition should be inspected prior to being released to road and railway which avoids failed tank linings and valves of aged tank containers become the direct cause of leaking.
